Celebrate Hispanic/Latino/a/x/e
Heritage Month!
| |
| |
Hispanic/Latino/a/x/e Heritage Month, began on September 15 and lasts until October 15, as a month that falls over the Independence Day celebrations of several Latin American countries, including Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Mexico, Chile and Belize.
Hispanic/Latino Heritage Month emphasizes the powerful contributions that Latino/a/x/e community members have made in Oregon and around the world. It is a time to learn about the rich diversity of cultural identities, histories, languages and religions that make up the Latino/a/x/e community.
Oregon has a long history of Latino/a/x/e activism that has shaped our state, from establishment of the country’s first four-year Chicano university at Mt. Angel to the founding of Virginia Garcia Memorial Health Center, Pineros y Campesinos Unidos del Noroeste (PCUN), Oregon’s Farmworker Union, and Centro Cultural del Condado de Washington, the latter two of which are current OHA Public Health Equity CBOs. When our Latino/a/x/e communities have led the fight for equity, safety and access to quality education, everyone benefits. With this understanding, we must also face a continued fight for justice, representation and reconciling past harms. We reflect, learn and share gratitude for the many ways our community is better through the actions through our Latino/a/x/e community members.
The Portland Latin American Film Festival begins on September 28 and a series of events sponsored by JuntosPDX are scheduled throughout the month. There are many other events taking place across the state.

We are proud to have a working relationship with Dr. Sandra Hernandes and Doulas Latinas International! Their extensive work in different geographical areas of Oregon during our COVID epidemic was extraordinary and their conviction to share valuable and consistent COVID messaging, provide culturally relevant and sensitive information to populations at extremely high risk of acquiring COVID, and their willingness to stand up, support and create opportunities for community members to be vaccinated, and for those who were presenting with COVID, timely care, support and food during their times of isolation.
Recently, Doulas Latinas International has played an integral role in the dissemination of updated messaging concerning well water contamination in Umatilla and Morrow counties in addition to supporting in-person campaigns to meet with representatives from the affected communities to hear concerns and share practical and accessible information and resources.
Dr. Sandra Hernandes and Doulas Latinas International are well deserving of the Humanitarian Award which recognizes outstanding commitment to humanitarian responsibilities which have significantly enhanced the quality of life for countless individuals in the communities they serve throughout Oregon.

The following opportunity is open to Oregon Critical Access Hospitals, Rural Health Clinics and Rural Public Health Organizations:
ORH received a second year of funding for the CHW training grant and will train 27 more Community Health Workers (CHWs) free of charge to your organization through NEON.
This program will train someone, identified by your facility, to become a CHW to be employed by your CAH, RHC, your public health department, or shared between organizations.

We are excited to announce an upcoming RFGA for youth SUD prevention and treatment. 2 million dollars will be awarded, sourced from the Substance Abuse Treatment Recovery Block Grant received from Substance Abuse and Mental Health Services Administration (SAMHSA). The RFGA will be posted on Oregon Buys and that posting is anticipated to occur this month.
The RFGA is focused on specific one-time supports for the youth and young adult SUD system. Applicants are encouraged to apply for funds for one or more of the following areas:
- Harm reduction
- Culturally specific services
- School based prevention
- Family involvement in treatment
- Peer support
Who can apply: Schools, school districts, non-profits, peer supported programs, and others! Counties and governmental entities may not apply.
Examples of potential program ideas: A high school interested in funds to promote prevention in their school, a non-profit doing culturally specific work in prevention or treatment for youth or young adults, a residential program looking to bring additional family focus into their work.

Future Ready Oregon Round 4 Workforce Development Grant Opportunity | |

The Apprenticeship and Training Division (ATD), under the Bureau of Labor and Industries will award $1.3 million in workforce development grants through a competitive grant process to organizations working to develop, expand, and implement Registered Apprenticeship Programs in healthcare and manufacturing and Registered Pre-Apprenticeship Programs in construction, healthcare, and manufacturing, throughout the state of Oregon. The primary focus of this funding is to increase access to and engagement of individuals from ten identified priority populations as defined in SB 1545.
- Request for Applications (RFA) open date: September 22, 2023
- RFA will be posted on the ATD Grants website.
- Application process is in two parts. Part 1 is open to all applicants and Part 2 is by invite only based on applications submitted in Part 1
- Award cap: $300,000 per applicant
- Award Period: The one-year grant period begins on January 1, 2024

Job Opportunity: Environmental Assessment Program Manager
The Oregon Health Authority (OHA), Public Health Division (PHD), Environmental Public Health (EPH) Section is recruiting for an Environmental Assessment Program Manager.
The Manager will provide leadership to professional teams in the Climate and Health Resilience Program and the Environmental Health Assessment Program. The Manager is responsible for: developing and maintaining administrative and operational procedures for the Unit; coaching and personnel support for employees who are experts in engaging with communities and assessing known and emerging risks to human health posed by climate change and exposures to contaminants in the environment; formulate policy and programmatic responses to these risks; and provide technical assistance to an array of partners.
The Manager will administer two federal funds, two interagency agreements, and several contracts. The Manager is responsible for supporting staff development, team performance, and guiding strategic health equity principles into team culture.
