48e Congrès annuel du CCDI
The 48th annual conference of the Canadian Council on International Law will take place in Ottawa on  October 24-25, 2019.  

The theme of this year's conference is "Diversity and International Law".

Academics and practitioners are invited to submit proposals for sessions (e.g. panel discussions), for conference papers or presentations. A proposal may cover any area of international law, as long as it fits into the conference's theme, broadly construed. Both theoretical and practical contributions, in French, English or both, are welcome. Early-career academics and those wishing to present research in progress are especially encouraged to submit proposals. Where appropriate, the co-chairs will group research presentations into a single session showcasing multiple areas of research, with each individual being assigned a portion of the total time.

Submissions should be submitted no later than by end of day on  Friday, May 17, 2019.
Le 48e congrès annuel du Conseil canadien de droit international aura lieu à Ottawa  les 24 au 25 octobre 2019. Le thème du congrès de cette année est « La diversité en droit international ». 

Les universitaires et les praticiens sont invités à soumettre des propositions pour des séances (p. ex. discussions en groupe) ou des présentations. Tout domaine de droit international peut faire l'objet d'une proposition, à condition qu'il soit conforme au thème du congrès, interprété au sens large. Les contributions théoriques et pratiques, en français, en anglais ou dans les deux langues, sont les bienvenues. Les universitaires en début de carrière et ceux et celles qui souhaitent présenter des travaux de recherche en cours sont particulièrement encouragé(e)s à soumettre des propositions. S'il y a lieu, les co-présidents regrouperont les présentations d'études dans le cadre d'une seule séance mettant en évidence de multiples domaines de recherche, chaque personne se voyant attribuer une partie du temps total.

Jessup Moot Competition |  Concours de plaidoirie 
Judges reception
C CIL, was delighted to cohost with UBC Allard School of Law the judges' reception at the Canadian Round of the Jessup International Law Moot Court Competition in Vancouver on February 22.

Some 70 international lawyers, academics, and government lawyers judged students from across Canada. 

The University of Ottawa Common Law section and the University of Toronto advanced in the Canadian finals over the University of Calgary and the University of New Brunswick to represent Canada in the international rounds in Washington, D.C.

C CDI, a été ravi d'être l'hôte, conjointement avec la faculté de droit Allard de l'Université de la Colombie-Britannique, de la réception des juges à l'occasion de la ronde canadienne du Jessup International Law Moot Court Competition à Vancouver le 22 février.

Quelque 70 praticiens du droit international, des universitaires et des avocats du gouvernement ont jugé des étudiants de partout au Canada. 

La section de common law de l'Université d'Ottawa et l'Université de Toronto ont participé à la finale canadienne devant l'Université de Calgary et l'Université du Nouveau-Brunswick pour représenter le Canada dans les épreuves internationales à Washington, D.C

International Law Social  |   Rencontre sociale  en droit international
On March 20, 2019,  the Canadian Council on International Law (CCIL), the  uOttawa's International Law Group (ILG), and the International Commercial Trade  Law Students Association (ICTLSA) hosted the International Law Social.

The International Law Social is designed to provide an informal atmosphere for
lawyers, students, and professors working in international law in Ottawa to meet,
network, enjoy some great food and even better company. Initiated by the  International Law Group at the Faculty of Law, University of Ottawa in the Fall of  2013, this Fall and Winter event has quickly become a major success.
It is an excellent opportunity for students to meet international lawyers from  government, law firms, NGOs and businesses. They can learn, first-hand, about real  life practice and career opportunities in international law. Similarly, practitioners  can interact with professors and lawyers-to-be in an informal setting and network
with colleagues in the international law field whom they do not normally see in their
day-to-day lives.

Le Conseil canadien de droit international (CCDI), le Groupe de droit international de l'Université d'Ottawa (ILG) et l'Association des étudiants et étudiantes en droit commercial international (AÉÉDCI) ont organisé et parrainé une rencontre sociale en droit internationale le 20 mars 2019.


