CBPA Promotes Skyler Wonnacott to Vice President of Government Relations

Wonnacott’s leadership secured major legislative wins strengthening CBPA’s standing in the Capitol.

SACRAMENTO, CA — California Business Properties Association (CBPA) is proud to announce the promotion of Skyler Wonnacott to Vice President of Government Relations. In just two years with the association, Wonnacott has reshaped CBPA’s approach to advocacy, bringing a modernized, proactive, and pragmatic strategy to its work in the Capitol. His leadership has strengthened relationships with lawmakers, delivered major legislative wins, and significantly elevated CBPA’s presence and influence in Sacramento.

In 2025, Wonnacott advanced and secured Governor Newsom’s signature on CBPA-sponsored Assembly Bill 1384, which ensures timely hearings in commercial unlawful detainer cases by limiting courts to a single continuance of no more than 10 days and removing “good cause” as a basis for delay. The new law represents a major win for California’s commercial real estate industry. Wonnacott also secured significant victories by defeating a statewide vacancy tax proposal, a commercial rent control measure, and more than ten harmful leasing bills, while leading AB 98 cleanup efforts.

“CBPA has a long and respected history of advocating for California’s commercial real estate industry, and I’m honored to continue building on that legacy,” said Wonnacott. “Our work at the Capitol directly impacts the people and businesses who create jobs, revitalize communities, and keep our state’s economy strong. I’m excited to continue strengthening those partnerships and advancing smart policy solutions.”

“Skyler has quickly become an indispensable part of CBPA’s advocacy team,” said Phil Tate, Senior Vice President of Development and Government Affairs at Kilroy Realty Corporation and incoming Chair of CBPA. “His command of the legislative process, his relationships in the Capitol, and his ability to deliver results have strengthened our voice at a critical time for California’s commercial real estate industry. We look forward to his continued leadership as we tackle the challenges and opportunities ahead.”

A seasoned political strategist and legislative professional, Wonnacott brings over a decade of experience in California politics, including key roles in the State Assembly and on statewide campaigns. Before joining CBPA, he served as Chief of Staff to Assemblymember Stephanie Nguyen and as Communications Director to Assemblymember Jim Cooper, where he developed legislative priorities, managed communications strategies, and built strong relationships with policymakers and stakeholders across the state.

“Skyler has proven himself to be an exceptional advocate for our members and a trusted voice in Sacramento,” said Matthew Hargrove, President and CEO of CBPA. “His leadership, relationships, and understanding of the political landscape have helped raise CBPA’s profile and secure meaningful wins for our industry. We’re proud to see him continue to grow in this role.”

Wonnacott will continue to lead CBPA’s government affairs efforts, overseeing legislative and regulatory initiatives that support California’s commercial real estate sector—including office, retail, and industrial properties—and advocating for policies that promote responsible growth, investment, and economic vitality.
