MEMBERSHIP CAMPAIGN!
Dear CCTI Member, 

For 85 years, CCTI has brought you membership benefits, networking, and industry representation. We are proud of the collective collaboration we offer between industry members who manufacturer composite paperboard cans, containers, tubes, cores, cones, fibre drums, etc. and associate members who supply machinery, adhesives, paperboard, labels, and other services.

As we launch our FY2020 membership drive and gather in May for the 2019 CCTI Annual Meeting, I'm excited to tell you about some additional member benefits available to you in the coming year and hope you plan to take advantage of them by renewing your membership in CCTI.

The CCTI Board of Directors is working hard to expand our programming even more in the coming year.  In addition to great industry meetings coming up in Dallas and Las Vegas, the board has some exciting programs in the works.  Stay tuned for more details! New York City council imposes five-cent fee on paper bags as part of plastic ban

The choice isn't paper or plastic any more-it's bring your own  bag, or pay more.  That's because the  City Council  passed legislation Thursday imposing a nickel surcharge on paper grocery bags. The bill dovetails with a new state policy that banned  plastic bags  and allows localities to place a tax on tree-based sacks, and split the resulting revenues with Albany.

In 2016 the city had voted to place a five-cent fee on paper and plastic alike but Gov. Andrew Cuomo and the state Legislature blocked the bill under pressure from conservative forces.  Crains New York Business - Council imposes five-cent fee on paper bags

US Paper Shipments Down 1.2% in March 

The American Forest & Paper Association released its March 2019 U.S. Packaging Papers & Specialty Packaging Monthly report on April 16.  Total Packaging Papers shipments were down 1.2 percent from March 2018 and essentially flat year-to-date. Bag & Sack shipments were down 1.0 percent year-to-date; Multiwall shipments were up 1.7 percent; Food Wrapping shipments were up 1.5 percent; and Converting shipments were down 2.2 percent. The operating rate for March increased to 90.5 percent compared to 89.5 percent in February. Inventories decreased 3.5 percent from February and were 8.0 percent lower than the same month last year.

Do you know someone who would be an excellent candidate for the CCTI Board of Directors? 

CCTI is currently accepting nominations for the CCTI Board of Directors.  CCTI membership must be current and a slate will be presented at the CCTI Annual Meeting for consideration by the membership. 

To nominate a member...email names and contact information to [email protected] by May 4th for consideration.  Self nominations are also accepted!  

The nominee must accept the nomination in writing, prior to their name being place on the official ballot.  Board members are expected to maintain their CCTI membership, attend and participate in meetings, and serve on the board for a 3 year term.

China Terminates Duties on Dissolving Pulp Imports from the US, Canada, and Brazil

China has terminated anti-dumping duties (ADD) on viscose-grade dissolving pulp (DP) imports from the USA, Canada, and Brazil that have been in place since 2014. China's Ministry of Commerce (MOFCOM) canceled the duties, effective April 4, according to market participants in China.  MOFCOM had slapped mostly 13-17% duties on imported DP since April 2014, after its final ruling determined "there was dumping of the product" and that its domestic industry was "substantially damaged" as a result.

China's imported DP duties ranged from 13% on DP from American producers, 17% on Canadian imports, and a lower 6.8% rate on Brazilian imports.  MOFCOM terminated the import duties a year after deciding to  continue them  in April 2018, when it concluded a re-investigation of its original 2014 decision. Last year's continuation came despite a World Trade Organization (WTO) panel report that had sided with Canada's complaint that China failed to demonstrate how DP imports had caused injury to its domestic industry.

While DP imports from Canada and Brazil no longer face the higher duty rates, a 5% tariff remains in place on US market pulp producers' exports. That tariff impacts all grades of wood pulp.

As first reported in September, China slapped 5-10% duties on $60 billion worth of US imports - including market pulp - in retaliation after the Trump Administration imposed new tariffs on Chinese imports. Since then, MOFCOM has applied 5% tariffs on 10 grades of US-produced wood pulp, and 10% tariffs on recycled pulp imports.

China's broader tariffs on US imports went into effect on Sept. 24, 2018. In recent weeks, the US and China have reportedly begun working on a new trade deal that could end the tariffs on many imports by late May.