Les rencontres sociales en droit international permettent à des avocats, étudiants et professeurs œuvrant dans le domaine du droit international à Ottawa, de se rencontrer, d'échanger et de partager un repas dans un contexte informel. Le Groupe de droit international de la Faculté de droit de l'Université d'Ottawa est à l'origine de cette initiative lancée en automne 2013 et dont le succès ne fait que croître. Il s'agit là d'une excellente occasion pour les étudiants de rencontrer des avocats internationaux, provenant du gouvernement, de cabinets juridiques, d´ONG et de différentes entreprises. Cela leur permet d'avoir une vision plus concrète du métier et des possibilités de carrière dans le domaine du droit international. Par ailleurs, les professionnels en droit international ont également la possibilité d'échanger, dans un cadre informel, avec les professeurs et les futurs juristes, et de rencontrer des collègues en droit international qu'ils n'ont pas l´occasion de fréquenter au quotidien.

Extraterritorialités et droit international

T he CCIL is proud to be a sponsor of the annual conference of the French Society of International Law, which will be held at the Université d'Angers on May 23-24, 2019.

Extraterritoriality disturbs international law, but it makes sense of international law when it is perceived as a tool for projecting state power. In the 1980s, the doctrine focused on the definition of extraterritoriality and its limits in terms of international law, without ever reaching a consensus. What is happening 35 years later, when the interdependence of States and the resulting power shocks have increased considerably, reshaping international law?

More than ever, the concept is nowadays charged with a strong political dimension, which makes its objective analysis all the more difficult. It is often associated with a form of imperialist unilateralism, while forgetting that extraterritoriality is also practised by the European Union and some of its Member States. Moreover, for some areas, far from being prohibited, its exercise is governed by international law itself.

The theme is traditionally approached according to a publicist interpretation grid, which leads to questions about the existence of a state jurisdiction and the lawfulness of a state's action. In the most recent practice, this approach is competed against a privatist logic, which is based on the definition of a connecting link and, possibly, on the coordination of legal orders. Can these approaches be combined in a clear and empirical approach?

These divergent assessments require prior work on genealogy, definition and taxonomy, but also to identify, as exhaustively as possible, the different forms of extraterritoriality in the multitude of fields in which it occurs.

L e CCDI est fier d'être l'un des commanditaires du colloque annuel 2019 de la Société française de droit international qui aura lieu  es 23 et 24 mai 2019  à  l'Université d'Angers.

Extraterritorialité dérange lorsqu'elle est subie, mais elle arrange lorsqu'elle est perçue comme un outil de projection de la puissance étatique. Dans les années 1980, la doctrine s'est penchée sur la définition de l'extraterritorialité et sur ses limites en termes de légalité internationale, sans jamais parvenir à un consensus. Qu'en est-il 35 ans plus tard, alors que l'interdépendance des États et les chocs de puissance qui en découlent se sont considérablement accrus, refaçonnant ainsi le droit international ?

Plus que jamais, le concept est aujourd'hui chargé d'une forte dimension politique, qui rend son analyse objective d'autant plus difficile. On l'associe souvent à une forme d'unilatéralisme impérialiste, en oubliant par ailleurs que l'extraterritorialité est également pratiquée par l'Union européenne et certains de ses États membres. De plus, pour certains domaines, loin d'être interdit, son exercice est commandé par le droit international lui-même. La thématique est classiquement abordée selon une grille de lecture publiciste, qui conduit à s'interroger sur l'existence d'un titre de compétence étatique et sur la licéité de l'action d'un État. Dans la pratique la plus récente, cette approche est concurrencée par une logique privatiste, qui repose sur la définition d'un lien de rattachement et, éventuellement, sur la coordination des ordres juridiques. Peut-on combiner ces approches dans une démarche claire et empirique ?
Ces appréciations divergentes imposent de mener au préalable un travail de généalogie, de définition et de taxinomie, mais aussi de recenser, aussi exhaustivement que possible, les  différentes formes de l'extraterritorialité dans la multitude de domaines où elle se manifeste.

