A Note from Jay Coburn, CDP President & CEO
Over a year in the making, last week, the Legislature passed the Affordable Homes Act – a piece of landmark legislation that authorizes historic levels of funding for housing and a host of much-needed policy reforms. The Affordable Homes Act will expand the tools available to communities across the Commonwealth to address our region’s and the state’s affordable housing crisis.
Thanks to the efforts of our Statehouse delegation, in particular Senator Julian Cyr, the bill also includes a seasonal communities designation that will provide tools useful to the Lower and Outer Cape communities. Another important provision in the Affordable Homes Act was an extension of the Community Investment Tax Credit, an increase from $12M to $15M in credits, and the elimination of the sunset provision, making it a permanent tax credit. We will have a more detailed summary of the Affordable Homes Act in the September edition of our e-news.
Sadly, the Legislature disagreed on an Economic Development Bill for the second legislative session in a row. This bill contained several provisions that would have helped small businesses. We hope that some provisions in this bill can be approved in informal sessions before the Legislature adjourns at the end of the year.

CDP Housing Development Pipeline
As Lower and Outer Cape communities grapple with the pressing need for affordable housing, many towns have historically tackled the issue with a piecemeal approach, focusing on one project at a time. This method, while well-intentioned, has proven inadequate in meeting the growing demand, as each project can span up to a decade from conception to completion.
Enter the Housing Development Pipeline—a strategic approach the Community Development Partnership (CDP) advanced to streamline and accelerate the development process by ensuring a steady flow of projects in the pipeline. By adopting this forward-thinking model, towns on the Lower and Outer Cape are transitioning from incremental progress to a more dynamic and scalable solution, addressing the affordable housing crisis with the urgency and efficiency it demands. The pipeline will create over 900 units of affordable and attainable housing on the Lower and Outer Cape by 2029.
The image right shows the current state of development on the Lower and Outer Cape and illustrates the impact of the housing strategies implemented by the CDP and the towns (follow the link below to learn more). In the last five years, 133 housing units have been completed, and another 234 are funded and moving toward ground-breaking, with around 600 additional units now in the pre-development phase of the pipeline.

You've tasted Karen Friedman's work if you ever enjoyed a bowl of granola at Wellfleet's now-closed but forever-loved The Fox and Crow restaurant.
After a career as a nurse practitioner, Karen, who moved to Wellfleet from Cambridge five years ago, found a new passion in making granola. What started as a way to avoid overly sweet commercial brands soon became a gift-giving tradition and a burgeoning business. During the pandemic, Karen's journey took a significant turn when she volunteered for Common Table, a local non-profit providing meals to those in need. At the end of the project, as a token of appreciation, she gave a bag of her homemade granola to the program coordinator, Trudy Vermehren, who also happened to be the owner of The Fox and Crow. Trudy enjoyed the granola so much that it earned a spot on her breakfast menu and quickly became a favorite menu item. Unfortunately, the restaurant closed in 2023, but Karen had already considered the next steps with her business and saw the closing as an opportunity.

Judy Scanlon and Sigurd Winslow choose to support the CDP because of its forward-thinking and compassionate work serving the community. Sigurd said, "The CDP does a lot of good things. It focuses on our main concerns – helping businesses start and supporting affordable housing." As small business owners, they also personally benefitted from meeting with CDP Business and Credit staff, getting assistance with spreadsheets and business training. | |

The Community Development Partnership’s (CDP) office in Orleans was flooded in July. A broken water pipe significantly damaged our workspace, and we lost much of our office equipment, supplies, and furniture. Fortunately, we are well-insured and can replace everything that was destroyed.
We are still determining how long we will be displaced. With help from CDP Board and Advisory Council members, supporters, and friends, we secured temporary office spaces in Orleans and Eastham to accommodate 40% of our team. The rest of our team can work remotely.
Our commitment to improving the lives of year-round residents remains undeterred! We are available for Zoom meetings until the space is clean, rebuilt, and ready for our return. We can also meet in person; please get in touch with your CDP representative to coordinate in-person meetings.
Our new mailing address is P.O. Box 2786, Orleans, MA 02653.
We will continue to use this mailing address when our entire team returns to our permanent office space.
