MHEC EXPO | Making Connections

On Thursday, September 18, Competitive Energy Services (CES) participated in the 2025 Massachusetts Higher Education Consortium’s (MHEC) Expo, which was held at the DCU Center in Worcester, MA. The MHEC is a non-profit group purchasing organization that supports public and private higher education institutions, K-12 schools, and municipalities in New England. Its mission is to streamline procurement, reduce costs, and provide guidance and support through services like negotiating discounts and offering custom contracts. The MHEC Expo focuses on helping members explore new products, learn about sustainable and flexible designs, and create connections to maximize value and efficiency in procurement. The Expo provides a forum for MHEC member institutions and suppliers to meet, discuss needs, and build relationships. Congratulations on a successful expo, MHEC! CES values our partnership and was pleased to be a part of the expo once again.

Joshua C. Barber

Managing Director of Pricing


Joshua Barber joined CES in 2025 as Managing Director of Pricing, bringing a broad perspective from his work with utilities, regulators, and suppliers. He and his team manage energy procurement, contract execution, and supplier relations on behalf of CES clients. Prior to CES, Josh held roles at National Grid and Avangrid, where he delivered strategic market insights to executives. Josh also led market intelligence for Iberdrola USA, where he monitored deregulated markets across the US, UK, and EU. He holds a B.A. in Environmental Studies from Binghamton University and a Master’s in Energy Regulation and Law from Vermont Law School. Josh and his family live in Portland and enjoy the great mix of outdoor activities Southern Maine has to offer.

Phoebe J. Pohl

Pricing Associate


Phoebe Pohl joined Competitive Energy Services as a Pricing Associate in 2025. Phoebe is interested in greener energy, sustainability, and the intersection of business and the environment. She grew up in Massachusetts and relocated to Maine to attend Bates College where she earned her degree in Environmental Studies with a concentration in global environmental politics. Prior to CES, her senior thesis focused on a solar feasibility study for a municipal airport in Auburn, Maine, where she used energy demand data, regulatory research, and assessed costs to present renewable options. She also completed internships focused on urban design consulting and ESG investment.
