November Ballot -

Oppose Upland Loophole Measures

There are currently a dozen local measures using the Upland Loophole recently blown into Prop. 13 by the courts to raise taxes with a simple majority vote instead of a two-thirds vote as it has been since Prop 13 was implemented. CBPA is sounding the alarm on all these measures and attempting to bolster efforts to stop them. Below find more information on some of the campaigns we are heavily involved in.

·      No on ULA/SP LA Transfer/Parcel Taxes

·      San Franciscans Against New Taxes No M&O

·      Santa Monica No On Measures DT & GS

·      SF No On DD for Good Public Policy

Consider supporting the CBPA PAC next year so we can continue to engage on major issues like this on your behalf. If you have properties in any of these and haven’t supported these campaigns directly, please consider doing that now. And if you happen to live in any of these jurisdictions – vote no!

November Ballot -

No on Prop 30

While our association has taken a stance opposing Prop 30, our partners at the California Chamber of Commerce are also urging all Californians to vote no on the ballot initiative. Jennifer Barrera of the CalChamber wants to be clear about their opposition, stating “a “No” vote on Proposition 30 is a vote against new taxes, not a vote against the environment.”

Proposition 30 proposes a tax hike on higher income taxpayers by 1.75 percentage points, which would raise the top income tax rate to a whopping 15.05%—far higher than any other state income tax in the nation.

Primarily sponsored by one company and environmental advocates, Prop. 30 is estimated to raise taxes by $60 billion to $80 billion over the course of 20 years for projects and programs that are already top spending priorities for the Governor and Legislature, including subsidizing electric vehicle (EV) purchases, installation of EV charging stations, and increased funding for wildfire suppression and prevention

Proposition 30 has drawn widespread and diverse opposition, including Governor Newsom, business organizations, labor unions, civil rights leaders and almost every newspaper editorial board.

Cal/OSHA Considers Removing Exclusion Pay

from New COVID Rule

“As the California Division of Occupational Safety and Health (Cal/OSHA) prepares to vote on the next iteration of California’s COVID-19 emergency regulation, one important change being considered is whether to extend California employers’ obligation to provide exclusion pay to all workers out on leave.”

Privacy Rights Act Provisions Take Effect Jan. 1

“Originally passed in 2018 and effective in 2020, the California Consumer Privacy Act (CCPA) is a comprehensive privacy law aimed at enhancing California residents’ privacy rights and consumer protection.

To ensure those privacy rights and protections, the act requires covered businesses to follow strict privacy requirements regarding personal information they collect about consumers, such as requiring a covered business to notify consumers about the kinds of personal information it collects about them and what it’s used for.”
