13th View Street Reduced to Single Lane During Rehabilitation Work
Beginning as early as Wednesday, July 12 a temporary signal will be
in place during this long-term lane closure
NORFOLK, VA – Beginning after morning rush hour, on Wednesday, July 12, Hampton Roads Connector Partners (HRCP) crews are scheduled to begin the installation of a temporary one-lane, two-way traffic control signal system on 13th View Street beneath the I-64 east and I-64 west bridges. The long-term operation will reduce 13th View Street to one lane, with traffic being alternated in each direction, controlled by traffic signals. The first traffic signal will be placed on 13th View Street just after the intersection of Little Bay Avenue and a second traffic signal will be placed on 13th View Street near the Willoughby Boat Ramp entrance.
 
Motorists must obey the traffic signals at all times. When the traffic signal is red, motorists must stop. Motorists may only proceed when the traffic signal changes to green for their respective direction. Each directional rotation may last up to 45 seconds.
As part of the I-64 HRBT Expansion Project, crews will be performing lead abatement work, storm drain installation and new water main installation under the existing I-64 bridge over 13th View Street. The lane closure is estimated to be in place for approximately three months. The speed limit will remain 25 mph through the work zone. During this phase of construction, curbside parking along 13th View Street in the vicinity of the construction activities will be restricted. Access to the Willoughby Boat Ramp will be maintained during this phase of construction.
