Go Kids, Inc.
Community based public and private Alternative Payment Programs (APPs) support the needs of working moms and dads with access to child care and other supports earmarked to lift families up from poverty. During the pandemic, these programs have distributed emergency essential worker child care vouchers, family child care and center stipends & PPE, diapers, food and clothing. Throughout California, these APPs may also support parental choice to CalWORKs Stages 2 & 3, preschool and center-based programs, general child care, After School Education and Safety (ASES), Child and Adult Care Food Program (CACFP), Family Child Care Home Education Networks (FCCHENs), transportation, behavioral & mental health services, respite, regional centers, health and safety, 21st Century, resource libraries, and Trustline.

Go Kids, Inc. was established in 1975 when it was awarded a grant from the City of Morgan Hill to provide early childhood education services and training opportunities for low-income women in Santa Clara County. Since its incorporation in 1978, the agency budget and service area have continued to grow, providing comprehensive child-development and family support services in Santa Clara, San Benito, Monterey, and Santa Cruz counties.

GUEST EDITORIAL - ASSEMBLYMEMBER LORI WILSON - INFANT FORMULA SHORTAGE

The COVID-19 pandemic has highlighted how resilient and capable we are as Californians, unfortunately, it has also revealed several areas of vulnerability. One significant area of continued vulnerability was the family unit and the glaring disparities from the lack of support. These weaknesses were exacerbated by the sudden supply shortage of infant formula. One of my jobs as a legislator is to offer that support when and where I can in the form of legislation. Families already struggling with issues of employment and reliable childcare now have to contend with not having food for their babies.

I introduced Assembly Bill 228 to respond to the infant formula shortage. This bill will put California in the unique position of being the only state to secure a stockpile of infant formula so that families can be served during this and future shortages. This is one step toward supporting families by ensuring they have they have the resources they need. As a parent, you never stop worrying, but AB 228 will give our families, especially our most vulnerable ones, a little less to worry about.

I am proud to say that our Legislature has recognized the significance of childcare and family support. Two weeks ago, the Legislative Women’s Caucus held a briefing to discuss the state of childcare in California. The panel gave moving testimony about the experiences of child care providers, discussed where we could make systematic improvements, and answered a variety questions from our Caucus members. This is just the start of what our Members intend to do to show our childcare providers and families that their voices are heard and their needs will be met.

We know the statistics and we must acknowledge that the majority of those who are affected by unemployment are California’s communities of color, predominantly women and single mothers. As a Black woman and as a mother living in one of the wealthiest states in the nation it is disheartening to continue to see women of color losing opportunities and being forced out of the workplace due to a lack of childcare or family support. As the newly elected Chair of the California Legislative Black Caucus, I can tell you that it is a priority of mine to uplift Black Californians and fight for equity in all areas to provide support for all marginalized communities. We know that when women succeed so too does every community that she inhabits, it is therefore imperative that we continue the work to make that success possible.

Just as we know that a parent’s approach to raising a family is as diverse as California is, our approach to supporting families should be equally multifaceted and holistic. In order for our most vulnerable of families to succeed, we need to offer them comprehensive solutions that address their fundamental needs. This means ensuring that parents have formula in the pantry when their babies are hungry, and that mothers are not forced to quit their jobs because of a lack of childcare or support. This is not a small order to fulfill but I am ready to put in the work to make sure that California’s most vulnerable families are cared for.

HHS Launches the First National Early Care and Education Workforce Center

The first-of-its-kind National Early Care and Education Workforce Center is being launched by the U.S. Department of Health and Human Services.

The National Early Care and Education Workforce Center’s research and technical assistance activities will work together to build a career pipeline for the early care and education workforce, including support for pursuing credentials and degrees while maintaining the sector’s diversity and identifying and implementing sustainable ways to increase workforce compensation and benefits.

The Administration for Children and Families within the U.S. Department of Health and Human Services (HHS) awarded a cooperative agreement to establish and operate the National Early Care and Education Workforce Center for the next 5 years to Child Trends, the Center for the Study of Child Care Employment, BUILD Initiative, ZERO TO THREE, the University of Massachusetts–Boston, and the University of Delaware.

California Child Care Resource and Referral Network

The California Child Care Resource and Referral Network released their 13th biennial California Child Care Portfolio. These resources include statewide and county-by-county data showing the state of child care supply, demand, and cost as well as information on employment, poverty, and family budgets.

Children Now


The Scorecard is an interactive tool that delivers data on how kids are doing in each of California’s 58 counties and tracks over 40 key indicators of children’s well-being – over time, by race/ethnicity and relative to other counties – from prenatal to the transition to adulthood. Six new indicators have been added to capture a whole-child perspective of the well-being of children in California.

