ear CCCA Friends and Colleagues, 
What a year it has been to serve as your President of California Contract Cities Association (CCCA). While 2019 has been a productive yet exciting year for CCCA, I expect nothing less for 2020.
I have much to tell you and I hope you will enjoy it.
I want to first thank each of our member cities for your advocacy and opposition to SB 50. SB 50 was defeated last week on the Senate Floor with many of our member cities' state senators opposing the bill. Your letters, phone calls, and direct meetings with your state senators helped carry the concerns of cities across the state being dramatically reshaped by a one-size-fits-all housing bill. However, the fight is not over as we expect Senator Wiener to reintroduce SB 50. The Association is working diligently with all of our members to find a workable counter to SB 50.
 In January, C
CCA hosted our 53rd Annual Sacramento Legislative Tour (SLOT) where 100 mayors, council members, and senior city staff traveled to the State Capitol to advocate on behalf of our member cities to work toward strengthening local control. Our delegation focused on CCCA's 2020 Legislative Platform which provides a framework for our legislative position for issues our members have deemed especially important. During the conference, CCCA hosted various briefings, including Lieutenant Governor Eleni Kounalaki
s, State Treasurer Fiona Ma, and Republican Senate Leader Shannon Grove. We also took a deep dive on policy issues that would impact our membership and California cities in 2020, especially SB 50 (Wiener), and SB 732 (Allen).
It is also my vision as President to continue to broaden the network our Association has bu
ilt for the
last 63 years and acknowledge those who demonstrate exemplary service in their co
mmunity. I began honoring notable women leaders with the President's Award for Women in Leadership. I presented this award to those who have dedicated themselves to public service and the prosperity of our communities. To date, we have honored Mayor Blanca Pacheco of Downey, and City Manager Gloria Molleda of Rosemead for their contributions. Expect more honorees to come!
As always, on behalf of the CCCA family, we appreciate your continued support of our efforts to advance the contracting model for cities throughout California. I encourage everyone to remain engage and participate in programming to aid the function and vitality of all member cities.

efforts to the County of Los Angeles! We will be meeting with members of the L.A. County Board of Supervisors and various county departments to discuss the latest County updates and issues. This event is open to our entire CCCA membership.

Please Join the Water Education for Latino Leaders (WELL) at its 8th Annual WELL Conference on March 20-21, 2020 at the San Jose Marriott in San Jose, California. The WELL 2020 Annual Conference brings together California's mayors, city councilmembers, and other elected officials to share resources and best practices on water management in the state. Registration and lodging scholarships are available for city councilmembers and school board members.

In 2018, CCCA joined the proponents of the the
Reducing Crime and Keeping California Safe initiative to fix significant public safety problems created by AB 109 and Propositions 47 and 57. The initiative qualified for 2020 November Election. As part of our continued advocacy and enhance the resources to address public safety issue, we will be posting several initiative information in future newsletters to educate members. The initiative will:
- Violent Crimes Reclassification: Expands the list of violent crimes for which early release is not an option, such as rape of an unconscious person, assault of a peace officer, and felony domestic violence.

DNA Collection:
Reinstates DNA collection for
certain crimes that were reduced to misdemeanors as part of Prop 47.

Parole Violations:
Requires the Board of Parole Hearings to consider an inmate's entire criminal history when deciding parole. AB 109 bases parole on the offender's commitment offense, resulting in early release.

Serial Theft:
Revises theft threshold by adding felony for serial theft--when a person is caught stealing for a 3rd time with a value of $250. Prop 47 changed the threshold from $450 to $950.
