Letter from the Executive Director
How can you support CASA? We have received a letter from our National partners asking for our help, and I am asking for yours.

Please take a few minutes to contact your Senators now and ask for their support of the VOCA Fix Act of 2020.

The Crime Victims Fund (CVF) was established by the Victims of Crime Act (VOCA) of 1984 and is administered by the U.S. Department of Justice’s Office for Victims of Crime. The Fund is financed by the collection of federal crime fines, forfeitures and special assessments rather than taxpayer dollars. The Fund helps an average of 3.7 million victims of all types of crime every year.

The Fund is used to fund crime victim assistance grants in every state, the District of Columbia and the U.S. territories. States, in turn, provide sub grants to community-based organizations and public agencies that provide services directly to victims. Court Appointed Special Advocate and Guardian ad Litem (CASA/GAL) state organizations and local programs across the country benefit from over $56 million in VOCA dollars annually.

In recent years, deposits to the CVF have decreased dramatically which in turn has diminished VOCA funds made available to states; many of which are passed through to CASA/GAL organizations. The dollars deposited to the CVF have decreased due to less federal fines and fees that fund the CVF and VOCA.

While there are federal guidelines on the parameters for spending VOCA dollars, states exercise significant discretion in spending. A few states are passing through increased dollars to CASA/GAL organizations in their states but the vast majority will be passing less through.
The recent House-passed Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act includes the “Victims of Crime Act (VOCA) Fix Act of 2020.” This provision of the HEROES Act includes two important provisions. They are:

  • In addition to the existing funds deposited to the Crime Victims’ Fund, funds collected from deferred prosecution agreements and non-prosecution agreements would also be deposited. This would increase receipts and funds available for VOCA State Assistance Grants.
  • Eliminates the match requirement for VOCA state assistance grants now and for one year after the COVID-19 emergency period expires.

Both of these provisions would greatly benefit the over 500 CASA and GAL state organizations and local programs receiving VOCA funding nationwide and ultimately the children we serve. Please take a few minutes to contact your Senators now and ask for their support of the VOCA Fix Act of 2020.

Thank you very much for your time and support of vulnerable children in need.

Training and Support Center Update
With a mix of emotions, we said "good-bye" last month to our offices at the Hays County Historic Courthouse in San Marcos.
We have so much gratitude for current and past Hays County Judges, Commissioners and Staff for their gracious hospitality in providing office space for CASA of Central Texas for the last 5 years. We will miss everyone at the courthouse! We are still getting our new place ready and will post pictures once we are settled in.
Thank you to our project partners

Events Benefiting CASA

CASA of Central Texas welcomes community initiatives to help promote awareness and funding for our program. By taking on this type of project, event organizers assume the responsibility of creating a successful event without a significant level of assistance from CASA. All special events and fundraising efforts conducted to benefit CASA are run by financially responsible and reputable organizations and individuals motivated by a genuine desire to help CASA. If you are interested in hosting a third-party fundraiser to benefit CASA, please review these guidelines.
