2022 Conference
The Time is Now! Save the Date and join your peers for an amazing virtual event! We will continue to miss being able to come together in-person to share and gain information, and to meet and connect with colleagues and workshop presenters. We want to once again create a conference event that meets as many of our members’ needs as possible through virtual sessions and workshops. We know how important it is for our community to stay connected, stand united, and continue to meet challenges together.
While we won’t be able to meet in-person, what we hope to offer in a thoughtful, user-friendly manner, are keynote presentations, workshops, networking opportunities, and connection time with vendors. With no travel and flexibility, we look forward to new opportunities for R&R Network and CAPPA members from across the state, as well as state partners, joining us as we collectively support our children, families and communities.
Virtual Conference Details
The format will be very similar to 2021. Workshops will be both live and on-demand, with some speakers available for live discussion during their scheduled presentation time. The Virtual Exhibit Hall will run the full conference with links to company videos, materials on the platform, and live chat and meeting opportunities. We will also be incorporating more networking opportunities to connect you with your peers. Post conference, workshop sessions will be recorded and available for viewing for one whole month. This will provide additional learning opportunities for conferees following the conference dates.

2022 State Budget

SB 154 the Budget Act of 2022 - Enrolled to the Governor on June 15th. He has 12 days to act. Many suspect that he will veto. However, it is still anticipated that there will be an on-time budget.

The state constitution requires the Legislature to pass a budget by June 15 although more often than not that date is ignored. The importance of the June 15th date to legislators is that if a balanced budget is passed and sent to the Governor, then legislators get their roughly $400 per day. Although the Governor may say the budget sent to him is out of balance, the courts have determined that it is the Legislature that is the sole judge of its balance.

So with the Budget Act of 2022 on Governor Newsom's desk, if he believes that it is truly out of balance he can either veto the entire bill and send it back to the Legislature or blue-pencil (reduce or eliminate) proposed dollar line items. This was what happened in 2010 when the Governor Schwarzenegger blue-penciled the monies for CalWORKs Stage 3, thus eliminating the funds to allow it to continue.

For child care and addressing poverty, a big difference in what the Legislature has sent to the Governor includes:
  • Increase in provider rates to 85th percentile of the 2018 RMR starting 1/1/2023
  • ECE COLA of 6.56 percent for child care rates package
  • $35 million ongoing for the Emergency Child Care Bridge Expansion
  • $789 to increase CalWORKs Grants to address deep poverty
  • $120 million in one-time General Fund for a workforce development grant
  • $55 million in licensed provider COVID relief stipends
  • Placeholder langauge for child care provider benefits

Question: Do providers need to have signatures on their attendance records?

Answer: Effective July 1, 2022, providers are required to resume collecting signatures on their attendance records, in accordance with 5 CCR Section 18065 and WIC Section 10227.5.

Question: Do providers still get 16 paid nonoperational days for COVID related issues?

Answer: Providers are no longer eligible to bill for nonoperational days for COVID-19-related closures effective July 1, 2022.
Question: Do providers still get ten (10) paid nonoperational days?

Answer: YES! Providers should still be reimbursed for 10 paid nonoperational days available pursuant to Title 5 of the California Code of Regulations (5 CCR) Section 18076.2(b)(2). To receive payment for these days, providers must have documentation of the contractual terms that they use for non-subsidized children in their care which require payment for non-operational days. These 10 days do not need to be used consecutively. 

Question: Are providers to get a two-week written notice of changes made to a family?

Answer: No. In accordance with WIC Section 10233.5, Alternative Payment Programs (APPs) must provide a written notice, which includes these changes and their specific action(s) and effective date of the action(s), to the provider.
 
This notice must be issued on the same day the NOA is issued to a family. 
POLICY BRIEF: STRENGTHENING SUPPORT FOR CALIFORNIA’S FAMILY, FRIEND, AND NEIGHBOR PROVIDERS
Family, Friend, and Neighbor (FFN) Care is a crucial, but often overlooked, component of California’s Early Learning and Care system. This policy brief aims to raise awareness of the important role of FFN caregivers, provide an overview of the common challenges they face, and highlight potential policy solutions and opportunities to better support this critical segment of the child care workforce. This brief was developed in partnership with Early Edge California’s FFN Workgroup, which consists of representatives of organizations that provide resources to FFN providers and has, since its launch in February 2021, provided critical insight on the needs and experiences of FFN providers. The recommendations in this brief were also informed by the personal experiences of representatives from Early Edge’s FFN Advisory Groups, which are made up of FFN caregivers that provide care to families from across the state. This brief builds upon previous research by Early Edge which focused on supporting FFNs during the COVID-19 pandemic.

Some highlighted policy proposals include:

  • Ensure support systems are put in place to increase FFN awareness of child care subsidies
  • Set a floor for FFN wages to the minimum wage or the per-child rate
  • Provide funding for free and accessible FFN resources – such as trainings and learning opportunities
  • Provide educational pathways for FFN providers, recognizing the diversity of FFN care
The Parent Survey to Advance Equity in Early Childhood is Launched!

