State Accepting Applications for Projects
to be Funded by VW Settlement
N.C. Department of Environmental Quality The Division of Air Quality has released applications for two RFPs for projects that achieve significant reductions in emissions.
Under the Diesel Bus and Vehicle Program:
  • $24.5 million will be available
  • 40% will be allocated for school bus replacement
  • Projects can be submitted by local, state and tribal governments, public or nonprofit organizations or eligible public-private partnerships
Under the DC Fast Charge program:
  • $3.4 million will be available for the installation of Zero Emission Vehicle (ZEV) Charging Infrastructure
  • Projects in designated corridors will receive priority to expand the state’s charging infrastructure network
  • Projects can be submitted by eligible businesses, incorporated nonprofits, and state, local, tribal or municipal government agencies

Interested applicants can find the applications, RFPs and additional program information at deq.nc.gov/VWSettlement . DAQ will also host application workshops in July to provide technical assistance. Registration for those workshops is available online. 
The 2020 Census:
An Important Way to Support Your Community
While the next census itself will be taken in 2020, the Census Bureau is already recruiting to fill important positions. With the help of organizations like yours, they plan to recruit and employ thousands of Americans as Census Takers throughout the country. Since most communities are best known by the people who live and work there, you can help—and help your community—by getting the word out about 2020 Census jobs in your community! How can you or your organization help to get the word out about 2020 Census jobs?
You can help by doing any of the following:
  • Posting information about 2020 Census jobs using your organization’s social media channels, as well as by tagging other organizations that might also be willing to share this information
  • Posting information about 2020 Census jobs on your organization’s website and/or in newsletters
  • Distributing promotional materials about 2020 Census jobs to your clients, customers, and/or members
  • Displaying promotional materials about 2020 Census jobs in your offices and other facilities
  • Allowing a Census Bureau recruiter to distribute promotional materials to your clients, customers, and/or members
  • Sending an email with 2020 Census jobs information to your contacts
  • Inviting a Census Recruiter to present information about 2020 Census jobs at your meetings or other gatherings, or being willing to provide 2020 Census jobs materials at those times yourself
  • We are also very interested in any ideas you may have; since nobody knows your organization better than you, we look forward to working with you in what you believe will be the most effective ways

NC Medicaid Managed Care Launch Phase 1
The Medicaid Managed Care call center (833-870-5500) and website went live on June 28. Beneficiaries are already using both to learn more about managed care and enroll in a health plan. NC Medicaid Managed Care Phase 1 is on track for beneficiaries to begin using their health plan on November 1.
NC Medicaid Managed Care Phase 1 covers counties in regions 2 and 4:
  • Region 4: Alamance, Caswell, Chatham, Durham, Franklin, Granville, Johnston, Nash, Orange, Person, Vance, Wake, Warren, Wilson
Towns of Warrenton, Norlina, and Louisburg Receive USDA Funds
The three Towns identified above received grants and loans from USDA’s Community Facilities Program to improve public safety. The Town of Warrenton received a $33,800 loan and a $41,200 grant to be used for the purchase of two police vehicles and installing police equipment; including security cameras. The Town of Norlina received a $40,000 loan and a $74,000 grant to purchase four new police vehicles and necessary police equipment. The Town of Louisburg received a $200,000 loan a $100,000 grant to be used for the purchase of a new fire truck. The USDA’s Rural Development program provides loans and grants to help expand economic opportunities and creating jobs in rural areas by supporting infrastructure improvements. 
Franklin County Bridge Replacement
The bridge on Person Road over Sandy Creek located in northern Franklin County will be replaced due to the structure becoming functionally obsolete and deficient. Work could begin as early as the last week of July and should be completed by June 2020 according to the NCDOT.

