April 2024 NEWSLETTER

Dear CDOC Community,

April is National Minority Cancer Awareness Month. National Minority Cancer Awareness Month is an opportunity to raise awareness about health disparities affecting populations that have been marginalized, discriminated against and excluded in American culture, both historically and currently. National Minority Cancer Awareness Month acknowledges the social, economic and geographic disadvantages that intersect across disability status, sexual orientation, gender identity, race and ethnicity, which have historically been linked to discrimination or exclusion.

April is also Cancer Control Month! The National Cancer Plan was released at the start of the month. One of the eight goals included in the plan is to eliminate inequities in cancer risk factors, incidence, treatment, side effects and mortality through equitable access to prevention, screening, treatment, and survivorship care. We encourage you to visit the plan to learn more about the status of this and other goals, as well as recommended strategies to support work to achieve the goal. The plan also includes examples of relevant research, policies and programs.

Please read more to learn about important updates to develop the 2025-2036 California Cancer Plan. Additionally, please register for our in-person CDOC Stakeholder Engagement Meeting on Wednesday, June 5th, 2024. We are looking forward to this opportunity to spend the day together and lay the groundwork for our collective efforts moving forward.

OTHER RESOURCES & OPPORTUNITIES

April is National Minority Health Month. This cancer awareness toolkit is designed to help cancer control organizations implement evidence-based practices when communicating about National Minority Health Month, Minority Cancer Awareness Week and cancer prevention among marginalized communities.

Visit the GW TAP website for more information.

City of Hope – The California Cancer Care Equity Act (CCCEA) The California Cancer Care Equity Act (SB 987, Chapter #608, 2022), which took effect January 1, 2023, expands access to optimal cancer care for historically disadvantaged Californians by requiring Medi-Cal managed care plans (MCMCPs) to make a good faith effort to contract with National Cancer Institute-designated and other specified cancer centers so that patients with a complex cancer diagnosis may more easily access care at these centers. The law also authorizes Medi-Cal members diagnosed with a complex cancer to request a referral to any of those centers and requires MCMCP to notify all members of their right to do so. You may read more about it here.

Read about the National Cancer Plan! We know that our continued progress against cancer is the direct result of advances made possible by investment from federal, state, and local governments, along with private investment, and by the sustained efforts of researchers around the world and millions of people with cancer, their caregivers, and advocates. Read more about the National Cancer Plan here.

HEALTH EQUITY, CANCER & HEALTH DISPARITIES

Scout, Executive Director of the National LGBT Cancer Network and David Russo, Founder of Cheeky Charity, presented on the challenges faced by members of the LGBTQ+ community related to colorectal cancer screening and offered helpful strategies that could be used to achieve better outcomes. Both sessions highlighted available resources and promoted the value of collaborations and partnerships when working to reach people within their communities. These discussions are part of ongoing efforts by the Foundation to advance health equity and improve access for all individuals, as we work towards our vision of a world where cancer is preventable, detectable and beatable for all.

Cancer Support Community Releases Report: "Addressing Health Equity in Supportive Cancer Care for Black Cancer Patients and their Families." This report is the result of a collaborative effort with UC Berkeley Public Health graduate students, involving research and a survey of local cancer patients and their families. Cancer Support Network team is also available for virtual and in-person presentations to discuss the report's findings and recommendations. Read more here.

The Indian Health Service adds SOGI questions and pronouns to its Electronic Health Record. CMS and ONC-HIT require certified EHR systems to capture SO/GI data. UDS includes SO/GI data elements, providing standardized information on health centers serving underserved communities. Collecting SO/GI data improves patient-centered care, fostering trust and better health outcomes for 2SLGBTQ+ individuals. Exciting progress in our journey towards equitable healthcare! This is a significant development for health equity as American Indians and Alaska Natives are the groups most likely to lack health insurance, according to the Kaiser Family Foundation. SOGI questions are available here.

The CRGC developed several strategies targeting the “point of entry” of a patient’s race; that is the source where the patient encounter would result in the capture of the patient’s race. The first of these approaches is the MD office follow back. The MD office directed follow back consists of identifying patients reported by MD offices with an unknown race. With assistance of the CRGC Business Analyst, who identifies the patients by performing a SQL query on a copy of the CRGC database and creates MD office packets in PDF format, the Data Collection staff fax out the packets to the MD offices. When the packets are returned, the results of the follow back are evaluated and when a known race is provided, the patient’s race is updated in the statewide database. To assist physician offices in understanding why we need this information, the CRGC created a letter that is included in the physician office packet describing the importance of a patient’s race. Click here to see letter.
