June is Post Traumatic Stress Disorder Awareness Month

June is PTSD Awareness Month and June 27 is PTSD Awareness Day


PTSD is a mental health condition that can occur after experiencing or witnessing a traumatic event, like combat, a natural disaster, car accident or sexual assault. Anyone can develop PTSD at any age. Veterans, survivors of violence, and emergency responders are at increased risk, but individuals with a history of mental health conditions or prior trauma are also susceptible.

 

BHRS is raising awareness to reduce stigma, educate, and to encourage compassion for yourself and to others. Healing is possible—and no one should have to face PTSD alone.

Mendocino County Strategic Plan

In May 2022, the Mendocino County Board of Supervisors approved the first five-year strategic plan that will help guide the critical decisions the Board of Supervisors will face over the next five years with the ultimate goal of improving the quality of life for County residents. Departmental reporting will align with the strategic plan.

Animal Care Services


The Animal Care Services program areas include: Shelter, Clinic & Animal Protection Services; these programs provide animal education outreach, adoption, volunteer opportunities, fostering, lost & found services, feral cat trap-neuter-return programs, dog licensing, low cost spay & neuter, veterinary care, animal health education, rabies vaccinations, micro-chipping, impounding lost & stray animals, responding to injured-ill and suspected cruelty complaints and promoting responsible pet ownership. 


This years California Adopt A Pet Day was a huge success. Volunteers, staff and community members came out in droves to support our Shelter animals. We wrapped the day up with 5 dog and 12 cat adoptions for a total of 17 adoptions. Dogs were also able to spend all day out of their kennels, spending time with volunteers and visiting families and our feline friends were a huge hit with the kids. We want to thank everyone who participated in making this event happen and a big thank you to the ASPCA for sponsoring this event and to all the hard work and long hours put in by For The Animals of Ukiah Shelter nonprofit. We could not have done it without you!

Cannabis


In May 2025, the Mendocino Cannabis Department (“MCD”) reviewed and granted local authorization for 15 active Cannabis Cultivation Business License (“CCBL”) applications. MCD also advanced local equity efforts by executing 4 Local Equity Entrepreneurial Program (“LEEP”) direct grant agreements, delivering $200K in state-funded resources to eligible local cannabis operators. In addition, the Department launched a LEEP fee relief window expected to provide $92,000 in County fee waivers to verified equity applicants.


Below are several key accomplishments of MCD in May of 2025:


  • Issued and renewed approximately 18.5K square feet (0.43 acres) of commercial cannabis cultivation.
  • Completed 10 physical inspections of proposed or existing CCBL sites.
  • Concluded the Cannabis Tax Appeal application process as of May 20, 2025, with 52 applications approved.


Department Fiscal Updates


  • The Department collected 59 fees, totaling $16,478.00.
  • Fee revenue helps offset staff time dedicated to specific, fee-related tasks.
  • Staff time is allocated based on time studies conducted for each individual task.

Environmental Health


The Environmental Health team made progress on strategic initiatives to relocate the Fort Bragg office and digitize Land Use, Solid Waste, and Consumer Protection files, which are expected to improve efficiency and service delivery. The department worked closely with Planning & Building to coordinate the relocation of the Fort Bragg office. EH and PBS anticipated the move to occur during the week of June 9–13, and during that time, counter services were limited. EH and PBS resumed full operations on Monday, June 16. 


May 20, 2025, the BOS approved item 3ae, our contract with Toshiba to digitalize the Land Use, Solid Waste, and Consumer Protection files. Digitizing these files will significantly benefit staff, the public, and regulated community by improving efficiency, organization, and accessibility. Staff will save time with quick search and retrieval capabilities and customers will receive faster responses for record requests.

Executive Office - Contract Unit


The Contract Unit works directly with departments Countywide to execute contracts and amendments to ensure alignment with County Policy. All review/approval processes are administered through Cobblestone, an electronic contract review software platform. Specific reviewers/approvers are determined by the Mendocino County Purchasing, Leasing and Contracting Policy (Policy No. 1).

 

Public Resources


Mendocino County maintains a publicly accessible portal where fully executed contracts can be viewed. The initial search screen of the portal allows users to search all County contracts by Department, Contract Number, Approving Authority, Contractor, and/or Keyword. The list generated by the initial search request can be further refined if needed.

Executive Office - Economic Development


The Economic Development Division staff is holding a meeting series by industry sector within Mendocino County to foster collaboration and create actionable goals for industry economic sustainability and advancement.

Our next meeting is for the Agricultural sector on Thursday, July 17th 1-3:30pm at the County of Mendocino Administrative Building, Conference Room C, 501 Low Gap Rd Ukiah, CA 95482.

Executive Office - Grants Unit


In fiscal year 2024-2025, the Grants Unit, in collaboration with other County departments, grant writing consultants, and staff, submitted seven grant applications and pre-proposals totaling $16,742,416. Currently, it is assisting with the management of 17 active grants for the Executive Office, which have a total value of $16,327,908.40. Furthermore, the unit offers technical assistance to County departments to enhance their grant-related efforts.

Facilities and Fleet


Facilities and Fleet Mission: To provide an accessible, efficient, safe, clean and comfortable working environment for all employees and general public who use our buildings and properties.

 

Facilities and Fleet maintain vital infrastructure and related services that enable County employees to serve the citizens of Mendocino County. 


Facilities: The Facilities team is working with the Ukiah Valley Fire Authority to plan much needed Fire mitigation work at Low Gap Park this summer. Work will include mowing, trimming, and hazardous tree limb removal.


Electric Vehicle Charging Project: Work is set to begin in June 2025 and run through most of the Summer. Staff and visitors should be prepared for the closure of the affected parking stalls and occasional detours and traffic disruptions at these locations. Activation of the chargers is likely to be delayed into 2026 pending delivery of electrical panels.

