County Budget Update

The CEO Budget Team has been actively involved in developing the FY 2024-25 budget through collaboration with the Auditor’s Office, and the General Services Agency.


On April 9, 2024, a Budget Workshop was conducted to allow for board input into the preparation of the upcoming 24/25 County budget. Topics of interest included recommended budget goals, position allocations, CalAIM Behavioral Health Reforms, Proposition 1 transition plans, realignment, and state budget risks.


From April 8-10, 2024, the CEO Budget Team organized Budget Conferences involving fiscal staff from the Auditor’s Office, Human Resources, General Services Agency, and County departments. These conferences provided opportunities for thorough discussions regarding preliminary budget submissions, promoting alignment with organizational goals, and addressing any relevant issues.


On April 23, 2024, a Budget Workshop is scheduled to continue engaging the board in the budget preparation process. This session will also involve the review of initial departmental submissions and further deliberation on budget considerations, ensuring a comprehensive and inclusive approach to budget development.


On May 7, 2024, a final Budget Workshop is scheduled to continue engagement with the board in the 24/25 budget preparation process. 24/25 Final Budget Public Hearings are scheduled for June 4-5, 2024.

April - Sexual Assault Awareness Month

April is designated as Sexual Assault Awareness Month (SAAM). Sexual violence affects every community in the United States. Per the Center for Disease Control and Prevention, over half of women and almost 1 in 3 men have experienced sexual violence. The RAINN association reports that every 68 seconds an American is sexually assaulted. For many survivors, it can take years to heal and for some the pain never heals completely. April is a month to raise public awareness about sexual assaults. This month, we stand with and honor the survivors in our community. We encourage all to stand in alliance by wearing denim on April 24, 2024 (Denim Day). Denim Day started in 1999 to show support of survivors and raise awareness about the crimes of sexual assault. 

Mendocino County Strategic Plan

In May 2022, the Mendocino County Board of Supervisors approved the first five-year strategic plan that will help guide the critical decisions the Board of Supervisors will face over the next five years with the ultimate goal of improving the quality of life for County residents. Departmental reporting will align with the strategic plan.

Animal Care Services


The Animal Care Services program areas include: Shelter, Clinic & Animal Protection Services; these programs provide animal education outreach, adoption, volunteer opportunities, fostering, lost & found services, feral cat trap-neuter-return programs, dog licensing, low cost spay & neuter, veterinary care, animal health education, rabies vaccinations, micro-chipping, impounding lost & stray animals, responding to injured-ill and suspected cruelty complaints and promoting responsible pet ownership.

Behavioral Health & Recovery Services


Behavioral Health & Recovery Services (BHRS), Mental Health program cares for the people of Mendocino County whose lives are affected by mental illness. Behavioral Health & Recovery Services, Mental Health strives to:


Deliver services in the least restrictive, most accessible environment within a coordinated system of care that is respectful of a person's family, language, heritage, and culture.


  • Educate ourselves, individuals, families and the community about mental illness and the hopeful possibilities of treatment and recovery,
  • Maximize independent living and to improve quality of life through community-based treatment,
  • Maximize the resources available and attend to concerns for the safety of individuals and the community,
  • Manage our fiscal resources effectively and responsibly while ensuring that productivity and efficiency are important organizational values which result in maximum benefits for all concerned.


April is Alcohol Awareness Month. This month gives us opportunity to update your knowledge about alcohol use disorder and the adverse impact of alcohol misuse on families, health, and society.

Employee Wellness


SPRING NOURISH CHALLENGE: The six-week Nourish challenge wraps up on April 14th, with 238 individuals (and 22 teams) participating to build and reinforce healthy eating, sleep, exercise, and mindfulness habits.


2022-2023 MCWOW PROGRESS REPORT:  The MCWOW Progress Report presents the outcomes of the 2023 biometric screenings, as well as pertinent statistics regarding participation in the Virgin Pulse platform during the same year.

Environmental Health


Environmental Health had a very busy month.


Our annual invoices for all facilities were due by March 15th. Our admin team processed hundreds of payments, along with helping 118 customers at our front counter.


Our Land Use inspectors approved 39 building permits, 11 Site Evaluation Reports, and 2 Water Well Applications.


Our Consumer Protection Program completed 60 inspections out in the field, in addition to processing new facility plan review submittals, event permits, temporary food permit applications, and body art applications.


