Dear Members,
The Composite Can and Tube Institute has been closely monitoring the latest developments surrounding the Coronavirus (COVID-19) with our allied association partners. We continue to consult with government, allied groups and health agencies. Our plans continue to adapt to the changing circumstances.

NAM Creates State Orders Resource Website

With more states beginning to explore partial or phased reopening of their economy, the Council for Manufacturing Associations, of which CCTI is a member, has developed an excellent state tracking website to help manufacturing companies easily navigate and access the latest state shutdown and reopening information. Please save the link below to access on an ongoing basis, including essential workers, supply chain and distribution information.

CCTI Supports Congressional Manufacturing Initiatives

The chairman and ranking member of the Senate Finance Committee, along with the chairman of the House Ways and Means Committee, have called on Treasury Secretary Steven Mnuchin to change the guidance disallowing the employee retention tax credit for employers that provide health care benefits for furloughed workers. The congressional leaders say that the guidance "runs directly counter to congressional intent." Prior to the issuance of the guidance, the NAM urged the IRS to allow employers only providing health care benefits to qualify for the credit. Contact us for additional latest information and other and state-specific resources.

CCTI Meeting Postponement and 
Fall Meeting Reminder

As the COVID-19 situation continues to evolve, the CCTI board of directors has decided in the best interest of your health and well-being to reschedule the Annual Meeting to June 9-10, 2021 at the Opryland Resort.  We look forward to seeing you in Nashville next summer and hope you'll plan to bring your family and stay for CMA Fest. 

As always, we appreciate your continued commitment and support of CCTI and know that we will miss seeing each of you this summer. We are looking forward to seeing you at the CCTI Fall Meeting,  November 9-10, 2020, to be held in conjunction with   Pack Expo in Chicago, IL. Be sure to save the dates for both events noted above and please watch for more information including Fall Meeting Registration in the coming months.

CCTI Offers Complimentary Membership FY21

As a member of CCTI, you have probably found that the organization has many more benefits and holds much more opportunity than you previously imagined. Because CCTI understands that our world has been severely impacted by COVID-19, we want you to know we stand with you for the coming year and will be providing a financial reprieve by waving dues for all suppliers and industry members from May 1, 2020 to April 30, 2021.   If you know of a colleague that might benefit from CCTI membership, please email our office so we can reach out to them.

Our office will be sending more information to each of you with your renewal packet in May, but want you to know that we will stand with you, as you navigate the challenging months ahead. Please consider CCTI as a valuable business resources, a marketing tool, and an industry voice in Washington.

CCTI is ready and willing to help you in any way that we can.   We certainly will miss seeing you in June, but we hope each of you are healthy and doing well.

First, the Small Business Administration issued an update to its PPP  FAQ document  that called into question the previously announced methodology for the program's employee headcount test. The NAM is working to get clarification on this issue from the SBA, and we will continue to work to ensure that manufacturers can qualify for the PPP under the previously announced terms of the program.
Second, the chairman and ranking member of the Senate Finance Committee, along with the chairman of the House Ways and Means Committee, have again pushed back on the Treasury Department's CARES Act implementation. This time they have challenged guidance from the IRS that denies the deduction of trade or business expenses (e.g., payroll) associated with forgiven PPP loans, which are not taxable under the CARES Act. The congressional leaders say that the IRS guidance "is contrary to congressional intent" and are urging Treasury to reverse its position, which would undermine the liquidity support provided by PPP loans. The NAM will continue to ensure that manufacturers' priorities are represented and heard by policymakers.

Federal Reserve Announces New Details on Liquidity Facilities for Large Employers

The New York Federal Reserve Bank announced additional information on the Federal Reserve's Primary Market Corporate Credit Facility and Secondary Market Corporate Credit Facility, which were established to support liquidity for large employers impacted by COVID-19. The announcement indicates that the SMCCF is expected to begin purchasing eligible exchange traded funds in early May. The PMCCF is expected to become operational soon thereafter, and then the SMCCF is expected to begin purchasing eligible corporate bonds.
The updated guidance includes new details that the NAM requested. Notably, the FAQ clarifies that the previously announced restriction on companies that received "specific support pursuant to the CARES Act" only applies to airlines, air cargo carriers and national security businesses receiving funding under Section 4003(b)(1)-(3). And businesses need only count their own employees and those of any consolidated subsidiaries, and not any employees of their parents or sister affiliates, for purposes of the program's requirement that a majority of an issuer's employees be based in the United States.