The Human Resources Department is dedicated to supporting the recruitment, development, well-being, and performance management of County employees. Our team also ensures compliance with applicable laws and regulations while fostering efficient and effective public service delivery.


Strategic Hiring Process

 

On May 6, 2025, the Board of Supervisors directed staff to implement “Strategic Hiring” as part of the recruitment process due to significant budget constraints heading into the 2025-2026 Fiscal Year. The Strategic Hiring Process, introduced during the County budget presentation on June 3, includes six phases: job analysis and design, workforce planning, approval to hire, recruitment, onboarding, and evaluation. This structured process promotes consistency, transparency, and informed decision-making while assisting departments in assessing needs, justifying requests, and supporting long-term workforce planning. As part of this process, Human Resources will introduce a standing monthly agenda item to the Board of Supervisors, during which Department Heads and Elected Officials will address the Board regarding their requests to promote transparency and accountability. This standing item will be presented to the Board of Supervisors for the first time on July 29, 2025.

Mendocino County Working on Wellness (MCWOW) continues its comprehensive wellbeing efforts for County employees. This month we would like to highlight:

 

  • Lunchtime Walks: Offered in partnership with Blue Zones, these walks promote outdoor activity and connection.
  • Men’s Health and Wellbeing: The Personify Health wellbeing platform offers resources specific to men’s health.
  • Lifestyle Coaching: The County’s Employee Assistance Program (EAP) offers lifestyle coaching to help employees and their household members make positive changes in various areas of their lives.

Library


The month of June heralds the beginning of the Summer Reading Program (SRP). Many adults might remember reading for enough points to get a gift certificate for a personal pizza, but SRP has grown so much more than that. It is a way to continue literacy of all sorts through the summer months by offering programs in science, technology, engineering, art, and math (STEAM). The Library offers a bridge to learning through fun events as well as addressing the lack of access to services such as free school lunches. More on how Mendocino County Library bridges the gap during the summer is explored below.


Lunch at the Library is being offered in Point Arena and Willits this year! When school is no longer in session, children and families may struggle to find food to fill the gap. With Lunch at the Library, youth have access to nutritious meals and enriching programs to help their minds and bodies grow strong throughout the summer. Programs include arts, crafts, STEM (science, technology, engineering, and math), outdoor activities, and creative play. Youth 18 and under are welcome to stop by the library for lunch every Tuesday through Friday at noon through August 8.

Office of Emergency Services


Mendocino County Office of Emergency Services (OES) is the primary local coordination agency for emergencies and disasters affecting residents, public infrastructure, and government operations in the Mendocino County Operational Area (OA). The Mendocino County OA includes the county and its cities, towns, and special districts, in coordination with tribes.


Pre-Fire Season Coordination Meeting

 

The Office of Emergency Services (OES) held its annual Pre-Fire Season Coordination Meeting on May 22, 2025. 64 operational area partners from 39 agencies attended the meeting, comprised of cities, county departments, local fire departments, volunteer organizations, and state, federal, and tribal agencies. The meeting served as a vital platform for operational area partners to share critical updates and enhance inter-agency collaboration, ensuring a unified and prepared response for the upcoming fire season. Other key topics discussed included the Ag Pass, shelter sites, and a seasonal weather outlook from the National Weather Service (NWS).

Planning and Building


Our Fort Bragg office has relocated! As of Monday, June 16, 2025, the Fort Bragg offices of Planning and Building Services are now located at 752 South Franklin Street, Fort Bragg. The Department looks forward to continuing to serve the public from our new location. 


The Planning and Building Services (“PBS”) continues to work on the County’s Strategic Plan objectives while focusing on four primary internal goals: utilizing tools to measure success, documenting and improving PBS procedures, enhancing customer experience, and cultivating a structured and productive workplace culture.

 

The Department’s tool for measuring basic performance criteria, and thereby measuring success, is monthly metric reports, which are posted monthly to the PBS webpage. These reports quantify revenue vs. expense, applications received, workload inventory, and lead time for completion. The metrics are separated by division. Alzheimer’s disease is a progressive brain disorder that affects memory, thinking, and behavior. Public Health is encouraging all men to take proactive steps to improve their physical and mental health. From regular check-ups to staying active and managing stress, every small change counts!

Public Health reminds us about the importance of eye protection from the sun with the start of summer and more time being spent outside. Wearing sunglasses provides several important benefits for your eye health and overall well-being to include protection - shield your eyes from harmful UV-A and UV-B rays emitted by the sun.

Transportation


Mendocino County road crews continue to perform essential maintenance and improvement work throughout the County to ensure safe and accessible roadways for all travelers. Current activities include preparation for upcoming corrective maintenance projects, paving and repair work in multiple areas, and ongoing efforts to maintain roadside vegetation, signage, and drainage systems. Ongoing projects include:


  • Prep work for the 2025 Corrective Maintenance Projects in the Hopland area, including tree trimming, mowing, ditch cleaning, base repairs and drainage improvements
  • Paving projects in compliance with AB720 on East Side and West Side Potter Valley Roads, Navarro Ridge Road, Branscomb Road, and Deerwood Drive Extension
  • Slip out repairs on Marina Drive
  • Base repairs on University Road
  • Paving the intersection of Howard Street and Airport Road in Covelo
  • Replacing various culverts throughout the County
  • Dura-Patching roadway sections Countywide
  • Mowing roadside vegetation
  • Striping the centerlines and fog lines of roads Countywide
  • Grading gravel roads throughout the County
  • Replacing missing and damaged road signage Countywide
  • Inspecting and repairing various bridge and box culverts
