January 2024 NEWSLETTER

Dear CDOC Community,

Happy new year – we hope 2024 is off to a smooth and successful start. I cannot think of a better way to kick-off the new year than to promote National Cervical Cancer Awareness month, with the crucial reminder for those with a cervix, ages 21-65 years old to get screened. As those of you who attended our Burden Webinar learned, cervical cancer incidence and mortality rates in California have flattened since 2012 and we are not seeing regular declines as in previous years. We are also seeing relatively high proportions of late stage diagnoses, with areas such as Riverside, San Bernardino, Sacramento, Shasta, and Sierra-Yuba experiencing increasing trends in late stage diagnoses in the most recent years. Thus, the USPSTF recommendations have never been more important. Simultaneously we are grateful to our clinical and community colleagues for their tireless promotion of HPV vaccinations starting at age 9 years to guard against infection by the most common HPV types linked to cancer. Check out how our sister coalition, the California HPV Vaccination Roundtable works to increase HPV vaccination to prevent HPV-associated cancers, including cervical cancer.

Soon we hope to have another tool to promote prevention and early detection: FDA approval on self-collection for HPV testing, which many researchers have shown to be highly accepted by women and clinical providers. Until that time we hope the message of cervical cancer screening reaches far and wide; having had probably no less than a dozen Pap tests in my life so far, I am always grateful for the peace-of-mind that I can prevent or find cervical cancer as early as possible.

Sincerely,

2021-2025 State Cancer Plan Corner

January 2024 Cancer Plan Corner Highlight

Chapter 8:

Early Detection and Screening: Cervical Cancer

In the past thirty years, cancer screening has greatly reduced cervical cancer incidence and mortality. Between 1988-2016, California’s cervical cancer incidence decreased by 37%, and mortality decreased 36%. Nevertheless, despite the risk reduction strategies, cervical cancer still ranks as the 12th most common cancer among California women (7.3 new cases per 100,000 women) and the 13th most common cause of cancer death (2.2 deaths per 100,000 women). Large racial/ethnic disparities in cervical cancer incidence and mortality persist in California. Among the four major racial/ethnic groups, Hispanic women have the highest incidence rate of 8.8 new cases per 100,000, African American women have the highest mortality rate with 3.0 deaths per 100,000 women.1-2 Asian-Pacific Islander women report the lowest rates of cervical cancer screening resulting in high cervical cancer incidence and mortality among some API populations.

City of Hope – The California Cancer Care Equity Act (CCCEA) The California Cancer Care Equity Act (SB 987, Chapter #608, 2022), which took effect January 1, 2023, expands access to optimal cancer care for historically disadvantaged Californians by requiring Medi-Cal managed care plans (MCMCPs) to make a good faith effort to contract with National Cancer Institute-designated and other specified cancer centers so that patients with a complex cancer diagnosis may more easily access care at these centers. The law also authorizes Medi-Cal members diagnosed with a complex cancer to request a referral to any of those centers and requires MCMCP to notify all members of their right to do so. You may read more about it here.

Read about the National Cancer Plan! We know that our continued progress against cancer is the direct result of advances made possible by investment from federal, state, and local governments, along with private investment, and by the sustained efforts of researchers around the world and millions of people with cancer, their caregivers, and advocates. HEALTH EQUITY, CANCER & HEALTH DISPARITIES

New!  Scout, Executive Director of the National LGBT Cancer Network and David Russo, Founder of Cheeky Charity, presented on the challenges faced by members of the LGBTQ+ community related to colorectal cancer screening and offered helpful strategies that could be used to achieve better outcomes. Both sessions highlighted available resources and promoted the value of collaborations and partnerships when working to reach people within their communities. These discussions are part of ongoing efforts by the Foundation to advance health equity and improve access for all individuals, as we work towards our vision of a world where cancer is preventable, detectable and beatable for all.

Cancer Support Community Releases Report: "Addressing Health Equity in Supportive Cancer Care for Black Cancer Patients and their Families." This report is the result of a collaborative effort with UC Berkeley Public Health graduate students, involving research and a survey of local cancer patients and their families. Cancer Support Network team is also available for virtual and in-person presentations to discuss the report's findings and recommendations. Read more here.

The Indian Health Service adds SOGI questions and pronouns to its Electronic Health Record. CMS and ONC-HIT require certified EHR systems to capture SO/GI data. UDS includes SO/GI data elements, providing standardized information on health centers serving underserved communities. Collecting SO/GI data improves patient-centered care, fostering trust and better health outcomes for 2SLGBTQ+ individuals. Exciting progress in our journey towards equitable healthcare! This is a significant development for health equity as American Indians and Alaska Natives are the groups most likely to lack health insurance, according to the Kaiser Family Foundation. SOGI questions are available here.
