To help students and businesses connect, my office has put together a listing of summer and after school Teen Job Opportunities that are still available with participating businesses. COVID-19 & Budget Town Hall
Last Thursday I held my COVID-19 & Budget Town Hall as a virtual town hall with County Executive Bryan Hill. You can watch the full town hall here . There was significant concern about the over 5% advertised tax increase on the average homeowner. The COVID-19 pandemic has created additional angst. I was the sole vote against advertising the tax rate increase and I am even more convinced that this is not the time to increase the tax burden on our residents. The world has changed, and we need to be doing what our businesses and residents are having to do and balance our spending with our available resources - to focus on needs not wants.

It is clear the FY 2021 Enacted Budget will have to be drastically different than the Advertised Budget. We are still working on how we will conduct public hearings for the budget and a revised budget as a place to start the discussion. I have not seen the full impact of the revenue reductions (or the federal support we will receive) but I am hopeful we can balance the budget without a tax increase on our residents.

The county has already taken some important steps to limit spending:
  • Implemented a hiring freeze
  • Canceled all non-essential travel
  • The FY 2020 Third Quarter Review (to be advertised Tuesday) is normally a time pet projects are funded - the County Executive has proposed a reserve totaling $11.3 million. These funds would be set aside to address to COVID-19 pandemic, including necessary spending requirements and offsets to potential revenue loss.

Latest COVID-19 News in Fairfax County
Fairfax County Health Department has reported the first COVID-19 death in the Fairfax County Health District. You can read the entire announcement here.  As of 12:00 pm on Monday, March 23, 2020, there have 43 been total positive cases within the Fairfax County Health District. The Fairfax County Health Department and the Center for Disease Control continue to urge residents to practice social distancing and for high-risk members of the community to self-isolate.

Latest Action Taken by Governor Northam
Today, Governor Northam announced Executive Order 53 which will close schools for the remainder of the academic year and some businesses for the next 30 days. The Fairfax County School Board is having an emergency meeting this afternoon to discuss strategies to continue the education of our students. A more detailed list of changes included in the Governor's Executive Order is listed below. This list was assembled by county staff and is our current understanding. We are still waiting on further guidelines form the state government.
  • The order will take effect at midnight tomorrow night (March 24) and be in effect for at least 30 days
  • Restaurants can remain open for carry out, curbside, and delivery only
  • Non-essential establishments can remain open, but must adhere with the 10-person gathering rule
  • ABC stores will remain open
  • Social distancing matters everywhere (even essential businesses). 
  • Need to step up sanitation
  • Workplace guidance is available on the CDC website
  • Statewide communication network will include VDOT signs
  • Asking faith sites to continue to practice social distancing
  • Continue to keep an eye on price gouging
Tax Dates
  • Federal: The new deadline to file and to pay your federal taxes is July 15th.
  • State: Virginia will allow residents to delay paying their 2019 income taxes until June 1. Virginia is also delaying the payment deadline for sales taxes for retailers to April 20th. Delayed payments may be subject to interest.
  • Fairfax County: The County has announced the tax relief application for seniors and people with disabilities has been extended to June 1st. The tax relief workshop that was schedule at my office will be rescheduled.

Community Food Distribution
Fairfax County Public Schools (FCPS) continues to provide grab and go meals at no cost for students at 44 locations throughout Fairfax County . Breakfast is served from 8 to 10:30 a.m.; lunch, from 10:30 a.m. to 2 p.m. All students enrolled in FCPS schools and other County children receive one meal at no-cost. Adults may purchase breakfast and lunch meals for $2.00.
Starting March 20, two school sites are offering curbside pickup for breakfast and lunch from 10:00 a.m. - 1:00 p.m. FCPS staff will deliver meals to children and adults while they wait in their cars in the kiss and ride line.
  • Westgate Elementary, 7500 Magarity Road, Falls Church
  • Oak View Elementary, 5004 Sideburn Road, Fairfax  
FCPS has added 7 additional bus routes to their grab and go meal access program. A full list of locations can be found here . For more information on the above mentioned food access programs as well as other food resources in the community, check out the searchable resource map .

Teen Job Opportunities Listing is Live
In light of the health concerns surrounding the Coronavirus, the remaining Fairfax County Teen Job Fairs are cancelled for 2020. I was hoping to schedule a makeup date in late April but with the Governor's announcement today closing schools for the remainder of the academic year, that cannot happen. However, connecting students and businesses is very important and with students home from school, I want to provide a way for them to still find jobs for the summer. Many of the employers count on the Teen Job Fairs to fill their openings, with some hiring up to 90 percent of their hires from the fairs.

To help students and businesses connect, my office has put together a listing of Teen Job Opportunities that are still available with participating businesses. You can view the list on my Teen Job Fair webpage . Support for Local Restaurants to Keep them Here
One way you can support our local business community is by ordering carryout from our local restaurants and breweries. In my last Herrity Report, I shared a list of restaurants we confirmed were still open and offering a pickup or delivery services. You can find the list here Since Friday, many of you have shared additional restaurants offering a similar service. We've included your suggestions in our updated list. It is best to check with the restaurants directly regarding their operating hours as many are changing.
Other Useful Updates and information

Senior Only Shopping Hours
Some grocery stores are offering senior only shopping hours. My office has received conflicting advice as to whether seniors should participate in this program. However, many communities are arranging volunteers to help seniors grocery shop. If you would like assistance, I would encourage you to reach out to your local HOA leadership and my office.

Disinfected Wipes Should Not be Flushed Down the Toilet
Over the weekend, CNN reported that disinfecting wipes may be helping people combat the spread of germs, but they make cause harm or blockage to sewer systems in they are flushed down the toilet. Please throw your used disinfected wipes in the trash instead of flushing them- even the "safe to flush" ones. You can read the entire CNN article here .

General COVID-19 Information from Inova

Visitation

Inova Health System will be suspending all in-person visitation as of Saturday, March 21, 2020 at 8 p.m. and encouraging video meetings between patients and loved ones. Understanding that a family member, caregiver or visitor may be crucial for clinical and patient care, exceptions to Inova's Visitation Guidance can be made in extenuating circumstances.

Telemedicine

With the philosophy of trying to limit risk of exposure and spread of COVID-19 and to help our clinicians with greater flexibility to safely treat our patients, Inova has adopted a system-wide initiative that will allow patients to receive a wider range of healthcare services without having to travel to an Inova healthcare facility.

Beginning Thursday, March 19, Inova will offer the option for appointments to be conducted via telemedicine (video or phone), with flexibility to meet in person if a clinician determines necessary.

Four-legged friend of the month

Chanteo is a seven-year old male German shepherd who is currently at the Mike Frey (Fairfax County) Animal Shelter waiting for his forever home. He loves to play fetch, go for walks, and even walks on the treadmill. He grew up with children of all ages, and they were able to handle him without issues.