On Tuesday January 31st, Children Now will be hosting a webinar to explain the features of the scorecard and how it can be used to improve outcomes for kids.

Child Care Fact of the Week

Question: How are child care providers reimbursed if they accept vouchers from parents?

Answer: California reimburses subsidized child care providers who accept vouchers to help pay for care based on a Regional Market Rate (RMR) Survey that measures prices charged by child care providers and paid by parents within a given child care market region. The median hourly pay for a California child care worker in 2019 was $13.43, according to data from the Center for the Study of Child Care Employment at the University of California Berkeley. The existing RMR cited to reimburse child care providers is from 2018 and based on data from 2017. As an aside, California’s minimum wage in 2017 was $11.00 per hour. As of January 1, 2023, California minimum wage is now $15.50 per hour.

Last week, the Senate Democrats announced committee assignments, as did the House Democrats. House Appropriations subcommittee assignments are available here: Republicans and Democrats. This week, Senate Minority Leader McConnell (R-KY) announced minority committee assignments. It is expected that Senator Baldwin (D-WI) will Chair LHHSEd Subcommittee, with Senator Moore-Capito (R-WV) serving as Ranking Member.
 
Debt ceiling discussions are continuing. House Republicans reportedly pledged to cut programs funded by annual appropriations in 2024 back to their 2022 levels as part of the deal to elect Rep. McCarthy as Speaker — a pledge made more salient by House Republicans’ calls for deep spending cuts as their price for agreeing to raise the debt limit. There are no details on how such a cut to 2024 appropriations would be implemented. House Appropriations Ranking Member DeLauro (D-CT) sent letters to Agency heads on the potential impacts.
 
In this short analysis, CBPP shows the likely implications of the House Republicans’ pledge under a few different scenarios. The non-defense programs under threat touch a wide array of public services that the federal government provides and that people and communities depend on - including child care and early learning programs, as well as public health; food safety inspections; air traffic control operations; the administration of Medicare and Social Security; housing and other assistance for families with low incomes; education and job training; and scientific and medical research, to name just a few.
 
Moreover, many of these programs still feel the effects of austerity imposed largely by the 2011 Budget Control Act. Even with a recent boost in 2023, funding for non-defense programs outside of veterans’ medical care is about 2 percent below its 2010 level, adjusted for inflation, and 9 percent below when adjusted for both inflation and population growth. Funding for these programs needs to rise to meet national needs, address shortfalls that hamper the delivery of government services, and help create an economy where everyone has the resources they need to thrive. Right now, we are focused on securing the highest possible number for child care and early learning programs in President Biden’s FY2024 budget - thank you to Reps. Bonamici and Jacobs for leading this House Democrats letter to the Administration: Bonamici, Jacobs Lead Call for Investment in Child Care, Early Childhood Education | Congresswoman Suzanne Bonamici (house.gov), now expected to be released March 9th. We are also working to ensure that child care is included in his forthcoming State of the Union address on February 7th. We continue to educate Congressional staff on the need for additional investment in child care and early learning programs, especially as states are running out of the American Rescue Plan (ARP) funds, with some expiring in September of this year.

Biden-Harris Administration Announces New Actions to Support and Advance Women’s Economic Security

Increasing investments in early childhood education and child care. As part of the end-of-year omnibus, the Administration secured a 30 percent increase in funding for the Child Care and Development Block Grant, which could help up to 130,000 more families afford child care and access better child care options. The new law also made significant investments in programs such as Head Start and the Preschool Development Grant – Birth through Five that help young children and their families access quality, affordable early care and education. Greater availability and affordability of high-quality early care and education will help women with young children to enter and stay in the workforce.
 
Report - $122 Billion: The Growing, Annual Cost of the Infant-Toddler Child Care Crisis

Their 2018 report estimated $57 billion in annual lost revenue/productivity/etc. due to persistent child care problems, and today (just 4 years later), that burden has more than doubled at an estimated $122 billion ($78 billion cost to parents, alone).

Below are tax preparation guides for home-based child care providers (in English and Spanish) developed by Civitas and shared by Home Grown. 
 
 
Additionally, Wisconsin Early Education Shared Services (WEESSN), a program of Wisconsin Early Childhood Association (WECA), partnered with Civitas Strategies to create a revolutionary new set of free tax resources specifically for child care businesses. This package, listed below, includes tax guides to empower providers to take advantage of efficient, cost-effective online methods of tax preparation and complete their own tax submissions. Additionally, an online app runs through key business questions and provides a printout of information so that child care providers that use a tax preparer can ensure the tax preparer has all the correct info they need so that the filing is done correctly. Lastly, an additional app focused on the Employee Retention Tax Credit runs through a series of questions to help child care providers assess whether they are eligible for the tax credit and how to go about applying for it.   
 
