Through generous funding from the Dollar General Literacy Foundation, COABE is pleased to offer our members the opportunity to nominate and apply for our national awards. The Outstanding Administrator, Teacher, and Adult Learner win $10,000 each. Our Incentive Grant winner, Scholarship winner, Workplace of the Year winner, Local Excellence in Advocacy, and State Innovation winners all receive $2,000 each.

Educate and Elevate Success Stories
David always dreamed of getting his high school equivalency diploma and having a career, but he never had the educational support to motivate him towards his goals. He finally decided to begin the adult education program at Rio Salado College. The one-on-one support inspired him. He found his motivation and obtained his GED® diploma within two months of enrolling. David’s next step was the Police Academy so he could become a Phoenix police officer.

Letter from Representative Tom Cole
Congressman Tom Cole, currently serving in the 116th Congress, on the Appropriations Committee and Rules Committee, wrote back to COABE member, Susan Bernard. Susan had written in to Congressman Cole utilizing our Educate and Elevate "3 click software" regarding the value of adult education and was delighted to receive a response back. Public Policy Update (12/06/19)
As we have reported in previous weekly updates, the Federal government is currently operating under a continuing resolution, which is set to expire on December 20, 2019. There are reports that House and Senate appropriators have come to an agreement on the 302(b) appropriations allocations, which set the overall funding levels for each of the 12 appropriations bills. At this time, these numbers have not yet been made public. Appropriators are now focusing their work on determining program-level funding numbers, including Adult Education programs. Broader issues such as funding for the border wall continue to stall negotiations, and we expect that appropriators will not be able to complete their work before the December 20th deadline. Congress will likely need to pass another continuing resolution to keep the government funded.

Survey from the Institute of Education Sciences (IES)
The U.S. Department of Education’s nonpartisan Institute of Education Sciences (IES) funds research relevant to improve outcomes for adults with low basic skills (e.g., reading, writing, math, English proficiency) who may be in or entering postsecondary or adult education . IES wants to connect with researchers conducting work with adult learners to share information about resources (e.g., IES datasets) and opportunities (e.g., funding, training). If you are a researcher interested in connecting with IES, please fill in this short form: https://surveys.ies.ed.gov/?Researchers by February 14, 2020 . IES will not share your information and will use it to provide additional information via email. COABE Journal - Call For Articles
The COABE Journal seeks to be the resource that adult educators turn to for learning and inspiration. Since the COABE Journal started using a themed format – first with Career Pathways, then Prison Literacy, and most recently with our Leadership edition, we have seen a tremendous response. The journal has amassed more than 58,000 downloads collectively. We hope you will consider sharing your expertise as we begin planning for the Spring 2020 issue.

The next edition of the COABE Journal will focus on workforce development and workforce literacy, and we would invite our membership to consider submitting articles.

Talking Points
By 2024, 48 percent of job openings will be middle-skill and 32 percent will be high-skill. This means that, five years from now, nearly 80 percent of all job openings will require more than a high school degree[iii]. We already have a problem filling labor market needs, and the situation is only projected to worsen. Adult education provides a significant opportunity to bridge the workforce supply-and-demand gap.

The Coalition on Adult Basic Education (COABE) represents the system of 55,000 adult educators, administrators and mentors working to improve educational outcomes for adults in the U.S. We work with the 43 million U.S. adults who possess low literacy skills[iii]. Across the nation, COABE members work tirelessly to help these underserved adults master the skills they need to compete and build careers – and better futures for themselves, their families, and their communities.