Our Hazmat Program completed 47 inspections, completing 29.5% of their annual inspections while only being 25% into the year.

Overview of Retroactive Agreements in Selected California Counties

The following is a summary of retroactive agreements approved by the Board of Supervisors in several counties neighboring Mendocino County. The data provided pertains to the last two meetings in each county. The counties reviewed in this study include Humboldt County, Lake County, Marin County, Nevada County, and Sonoma County.


Humboldt County: 0 – The Humboldt County Clerk confirmed that they do not mark agreements as retroactive. Usually, the only indication that they are retroactive is found in the Agenda Summary/Staff Report, making them harder to track.


Lake County: 2 - Behavioral Health Services.

The Lake County Clerk confirmed that they routinely have them, however “retroactive” is not included in the titles and are not tracked.


Marin County: 2 – Health and Human Services, and Fire

With the exception of one revised agreement, none of them have a retroactive label in the title or record action. The only way to identify them is by comparing the effective dates.


Nevada County: 8 - Emergency Services, Clerk-Recorder/Registrar of Voters (election related item), Child Support Services, and Community Development

Sonoma County: 6 – County Counsel, Human Resources, and Public Infrastructure

Executive Office - Grants Division


The Grants Unit submitted one grant application for $400,000 and prepared two additional applications, totaling $606,995, in March.

 

In March, the Grants Unit completed the phase two rollout and training on the new grants management software, Amplifund.

General Services Agency


The General Services Agency maintains vital infrastructure and related services that enable County employees to serve the citizens of Mendocino County. In their support role, the General Services Agency focuses on Mendocino County’s Facilities Management, Fleet Management, Capital Project Management, Real Property Administration, purchasing of goods and services, energy management, and sustainability practices.

 

The General Services Agency has seen a significant reduction in county wide utility consumption. Updates on telematics, County fleet and fuel consumption, capital improvement projects, surplus sales, disaster/emergency preparedness activities and facilities statistics can be found HERE.

Human Resources


The function of Human Resources involves managing the recruitment, development, well-being, and performance of government employees, while also ensuring compliance with regulations and promoting the efficient delivery of public services.


Mendocino County Code requires all extraordinary merit increases for employees to be reported to the Board of Supervisors. Click HERE to view the chart showing all extraordinary merit increases approved during the first quarter of calendar year 2024.

Library


April is a big month in public libraries. National Library Week occurs, as does National Library Workers Day. This year, National Library Week fell on April 7 through 13. Mendocino County Library celebrated with programs and social media posts. The theme of 2024 was Ready, Set, Library! National Ambassador for Young People’s Literature and Newbery and Pura Belpré-award winning author Meg Medina served as 2024 Honorary Chair. She stated, “Libraries connect our communities and enrich our lives in ways we may not realize, and one of my greatest pleasures is discovering the unexpected and beautiful things libraries offer. From book groups to lending sports equipment to providing a safe after-school hangout space and so much more, libraries support us wherever we find ourselves on the roadmap through life’s journey. Join me and the American Library Association in celebrating the gift of libraries everywhere and the adventures and opportunities they unlock for us every day.”

Social Services


Adult & Aging Services Collaboration With Chico State University MSW Program

CalSWEC’s Adults and Aging Program has launched the statewide Adult Protective Services (APS) Training Program for Masters of Social Work (MSW) Students to address the workforce development needs of California’s county and Tribal APS programs. The program’s central goal is to increase the number of MSWs working in county and Tribal APS units across the state by providing selected MSW students with specialized training and stipend support. Mendocino County APS has entered into an agreement with Chico State University to be a placement site for APS MSW interns. Students who opt-in to the program will be offered up to 24 hours per week as an intern and work directly with APS staff to receive valuable field experience. Interns, upon completion of the MSW program, are obligated to work for a County APS program for 1 year after completion.

Serving Mendocino County

In a county that spans over 3,800 square miles and, with an estimated 70% of County residents residing in unincorporated areas, there can be a considerable amount of travel related to those supports, especially for our North County or Coastal residents who may not live along local public transit routes. Some program mandates may require staff to travel outside of Mendocino County and, depending on circumstances, out of state. We appreciate our staff’s dedication to supporting our clients and customers delivering services to those in need.