SPOT P6.0 Update
KTRPO staff is in the process of scheduling pre-submittal meetings with the NCDOT Aviation and Rail Divisions. These meetings will enable RPO staff and the P6.0 Subcommittee to select competitive projects for the allocation of Local Input Points for regional projects. Members of the P6.0 Subcommittee have been selected and notifed meetings will begin in late July or early August. A preliminary list of projects for all modes (Highway, Bicycle/Pedestrian, Transit, Aviation, and Rail) will be presented to the KTRPO TCC and TAC for approval during the September 26, 2019 joint meeting.  
Recycle Right NC
DEACS is excited to announce the upcoming launch of North Carolina’s statewide anti-contamination campaign, Recycle Right NC, and invite you to participate. Join us in cooperation with partners across the state to clean up recycling through unified messaging! By participating in Recycle Right NC, you will further educate your residents on which items should and should not be placed in their recycling cart with:
  • An up-to-date, MRF-approved accepted list of recyclables, either designed by your own community or provided by DEACS
  • Direct mailers, like inserts and postcards
  • Social media posts
  • Press releases
  • And other educational materials like print ads, flyers, etc.

What YOU Will Get:  After signing up, you will receive coaching on the next steps of the campaign, an invitation to join our campaign’s closed Facebook group, an office window cling, and stickers for residents.

Future Investment Resources for Sustainable Transportation
The NC FIRST Commission is tasked with evaluating North Carolina’s current and future transportation investment needs and advising the Secretary of Transportation of new or better ways to ensure that critical financial resources are available in the future. The NC FIRST Commission would like your feedback as it gets started on work to recommend how to modernize transportation revenues. Share your thoughts by July 31, 2019. 2019 Sustainable Fleet Technology Conference and Expo 
The 3 rd  Annual Sustainable Fleet Technology Conference will be held August 7-8, 2019 at the Durham Convention Center. Discover the latest and greatest in sustainable fleet technology, operations, and implementation. The Sustainable Fleet Technology Conference will showcase the latest technologies in biofuels, electric, natural gas, and propane. The conference will also have a strong focus on data driven decisions and technologies. Scheduled to attend are over 50 speakers and 40 exhibits; this event will highlight the leading edge of sustainable fleet practices and alternative fuel opportunities.

NCDOT Bike & Pedestrian Planning Grant
The NC DOT is currently accepting applications for the 2019 Bicycle and Pedestrian Planning Grant Initiative. The program provides funding for municipalities and counties across the State to develop comprehensive bicycle and pedestrian plans. These plans mainly focus on enhancing mobility, improving safety and promoting economic and healthy benefits. A short webinar describing the grant program and answering applicant questions will be held within the upcoming weeks. NC Mobile CARE Awards Nomination
Mr. Clark Thomas, City of Henderson
The Kerr-Tar Regional Council of Governments’ Planning Department is pleased to nominate Mr. Clark Thomas, Engineering Director with the City of Henderson for the 2019 NC Mobile CARE Awards. Clark is being nominated for being an individual that exhibits outstanding efforts in reducing transportation emissions and advancing alternative fuel and transportation technologies in North Carolina. Clark was instrumental in the Henderson being awarded four (4) electric vehicle charging stations through Duke Energy’s Electric Vehicle Infrastructure Project. The Planning Department recognizes Clark’s outstanding efforts in these initiatives and wishes him much success during the NC Mobile CARE Award selection process. Awards will be presented during the Pre-Conference Events and Trainings of the Sustainable Fleet Technology Conference and Expo on Tuesday, August 6, 2019 at the Durham Convention Center.
Location(s) of Vehicle Charging Stations in Henderson
A new Supercharger has been installed at the Sheetz (Store # 471), located at 619 Ruin Creek Rd. The Superchargers have 8 ports that are designed for charging the Tesla Model S and Model X. Presently, there are five other charging stations located in Vance County. The other electric vehicle charging stations are located at: The Walmart Supercenter; The City of Henderson Public Works Department; The City of Henderson Police Department; and Duke Energy Henderson.
