NMAHU Northlander Notes
May 2015
President's Message  by Keith L. Wright

Did someone say it is May already? Where has the time gone? It seems like yesterday we were starting the Association year. Nominations are still open if you would like to a take a leadership position in your Association. Contact me or any member of the nominations committee for questions or to volunteer.

Our May 6th meeting will be a good one with the State Officers and Board  in attendance. Cathy Cooper will be giving us an update on State and Federal Legislative issues. I hope to see you there.

Our President-Elect, Raquel Paulus will be representing us at our National convention in New Orleans at the end of June. This event is open to all members and early bird registration ends May 6th.

This will probably be my last Newsletter as your President. As it has in the past, it has been my pleasure to serve as President of NMAHU. We work in a very competitive industry and it is nice to see agents have an organization to be able to come together for a common cause.

On February 6, 2015, the Centers for Medicare & Medicaid Services (CMS) released a final rule regarding changes to Medicare Advantage and Medicare Part D to take effect in 2016. According to CMS, this final rule "implements statutory requirements, improves program efficiencies, strengthens beneficiary protections, clarifies program requirements, improves payment accuracy, and makes technical changes for Contract Year (CY) 2016."

The final rule includes the following key provisions:

  • Revises the rule requiring efficient dispensing to Part D enrollees in long-term care facilities and expands quality improvement program regulations;
  • Requires Medicare Advantage Prescription Drug plans to establish and maintain a process with network pharmacies to ensure timely and accurate point-of-sale transactions;
  • Requires Medicare Advantage organizations and Part D sponsors to develop and implement business continuity plans meeting certain requirements;

On April 16th, President Obama signed legislation repealing Medicare's Sustainable Growth Rate (SGR) formula for physician reimbursements.  The bill blocked a 21 percent cut in Medicare Payments.  The Senate passed the bipartisan bill just hours before the cut was to take place.  The bill also extends the Children's Health Insurance Program (CHIP) for another two years.

Capitol Day was held in Lansing on April 21st.  President, Keith Wright and HUPAC Chair, Jay Schripsema attended from our Chapter.  This is modeled after our National Capitol Conference in Washington, DC.  Members from across the State meet with Senators and Representatives to let them know who we are and what we do, and to discuss key health insurance issues with them.  Keith and Jay met with Senator Wayne Schmidt and Representatives Larry Inman and Bruce Rendon.  They also met with Staffers from Senator Booher, Representatives Franz and Potvin's offices.  One of the Guest Speakers was Medicaid Director Steve Fitton, who shared some very interesting information. This event is open to all of our members and we hope you'll consider attending next year.

As a friendly reminder it is never too late to donate to HUPAC!

HUPAC's Mission:

"The purpose of the National Association of Health Underwriter's (NAHU) Political Action committee(HUPAC) is to raise funds from NAHU members for the purpose of supporting the political campaigns of candidates who believe in private sector solutions for the health and financial security of all Americans."

Why is HUPAC necessary?

Few other industries are as heavily regulated as health insurance. Therefore, your success, and that of your clients, is directly dependent upon the actions of Congress. It is absolutely critical that we help those members who are willing to consider our point of view in support of private sector health insurance.