TAX GUIDES: The IRS believes online tax programs are more accurate, so electronically prepared returns are audited at a lower rate. Additionally, tax preparers who use online tax preparation software often have more accurate, positive outcomes.

Brief - Migrant and Seasonal Head Start uniquely supports children’s transitions
 
From Child Trends:
 
The more than 300 Migrant and Seasonal Head Start (MSHS) centers in the United States serve children in families whose primary caregivers engage in agricultural labor. MSHS differentiates these families into two groups based on the frequency with which families may move for agricultural work: Migrant families are those who have changed their geographic location within the past two years, and seasonal families are those who have not changed their residence in the past two years. MSHS centers are specifically equipped to meet the needs of young children who will likely experience more transitions in and out of early learning settings than children in families who are not on agricultural schedules.
 
However, not all children in MSHS centers have the same transition needs, so center leaders must often identify ways to support a variety of unique needs. These supports are especially important during the critical transition from MSHS programs to kindergarten. Migrant children, for example, may move to new residences multiple times during a year. To ensure consistent access to high-quality care, they may need specific supports as they move from one setting to another. Seasonal children, on the other hand, may stay in the same place for a couple of years, but their caregivers may require supports that work around their schedules.
 
MSHS programs often tailor transition supports for children and families during critical transition periods. The Understanding Children’s Transitions from Head Start to Kindergarten (HS2K) project explores the critical transition between Head Start and kindergarten. As a part of that project, Child Trends looked at three sets of transition practices reported by MSHS center directors in the Migrant and Seasonal Head Start (MSHS) 2017 dataset—including transition practices for children entering kindergarten or those migrating or moving—as well as coordination practices with local elementary schools. (Key findings are highlighted in a new brief by the Office of Planning, Research, and Evaluation (OPRE).) Offering a variety of supports allows families to receive information multiple times, or in ways that match their schedules and preferences. The following are suggested strategies that MSHS center directors can use based on the findings highlighted in the brief:
  • Centers and directors, who have unique insight into the makeup and needs of the children they serve, may be ideally suited to tailor transition supports. For instance, MSHS center directors in the study who reported that over half of the children in their center were from families who did seasonal agricultural work—and who are thus less mobile than children from migrant families—were more likely to offer a greater number of transition practices. More information is needed to understand this pattern, but these center directors may increase the number of supports to meet the needs of both children in seasonal and migrant families.
  • Although centers can support kindergarten transitions by coordinating directly with schools, they are more likely to provide direct supports to parents and families. MSHS center directors may not always know where children will transition, so direct supports ensure that resources are in the hands of those who need them. Common practices include sending key information about kindergarten transition home to families or providing records directly to families to bring to their next school.
  • Centers can collaborate with likeminded organizations to ensure that MSHS and schools support migrant and seasonal children’s transitions. Center directors in the study who collaborated with programs like Migrant Education offered more transition supports. Although we do not know the mechanism by which collaboration increases the number of transition supports, the Head Start to Kindergarten (HS2K) theory of change suggests that Head Start programs that collaborate with community partners are able to increase the level of cross-sector coordination to what is necessary to support effective transitions.
 
When early learning staff intimately know the needs of the children and families they serve, they are better equipped to provide more supportive transition practices. While the study highlighted here focused on children in Migrant and Seasonal Head Start, researchers must learn more about other children who also experience challenges during transitions, including the kindergarten transition period. For example, the practices that support children in American Indian and Alaska Native (AIAN) Head Start may require a different approach. To build our knowledge of effective supports for all children during critical transitions, we must understand and acknowledge a child’s culture, language, background, and context and how these inform the types of supports that centers can offer.

Families across the country are struggling to afford child care. And later this year, federal funding for the industry is set to expire, which could force prices to go up, force facilities to close, and force parents, many of them mothers, to make the tough economic decision to cut back work hours or leave jobs altogether.

Childcare is Unaffordable Almost Everywhere Across the Country — and Where it's Even Pricier, Fewer Women are Employed

If childcare bills give you pause, you're not alone: A new government analysis shows that childcare is unaffordable almost everywhere across the country, and single parents and parents below the poverty line are particularly impacted.

Families are putting, at minimum, 8% of their incomes toward childcare costs, according to a Department of Labor report from the US Women's Bureau.
"Across care settings and children's age groups, childcare prices were significantly higher in larger counties," the issue brief stated.