Advancement Project California, in collaboration with Abriendo Puertas/Opening Doors and the California Child Care Resource & Referral Network, have launched a survey for California parents and guardians with children ages 0-12. The survey will be available from June 10 – June 23, 2022. The intent of the survey is to bring the voices of families to the California Rate and Quality Stakeholder Workgroup and inform their work in improving the way child care and preschool programs are funded in California and increase access to quality, affordable child care for families.

The survey will take approximately 15 minutes to complete and is available in English, Spanish, Farsi, Tagalog, Simplified, and Traditional Chinese. The Hill: How the pandemic increased employment disruptions for working parents
The coronavirus pandemic forced millions of working parents to juggle job responsibilities with caring for their children, and a new report sheds light on how those child care struggles negatively affected caregiver employment.

A study out of the University of North Carolina School of Medicine (UNC) looked at child care-related employment disruptions before and after COVID-19. The results showed there was a 30 to 40 percent increase in employment disruptions due to child care difficulties among all parents, no matter their child’s health needs.

Nearly 50,000 children, from newborns to 5-year-olds, were included in the study from 2016 to 2020.

This week, the Center for American Progress (CAP) released a new column titled, “Why K-12 Teachers and Their Students Need Investments in Child Care.” The column describes how federal investments in child care can help recruit and retain a diverse educator workforce by improving the affordability of child care for educators who care for young children and by ensuring students start school ready to learn.

Report - Navigating Child Care Employment in the Era of Covid-19: Parents and Caregivers Tell Their Stories
Last fall, GEEARS: Georgia Early Education Alliance for Ready Students, released the findings from a statewide survey of working parents and caregivers. It illuminated how families were navigating child care and employment impacts in the era of COVID-19. The results were fascinating and sometimes surprising, compelling GEEARS to delve more deeply into this topic, seeking out caregivers’ stories. 
Their new report discusses pandemic parenting experiences that were frustrating and sometimes disheartening. You’ll also find parents’ suggestions for policies and workplace practices that center families with young children. Highlights from the report show that:
  1. Safety is still top of mind for many parents making child care decisions.  
  2. Even this far into the pandemic, parents continue to experience child care disruptions. 
  3. More caregivers are including family, particularly grandparents, in child care decisions.  
  4. Some employers’ early-pandemic compassion for employees with young children is wearing thin.  
 

Webinar - Strong Foundations: Promoting Diverse and Inclusive Preschool Settings
With support from Trust for Learning, The Hunt Institute has partnered in recent months with the Education Trust, The Century Foundation, and Educational Alliance’s Manny Cantor Center to explore both the value of diverse and inclusive classrooms and what policymakers can do to promote them.
 
The Hunt Institute invites you to join them on Wednesday, June 22 from 12:30 to 2:30 pm for their webinar Strong Foundations: Promoting Diverse and Inclusive Preschool Settings, which will preview the group’s recommendations in a policy brief by the same title. They will be joined by an amazing set of resource experts for this important conversation.

Report - The Use of Waiver Authority Under the Child Care & Development Block Grant Act
The Child Care Aware of America team has undertaken work to examine the use of waivers under the Child Care and Development Block Grant (CCDBG). As it’s written, CCDBG provides states with the ability to seek temporary relief, or waivers, from nearly every statutory or regulatory provision if there is an inability for the state to comply with the law, or in the event of extraordinary circumstances. These waivers have been used extensively over the past two years.
 
The brief provides an overview of the history of CCDBG waiver authority, different administrations’ interpretation and implementation of that authority, an analysis of states’ requests for waivers, and recommendations for policymakers. Resource - Allies Trade Strategies for Building the Local-Level Advocacy That Can Shift State-Level Priorities
In April, the Alliance for Early Success convened a group of advocates who have been successful in building and leveraging local champions to make young children and their families a priority in their state. Tennessee advocates from Tennesseans for Quality Early Education (TQEE) and Chattanooga 2.0, along with Idaho advocates from Idaho AEYC and United Way of Southeastern Idaho, offered some practical, field-tested advice on building a system from the ground up by cultivating the expertise found in local communities.
 
Their resource highlights the following approaches to building at the local level:
  1. Build trust and create early wins by focusing local initiatives first on something tangible, like creating more pre-k seats in a community.
  2. Follow up tangible early wins with education on how local advocacy helped to make the success possible. Support community members to move from direct service focus (i.e., pre-k seats) to policy advocacy focus (building a community-level birth-to-8 system), in order to sustain and improve on gains made.
  3. Allow outcomes and word of mouth to build momentum and increase the number of communities who want to create a local initiative.
  4. Once there is some local infrastructure in place, the state then has something to fund to continue building and enhancing a birth-to-8 system.
 
 
Policy Brief - Why Early Financial Support for New Parents is a Good Investment
Due to the structure of the U.S. tax system, a few days' difference in the birth date of a child can have a significant financial impact on parents. That’s because families with children born just before the end of a calendar year are eligible to receive certain tax benefits within the first year of the child’s life, while the parents of a child born just after January 1st are not eligible for this support until the following calendar/tax year.
A new policy brief published by Andrew Barr, Jonathan Eggleston, and Alexander A. Smith shows that a cash transfer during infancy can have profound and long-lasting effects, including educational, behavioral, and economic or labor market advantages.

