CIE Partner Gathering: H.R.1 Listening Session Recap

Thank you to everyone who joined us for a listening session regarding H.R.1's impact on community services and clients in San Diego County. We recognize that these changes are affecting our most vulnerable clients, and we hope this space helped: share awareness of expected changes, facilitate open dialogue amongst partners, and propose actionable steps to prepare for the impact.

On July 4, 2025, H.R. 1 was signed into federal law. The bill included changes​ to the CalFresh and Medi-Cal programs, including but not limited to:​

A Look into Trends & Client Experience​

1. About one in three 211 San Diego/CIE clients are actively experiencing food insecurity.​

2. In 2025, there were a little over 50,000 clients who indicated they were enrolled in Medi-Cal –82% with an active CIE consent.​​ (see slide deck for additional demographic information)

"Philanthropy plays a vital role in helping bridge gaps in funding and services. It allows us to continue offering free or low-cost care, support uninsured and underserved populations, and expand programs that may not be fully covered by public funding."

"Corporations and individuals with excess wealth should feel the moral obligation to assist those in need of basic quality of life services."

"It plays a significant role. Demands for services have increased and will continue over the 2-3 years. Philanthropy will be vital to backfill where federal cuts and conditions of participant make sustaining and augmenting services difficult."

Once you have a user login, you can sign in to update, activate, or

de-activate your service listings at any time.​ Services must be updated at least once a year – but please submit changes as frequently as needed.​


How it Works:

  2. Make an update or add a new service​

2. Activate Your Services as Direct Referrals in CIE


Why? - Direct referrals ensure individuals are proactively connected to services through a coordinated system where organizations that accept those direct referrals can:



•    View Information about a client beforehand

•    Follow-up with the client to confirm eligibility for services

•    Track interactions and conversations with the client over time


3. Affinity Group Participation: A Cross-Collaborative Opportunity

4. Leverage Existing Programming to Inform & Empower Clients


Real-Life Scenario: City Heights Community Development Corporation scheduled a community clean-up in City Heights to meet with local residents. This event was infused with opportunities for community members to connect with one another as they gave back to the environment. The organization is committed to ensuring the community understands "we see you, and we are here for you." Programmatic staff also leveraged this event to provide real takeaways for City Heights residents including access to a Meal & Food Voucher Program (as seen below).
