New York Adopts Statewide

Cash Acceptance Law

Governor Hochul signed legislation requiring that all retail establishments and food stores accept cash for in-person purchases in the state. The new law largely mirrors existing New York City law.


The bill is intended to prevent discrimination based on financial stability by ensuring access for individuals who rely on cash because they lack access to credit cards or checking accounts. In addition, the law prohibits food stores and retail establishments from charging higher prices to customers who pay with cash.


The law includes exceptions. Businesses are not required to accept cash bills denominated over $20, or to accept cash for telephone, mail, or internet-based purchases unless the transaction takes place on the premises.


The law does not provide a private right of action. Violations may result in a penalty of $1,000 for a first offense and $1,500 for each subsequent violation. The law takes effect on March 20, 2026. Businesses should prepare to ensure compliance.