FFY 2021 Quality Progress Report (QPR) California

The California Department of Social Services (CDSS), Child Care and Development Division (CCDD) has recently posted the Federal Fiscal Year (FFY) 2021 Quality Progress Report (QPR) California to the CDSS Internet website.
 
The QPR is an annual report required by the Administration for Children and Families Office of Child Care to capture the state’s progress on how Child Care and Development Fund (CCDF) quality funds were expended, including the activities funded and the measures used by states and territories to evaluate progress in improving the quality of child care programs and services for children from birth to age 13.

Survey Announcement: California Cost of Quality Survey
Greetings Executive Directors, Program Directors, Family Child Care Home Owners, and Family, Friend, and Neighbor Child Care Providers,
The California Department of Social Services (CDSS) would like to encourage all executive directors, program directors, family child care home owners, and family, friend, and neighbor providers to participate in the California Cost of Quality Study. Child care and early learning providers nurture our children, families, and economies – but the cost of providing subsidized early learning and care is greater than the amount providers are currently reimbursed.
Help inform how the state of California may set future reimbursement rates by participating in the California Cost of Quality Study.  The study, led by Prenatal to Five Fiscal Strategies, and funded by the Heising-Simons Foundation and the Pritzker Children’s Initiative, will highlight how much it really costs to provide all types of high-quality early learning and care across California and how far current public funding goes toward covering that cost. Results from this study will be shared with the California Rate Reform and Quality Workgroup as well as the Child Care Providers United (CCPU) Joint Labor Management Committee to inform their decisions about the methodology that may be used by the state to set future reimbursement rates. 
For this study to be successful, input is needed from all types of providers (center-based, licensed family child care, and license-exempt family, friend, and neighbor providers).  
Rate and Quality Stakeholder Workgroup June Session #3 - June 24
Greetings,

Please join us for the June 24 Rate and Quality Stakeholder Workgroup meeting.

The purpose of the workgroup is to assess the methodology for establishing reimbursement rates and the existing quality standards for child care and development and preschool programs for equity and accessibility to all provider types and settings. This assessment shall be informed by evidence-based elements that best support child development, positive child outcomes, and account for the diversity of California’s child care and development and early learning system.

The workgroup shall, no later than August 15, 2022, provide recommendations, including, but not limited to, recommendations on how the State Department of Social Services should define child care workforce competencies and how these competencies would align with rate reform, to the Joint Labor Management Committee, the Department of Finance, and the Joint Legislative Budget Committee.

A historic $207 million in program funds was available through the General Child Care and Development (CCTR) Request for Application (RFA) process to provide direct services for California children from birth to age three and for children that are school-age.
The California Department of Social Services (CDSS) is pleased to announce that the award results for the CCTR Expansion RFA have been posted to the CCTR Fiscal Year 2021-22 web page.

Applicants can expect to receive their proposed letter in the coming weeks.

The Weekly Good
An uplifting way to start the week, for those of us who need a break from the chaos that is our lives.
During this time where we are all stressed, it would be great to celebrate the positive. Each week we will celebrate everyday heroes, inspiring movements and great things happening in our field. 
The 4Cs Early Care Education Services department (case management) at 4Cs of Sonoma County celebrated this week that in the last fiscal year 2021-2022 they enrolled over 293 families and over 443 children into child care funding! We provided them with a Super Hero Award for all their dedication and passion they bring to 4Cs and our community!

"For more than four decades, Changing Tides Family Services has been proud to serve Humboldt County through times of challenge and change. We are excited to share our 2021 Annual Impact Report as a reflection of this journey and our gratitude in being able to serve our community. During the second year of the pandemic, we provided almost 40,000 hours of disability respite services; over $5.7 million in childcare vouchers out to parents; more than half a million dollars in direct stipends to child care providers; and supported almost 200 children and their families with behavioral health needs. Community based public and private Alternative Payment Programs (APPs) support the needs of working moms and dads with access to child care and other supports earmarked to lift families up from poverty. During the pandemic, these programs have distributed emergency essential worker child care vouchers, family child care and center stipends & PPE, diapers, food and clothing. Throughout California, these APPs may also support parental choice to CalWORKs Stages 2 & 3, preschool and center-based programs, general child care, After School Education and Safety (ASES), Child and Adult Care Food Program (CACFP), Family Child Care Home Education Networks (FCCHENs), transportation, behavioral & mental health services, respite, regional centers, health and safety, 21st Century, resource libraries, and Trustline.

Join a Groundbreaking Research Study!
Seeking Black Women Executives Who Have Experienced Poverty During Childhood for a Study on Resilience

The purpose of this study is to examine the various factors in childhood, in particular the quality of resilience, which Black women perceive as having aided their transition into executive leadership.

Selection Criteria:
*Participants must live in either the San Francisco metropolitan
area or in one of the nine surrounding Bay Area counties
*Must have experienced poverty growing up
*Must currently hold an executive position (e.g., CEO, Executive Director, VP, Political Leader)
*Participants must be willing to participate in one, 60-minute recorded Zoom videoconference session.
