By Melissa Osorio Dibble, Esq.

Archer & Greiner, P.C.
This January the New Legislature passed, and Governor Christie signed into law, the New Jersey Uniform Trust Code ("NJ UTC") after nearly eight years of deliberations.  The law, which is effective as of July 17, 2016, provides a comprehensive set of guidelines as to trusts.

Some part of the model Uniform Trust Code has been adopted in at least 32 states, including Pennsylvania, and works to standardize the practice of trust law throughout the nation.  This standardization of trust law benefits trustees, beneficiaries, and attorneys as it creates consistency and a level of predictability in trust administration and litigation... CCSNJ Offers Its Support for Govenor's FY2017 State Budget

On March 15 and 16, Kathleen A. Davis, executive vice president & chief operating officer, testified before the Assembly and Senate Budget Committees at their public hearings at Rowan University and the Scottish Rite Auditorium.  Ms. Davis told the Committee that the CCSNJ generally supports the Governor's budget which, for the seventh consecutive year restrains spending and contains no new or increased taxes.

In her testimony, Ms. Davis stated:

"As is always our position, controlling and reducing spending to offset the need to increase taxes of any kind is an approach that the CCSNJ embraces.  New Jersey's outsized tax burden is of great concern not only to the business community, but also to the residents of our state who bear an extraordinarily high tax burden, far greater than what is typical in this country.  We agree with the Governor that tax fairness for the people of New Jersey needs to be a part of the conversation as government considers solutions to the problems facing this state."

Davis also noted that more than three quarters of the increased spending contained in this budget is attributable to funding public employee pension and health benefits costs.  Past reforms enacted by the Legislature and the Governor have slowed the growth of these increases, but more needs to be done.  Davis noted the Governor's budget contained $250 million in savings that could be realized through more changes in public employee health care plan designs.
