Letter from President of the Board, Austin Metoyer

This month, I had the privilege of immersing myself in the vibrant tapestry of place management, engaging with two remarkable organizations: the San Pedro Property Owners’ Alliance and the Downtown Bakersfield Association. Witnessing firsthand their unwavering commitment to fostering thriving urban spaces, I'm reminded of the profound creativity and resiliency inherent in our industry, particularly when confronted with challenges. It's a testament to the remarkable work we undertake daily, crafting environments where communities can flourish and unite.


As I reflect on these enriching encounters, I eagerly anticipate reconvening with colleagues at the upcoming West Coast Urban District Forum in San Diego next week. This gathering promises to be an invaluable opportunity for us to share insights, collaborate, and further elevate our collective efforts in nurturing vibrant districts..


As we continue to harness this momentum, I encourage all members of CDA to consider actively participating in one of our committees. Your unique perspectives and expertise are invaluable in shaping the direction of our programming and policy initiatives and ensuring that our downtown areas continue to thrive. Together, let's seize this opportunity to make a tangible impact on the places we cherish and the communities we serve.


The following are the CDA Committee opportunities:


Program / West Coast Urban District Forum (WCUDF) Committee

This committee members will define, create, and implement valuable programming for the entire membership. In addition, along with IDA/CDA and the host city, Committee members will define the theme for the WCUDF conference and create content for the conference. This committee meets regularly between July and March.


Membership Committee

This committee ensures that member benefits are fulfilled, and manages membership dues and administration. In addition, committee members assist with new member outreach, membership campaigns, and membership programming.


Legislative Committee

This committee works, with guidance from CDA’s government affairs professional, to determine the policy agenda for CDA. The committee reviews each year’s proposed bills and identifies the ones that the CDA Board considers. Every member of this committee must commit to contributing double their organization’s membership dues. For example, if your organization's CDA dues is $500, and you sit on the legislative committee, you agree to contribute an additional $500. The committee meets a minimum of 2x per month from January through September.  


DEI Taskforce:

This taskforce was developed to help guide CDA's response to racial reconciliation during 2020 and 2021. The task force has developed programming to push the conversation forward on the intersection of place management organizations and diversity, equity, inclusion, and access. 


Committee Member Requirements:

  • Must be a CDA Member in good standing.
  • We encourage all levels of staff as committee members, but only one staff person per organization can sit on each committee.
  • Each committee meets approximately once a month; however, both WCUDF and Legislative have schedules based on their own timelines.
  • In an effort to maintain committee balance, each committee seeks its best effort to include representation from the various regions within the state.

CDA ACTION ALERT: Yes on Prop 1

The California Downtown Association (CDA) supports Proposition 1, which includes two bills signed by the Governor, AB 531 and SB 326. This package aims to modernize the Mental Health Services Act and includes a $6.38 billion bond to construct new behavioral health housing and treatment facilities across the state. Californians will vote on this package, collectively known as Proposition 1, on the March 5, 2024 ballot. 


If approved by voters, this bond will provide funding for the construction of more than 6,800 new behavioral health beds, 4,350 housing units, and 26,700 outpatient treatment slots. This increased capacity will better the lives of tens of thousands of people by filling critical needs for homeless Californians with severe behavioral health issues, children suffering from depression, and everyone in between. 

 

California is facing a problem where individuals with serious mental health issues are having to wait six months or more for an introductory appointment. This is before they can start treatment! To tackle this issue, Proposition 1 aims to fund additional personnel to staff mental health facilities so individuals can get the help they need - when they need it. 

 

Through Proposition 1, California can make amends for a decades long pattern of releasing thousands of mental health patients from hospitals without providing them with a place to call home. In the late 1950s, California had the capacity to treat 37,000 patients in state mental health hospitals, but because of actions taken by politicians of bygone eras, those beds were closed and never replaced. This has left some of the most acute mental health patients living on the streets in tents instead of in psychiatric beds where they could receive the care they need. 


In recent decades, California has been a leader in mental health reform, but with Proposition 1, the time has come to modernize our approach and really make a difference. We urge you to join the CDA in advocating for a YES vote on March 5, 2024. We encourage you to share this message with your communities and emphasize the importance of this critical measure.
