The North San Antonio Chamber and the Executive Council have been working diligently to bring you some great new programs and initiatives in 2021. We've also been focused on finalizing our 2021 Board of Directors; setting our 2021 Strategic Plan, which drives our programming for the year, and preparing our agenda for the upcoming Texas 87th Legislative Session. 2021 will be a very different but hopeful year for all of us and your North SA Chamber will continue to contribute to the success of our Members and our San Antonio community.
 
Our efforts are focused on helping to support businesses and help build a strong workforce that is skilled, well-trained, and readily available to meet the workforce demands of our Member businesses. To do this, it is vital for our Chamber as well as our Members to stay informed of the latest and most up-to-date economic data and research available to help guide important decisions.
 
We are here to help; and in the coming year, we are creating opportunities to share valuable economic data and information through our partnership with Texas 2036 and nationally renowned economic experts. Some examples of these partnership efforts are listed below. We are also excited to announce our upcoming Featured Event, the North SA Chamber's 37th Annual Economic Outlook, featuring Dr. Ray Perryman on December 3rd. Details are below.

Re-Open San Antonio |Local Updates

The City's Economic Workforce Development Committee (EWDC), chaired by Councilwoman Viagran, received an update on the Workforce Development "Train for Jobs SA" program indicating that nearly 1,393 residents completed a preliminary intake for the program, with 900 of those residents being referred to partnering agencies and of those referrals, 244 residents successfully enrolled in training courses. The end of month goal is to increase this number to 550 residents. Read more here.
October 15 | Bexar County Announces Reopening of Bars
 
An executive order from Bexar County Judge Nelson Wolff declares that bars are officially free to reopen as of noon on Tuesday, Oct. 20. Read More.
Re-Open Texas | State Updates
October 14 | Governor Abbott Executive Order to Open Bars

Governor Greg Abbott issued an Executive Order to open bars and similar establishments at up to 50% capacity in conjunction with county officials. In regions with low COVID-19 hospitalizations, County Judges are able to opt their county into opening bars beginning October 14, provided they assist in enforcing health protocols. The Executive Order also increases occupancy levels to 75% for all other business establishments. Read More.
The Government Affairs Council serves as an advocate for Member businesses and their employees before municipal, county, state, and federal officials on political policy issues impacting the economic growth, quality of life, and financial health of local industries. The Council informs and educates Members on proposed initiatives, policies, and legislation which may affect the way business in San Antonio is conducted.

Texas Legislative Budget Board (LBB) Strategic Fiscal Review (SFR) is a comprehensive budget analysis of selected state agencies and programs used to inform Legislators when making decisions on appropriate and efficient means of funding state operations.

Senate Bill 68, 86th Legislature, 2019, formalized and expanded the SFR process and applied it to the agencies currently subject to Sunset Advisory Commission (SAC) review, with some exceptions. 
October 31 | City of San Antonio, Renters’ Commission Survey Deadline Extended

The Neighborhood and Housing Services Department (NHSD) extended the Renters’ Commission Survey to October 31 to gather more input.
 
NHSD is charged with implementing the Housing Policy Framework (HPF) that serves as a guide to addressing San Antonio’s local housing needs. The HPF shows that for those households renting or owning, approximately one out of every two renter households is cost-burdened (48%) compared to one out of every five owner households (21%). In June 2019, Councilmember Treviño, District 1, issued a Council Consideration Request to create a Renters’ Commission. The survey is available here.
November 3 | Meeting of the Government Affairs Council

Oct 6 | Representative Barbara Gervin-Hawkins and Senator José Menéndez joined the Government Affairs Council this week for a great discussion on the upcoming Texas Legislative Session, particularly response and recovery efforts for Texas.
Nov 3 | Next Government Affairs Council meeting has a full agenda with discussion topics regarding 2020 November Election, local/state/federal updates, 2021 87th Texas Legislative Session, and more.

The Infrastructure Council serves as a resource and strategic advocate for San Antonio regional infrastructure planning and development to improve the quality of life for our members and stakeholders.
October 1 | Alamo Area Metropolitan Planning Organization (MPO) approved Call for Projects

This year’s Call for Projects introduces Environmental Justice and Equity into scoring criteria for the first time in the history of the agency. Councilwoman Sandoval issued the following statement:

“Under the leadership of State Rep. Ray Lopez and Commissioner Kevin Wolff and many others, our MPO has made huge strides in transportation infrastructure. Today’s action marks a seminal advancement for transportation investment in our community."

The Workforce Development Council serves in an advisory role to assess, research, and design strategies that address workforce development challenges and opportunities. North San Antonio Chamber members are kept abreast on local workforce trends and demands, creating programs through collaborative partnerships to address workforce shortages.
November 16 | Industry Workforce Meeting with Workforce Solutions Alamo (WSA)

San Antonio Water System (SAWS) | Minority and Woman-Owned Business Enterprise (M/WBE) Disparity Study
