After a Decade, Commissioner Thomas is Leaving.
Delvin M. Thomas was appointed to the Board in 2010 by former Riviera Beach Mayor Thomas A. Masters, acting as Vice Chairman from 2011 until 2016 when, in May of that year, he was elected Chairman by his colleagues, a position he held until May 18, 2020. For nearly two decades, he has worked in real estate, finance and land development and brought that expertise to the RBHA. Mr. Thomas is also a licensed Realtor and has a degree in International Business from Northwood University. His colleagues, and the executive team, thank him for his years of stellar, steady leadership. "I'll continue to use my skills, knowledge and expertise to help ensure continued success at the housing authority," Mr. Thomas said, "and I remain willing to assist in any way I can." The Steady Work of Our Madame Vice-Chairwoman
She is also Chairwoman of the Authority's Community Relations Committee, through which she oversees housing applications, all waiting lists and resident relations. And, throughout April and early May, she also picked up 125 hot meals from Howley's Restaurant in West Palm Beach every day, by herself, primarily for our senior residents. "I don't know, it's just important to me to make sure our residents, especially our seniors, get what they need," said Ms. Thurmond, who is self-employed. "Caring for the community, that's what it's about." The meals resulted from a partnership with Living Hungry, a West Palm Beach-based nonprofit. The daily deliveries have stopped thanks to the official reopening of Palm Beach County two weeks ago--but not her focus. She's working with Heron Estates managers now to create an onsite food pantry. Among other things. We thank her.

For Heron Estates Senior Residents:
News, Events and Useful Information from the City of Riviera Beach
Both the city and the federal government want to hear from you! The city has a first-ever Community Values Survey that it's asking all residents to respond to. What do you like about the City? What would you like to see changed? The City Manager, Jonathan E. Evans, who attended our groundbreaking in January, says the City can't make change without knowing what its residents want. That includes the new residents of Heron Estates Senior. And the U.S. 2020 Census is seeking to count every human being living in the country, including, again, you! The RBHA was founded in 1968 and is a special district of the City of Riviera Beach. It is also an agency of the federal Department of Housing and Urban Development (HUD), as are six other housing authorities in Palm Beach County. The five-member Board of Commissioners meets on the second Tuesday of each month at the Authority office. The meetings are open to the public and nearly all information is available to the public by request. Click

Changes are coming.
As we welcome Alexis Lockhart to the Board, my heart is both excited and heavy. On the one hand, we're receiving a new professional who will bring a different perspective and a different skill set to the work we do on behalf of the city we love. On the other hand, we're losing someone who helped us achieve success. Former Board Chairman Delvin Thomas has been on our team since 2010 and brought focus, achievement and a leadership style that made a critical difference. So, in that sense--a move from one Board member to another--change is upon us. But as the current Board Chairman, one thing will remain the same: we will continue to work hard every single day to continue to create what Delvin Thomas helped us start. That will surely continue with Commissioner Lockhart. We welcome you with open arms and look forward to future accomplishments.

The Board has received its newest member: Alexis Lockhart, a young, hard-working resident who is looking forward to giving back. Ms. Lockhart is a 2018 graduate of Florida A & M University with a degree in Public Relations. She is currently the Communications Director for Faith’s Place Center for Arts Education in West Palm Beach (WPB) and is CEO of Lockhart District, her WPB-based marketing firm, that has provided services for businesses throughout Palm Beach County and, even, in Paris, France. “It has been my goal to invest in my community the way it invested in me,” Ms. Lockhart said. “Our city is a hidden gem and I’m excited to join the team committed to making our city excel—one safe, decent, affordable home at a time.” Ms. Lockhart was appointed on May 18, 2020, by Mayor Ronnie L.
