What was CLI up to last week?

Artists Open Studio (AOS) is holding a Jingle & Mingle on Tuesday evening this week. It will definitely be fun and a good chance to do some Christmas shopping and support local artists.

CLI has had a few requests to figure out a way to blend some of our new integrated small group programs with large group stuff like we used to do back at the workshop.

While Ohio's laws no longer allow segregated sites like the workshop-- we understand that people miss the rambunctious fun of being together with a big group of friends. We also understand that some people want & need more hours of service per week. Almost all of CLI's services are paid by the Ohio Department of DD, using approximately 60% federal Medicaid money and 40% local match from the local County Board of DD. The new small-group services cost more money in the same way because staff time is shared by fewer clients (1:4 or less vs. 1:12).

It's absolutely possible to build 100% community based programming that includes both intensive integrated small-group stuff and also some large-group fun-- as long as we keep our eye on each client's desired outcome. Because services to people with DD are paid by public tax dollars-- it is required that providers must be able to prove that they are delivering specific services to further at least one of three outcomes: community employment, community integration, and independent living skills. Providers can be audited by CMS (Medicaid) and if we can't justify the reasons and appropriate settings for the services we provide-- we'd have to return the money we've been paid. This would almost certainly put CLI out of business.

The way forward is 1 ISP at time. It's more important than ever that each individual is able to build a custom but predictable schedule of community-based of day services. CLI will make sure that each of our clients has a single CLI staff point of contact so that even though we are constantly moving around-- families and other providers can easily reach people directly.

Another Olmstead Decision video from Illinois. Like the one last week, most of this one talks about residential settings, but all the same things are equally true about day services. The Olmstead Decision makes segregation illegal. This is why Ohio changed its laws so that it's illegal to take public, tax-payer money and use it to segregate people based on a disability.
