Dear CLPCCD Students,
In light of recent concerns expressed by members of our community regarding potential federal immigration enforcement measures, I want to acknowledge these concerns and reaffirm our district's unwavering commitment to the safety, well-being, and inclusivity of all members of our campus community. We stand by the principles established by California's sanctuary jurisdiction laws, Senate Bill (SB) 54 (the California Values Act) and Assembly Bill (AB) 21, which are designed to protect the rights of all individuals, regardless of immigration status, and foster a supportive campus environment.
Our District's Position and Guidance
California community colleges are bound by state laws that prohibit using resources to aid federal immigration enforcement, except as explicitly required by state or federal law. These laws remain in effect, and we are fully committed to adhering to their mandates. Below is a summary of the key protections and guidelines under Senate Bill (SB) 54 and Assembly Bill (AB) 21:
1. SB 54 – The California Values Act:
- Community college police/campus safety departments are prohibited from using personnel or funds to assist in federal immigration enforcement activities, such as investigating, detaining, or arresting individuals based on immigration status.
- Personal information about students, faculty, and staff cannot be disclosed for immigration enforcement purposes unless required by a judicial warrant.
- Immigration authorities are not permitted to use campus facilities for enforcement activities without a judicial warrant or other court order.
- Our campuses will continue to foster trust with immigrant communities by adhering to these policies and the Attorney General’s model guidelines.
2. AB 21 – Affirming Support for Immigrant Students, Faculty, and Staff:
- Personal information about individuals will not be disclosed unless required by a judicial order.
- If federal immigration officers seek access to campus, staff are directed to notify the College President's office to verify the request's legality.
- Emergency contacts will be notified if a student, faculty, or staff member is detained as part of an immigration action.
- Comprehensive support will be provided to undocumented students and others whose education or employment is impacted by immigration enforcement.
Commitments to Our Community:
- We will continue to refrain from collecting or sharing data on immigration status unless legally required.
- Our campuses will prominently display resources and guidance regarding rights under state and federal immigration laws.
- Legal support and information about immigration services will remain available to our students, faculty, and staff.
