As City Administrator, Matt will serve as the chief executive officer for the City, responsible for implementing City Council policies, overseeing day-to-day operations across all departments, and ensuring that city services meet the needs of residents.

Join Mayor Greg Bozzo and the City's new Economic Development Director, Raissa de la Rosa for coffee and conversation. The Mayor will share the City Council’s recent accomplishments in economic development and their vision for the future. Topics include balancing Gilroy’s agricultural heritage with evolving economic and environmental conditions, revitalizing the historic downtown, expanding diverse housing options, and partnering with local nonprofits to align growth with community priorities.

Civic Center Master Plan
Environmental Impact Report Available for 45-Day Review

The Civic Center Master Plan is moving forward following last year’s extensive community outreach and planning process. The City’s consultant, ELS Architecture and Urban Design, has completed the Draft Civic Center Master Plan, reflecting significant community and stakeholder input.
This week, the City released the California Environmental Quality Act (CEQA) environmental documents, including the Draft Environmental Impact Report (DEIR), for public review and comment. The 45-day review period is now open.
The DEIR evaluates potential environmental impacts, both positive and negative, of the proposed project and identifies measures to mitigate significant adverse impacts. After the review period, City staff and ELS will consider all comments and project alternatives before presenting the final DEIR to the City Council for a decision.
Project Overview: The proposed Civic Center Master Plan includes:
- Demolition of the existing City Hall, Wheeler Auditorium, City Hall Annex, senior center, civic center parking lot, and Hanna Street between 6th Street and 7th Street.
- Construction of a new City Hall, multigenerational recreation center with outdoor swimming pool, multi-generational community center, paseo and civic park
- Addition of approximately 425 parking spaces
- Retention of the existing police station, library, and residences

Planning for the Future
Gilroy Blue Skies Initiative

January was a busy and productive month for the Blue Skies Initiative. Two focus group meetings were held to discuss long-term environmental risks affecting the City of Gilroy. City staff met with members of the Technical Advisory Group and local community organizations to discuss how the City can help reduce the impacts of floods, droughts, wildfires, and extreme heat in Gilroy.
The Gilroy Blue Skies Initiative is a collaborative effort with stakeholders and community input and will ultimately develop a plan to guide future development requirements, with the goal of decreasing greenhouse gas emissions in our community.
What’s Next
Community Survey
In the coming months, the City will launch a community survey stemming from our meetings with the identified stakeholders to gather input and feedback to help identify community priorities and needs.
Community Events
Staff is actively exploring opportunities to engage with the public by participating in upcoming community events. Event dates and locations will be shared as soon as they are finalized.

Applications for Community Development Block Grant (CDBG) Funding Now Available | |
The City of Gilroy is happy to announce the availability of Community Development Block Grant (CDBG) funds for eligible nonprofit organizations for the 2026-2027 program year.
Each year, the City receives a CDBG entitlement grant from the U.S. Department of Housing and Urban Development (HUD) to support programs that primarily benefit low and moderate-income individuals, families, and households within the Gilroy city limits.
Application packets will be available on the Housing and Community Services webpage starting Friday, February 6, 2026.
Applications are due on Monday, March 2, 2026, by 5:00 PM.

In these key positions, you will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub-professional engineering work in the office and field.

| | Santa Teresa Fire Station Staffing Report | | |
During the week of January 23, 2026, the Interim Santa Teresa Fire Station was staffed for seven days.
The station will be staffed as often as possible based on available personnel and the responsible use of overtime.
When staffing is available, the station may be placed in service with:
- A Type 1 engine with three firefighters, or
- A Type 6 engine with two firefighters, depending on daily personnel availability.
There may be days when no qualified staff are available, in which case the station will be unstaffed. This is consistent with our operational approach during the winter season.
We will continue to staff the station when needed in response to heightened public safety concerns, including:
- State of emergency declarations
- Red Flag Warnings
- Fourth of July and surrounding weekends
- Potential flood conditions or other disasters
- Public events or gatherings where increased risk is identified
This weekly report is part of our ongoing commitment to transparency regarding the staffing status of the Santa Teresa Fire Station.

The Youth Basketball League continues to offer a fun, non-competitive learning experience to children from 4 to 11 years old.
This season, kids are learning fundamentals, building confidence, and staying active, all while making friends and creating lasting memories.
Classes take place at the Wheeler Center, welcoming both Gilroy residents and nonresidents.

❓When I pay my Utility Bill, I am charged a $1 fee for autopayment. Why is this $1.00 charge not included on the monthly utility statement? I understand there’s a higher processing fee for using a credit card. Thank you.
The $1.00 fee is a fixed flat fee for all e-check/ACH payment transactions. The fee is assessed by the merchant processor for utilizing the online payment services, and the City does not retain any portion of these fees. Thus, the reason it is not listed on the Utility Statement.
❓Is there a city plan for a farmers market. I know through many conversations with people that a farmers market, possibly in gourmet ally would be a delight. A possibility could be Sundays to accommodate people who want to support Morgan hill and Gilroy.
As part of the City of Gilroy’s 2040 General Plan, Environmental Justice section 2.3, farmers markets are encouraged in Gilroy to improve access to healthy foods, health services, and resources to enhance quality of life. At this time, the City has received a special event application for a weekly farmers market, this is currently under review.
