CICP Proposed Rule Update
As discussed at the January CICP Advisory Council meeting, HCPF is seeking legislation to follow the Advisory Council's recommendations to end the program. While we wait to see what happens with that proposed legislation, there are a few updates to the rule that can be made to ease administrative burden for our CICP providers and make applying a little easier for patients. HCPF will be presenting draft language to the Medical Services Board in April that contains the following:
- Removal of language that is no longer effective related to the counting of liquid resources (removed June 1, 2022) and determining lawful presence (removed July 1, 2022)
- Alignment of some terms and timelines with existing Hospital Discounted Care rules and/or policies
- Removal of the stipulation that an applicant must provide a Social Security Number or meet an exception
- Removal of the information related to the calculation of CICP payments to participating clinics
- Clarification on the appointment of the Chair for the Advisory Council
The Public Rule Review Meeting is set for Monday, March 18, 2024, and HCPF is continuing to conduct these meetings via email only. More information can be found on the Public Rule Review Meeting webpage. Comments on the proposed rule change can be sent to hcpf_CICPCorrespondence@state.co.us.