The University of Ottawa, the Human Rights Research and Education Centre, and the Canadian Red Cross are pleased to invite you to the 13th edition of the Summer School on International Humanitarian Law (IHL) that will be held from May 26 th to 31 st, 2019.
 
The goal of this course is to offer students and professionals the fundamentals of IHL and the opportunity to apply this knowledge through realistic case studies and a full simulation day.
 
Applications from students, academics, government employees, NGO and IO staff, journalists and those with an interest in learning about IHL are welcome. Preference will be given to participants with exposure to the application or the theory of international humanitarian law, international human rights law or humanitarian work.
 
The course is offered in both French and English. Applicants must choose the language in which they would like to follow the course and indicate it on their application form. Once an applicant is enrolled in a section, he/she will not be permitted to switch groups. Enrollment is limited to 30 participants by language group. Those who successfully complete the training will receive a certificate of recognition from the Canadian Red Cross and the University of Ottawa.
 
The Course features leading Canadian and international scholars and experts from the Department of National Defense and Justice Canada.
 
This program contains 2 Professionalism Hours and is also eligible for up to 28 hours and 45 minutes of Substantive Content with the Law Society of Upper Canada and the Barreau du Québec.

L'Université d'Ottawa , le Centre de recherche et d'enseignement sur les droits de la personne et la Croix-Rouge canadienne sont fières de vous présenter la  13e édition du Cours d'été en Droit international humanitaire (DIH)  qui se tiendra du 26 au 31 mai 2019.
 
Les objectifs du cours sont d'enseigner les principes fondamentaux du DIH aux étudiants et aux professionnels, ainsi que de fournir un milieu permettant d'appliquer ces connaissances à des études de cas réalistes et une journée complète dédiée a des exercices de simulations.
 
Les candidatures d'étudiant(e)s universitaires, d'employé(e)s du gouvernement, d'organisations non gouvernementales, de journalistes et d'entreprises faisant du commerce international sont bienvenues. La priorité sera accordée aux participants possédant de l'expérience pratique ou théorique du droit international humanitaire, du droit international en matière de droits de la personne ou du travail humanitaire.
 
Le cours est offert en français et en anglais. Les étudiant(e)s doivent choisir leur langue de préférence et l'indiquer sur le formulaire de demande. Lorsque vous êtes inscrit dans une section, il ne sera pas permis de transférer à un autre groupe. Le nombre d'inscriptions est limité à 30 participant(e)s par section. Les personnes qui termineront la formation avec succès recevront un certificat de reconnaissance de la Croix-Rouge canadienne et de l'Université d'Ottawa.
 
Les animateurs du cours sont des universitaires reconnus du Canada et de l'étranger ainsi que des praticiens du Ministère de la défense nationale et de Justice Canada.
 
Ce programme contient 2 heures de professionnalisme et contient également jusqu'à 28 heures et 45 minutes consacrées au droit de fond auprès du Barreau du Haut-Canada et du Barreau du Québec.

The bilingual "Humanizing Migration" Forum, to be held at the University of Ottawa on June 20th (World Refugee Day) will bring together Canadian and international thought leaders from government, academia and civil society to humanize public debate on migration to Canada.

The event will be free and open to the public, but registration is necessary.

Since 1961, The Canadian Yearbook of International Law has promoted the development and dissemination of the
best Canadian and international research on issues of public and private international law, while publishing
documents and commentaries related to the practice of Canadian institutions in matters of international law. The
Yearbook, published online and in hardcopy by Cambridge University Press and available in nearly 9,000 institutional
libraries worldwide, is Canada's leading peer-reviewed international legal journal.
Authors are invited to submit articles, notes and comments, in English or in French, that advance critical thinking in all
areas of international law. The submission deadline for volume 57 (2019) is 31 January 2020. Earlier submissions are
also encouraged as the Yearbook has a rolling acceptance policy and benefits from FirstView, a feature that allows
completed pieces to be published online prior to their print publication in a bound volume of the Yearbook. For full
