WA CIE Vision and Mission

The WA CIE team has developed vision and mission statements to define the core purpose of the WA CIE and our aspirations for its impact within the state. These statements were developed in partnership with members of the Interim Advisory Committee (IAC) and Interim Data and Technical Advisory (IDATA) Workgroup to guide our work.

Our advisory groups are finalizing the WA CIE values and principles that will guide governance approach and accountability. We look forward to sharing these in an upcoming issue of this newsletter.

New Opportunity: Interim Policy Workgroup (IPW)

We are recruiting individuals from a diverse range of sectors, organization types, geographic areas, and populations served to join the new WA CIE Interim Policy Workgroup (IPW). The IPW will shape the policies and procedures needed to launch the WA CIE in 2027.

This is an opportunity for you to:

Influence WA CIE policy design and implementation
Collaborate across sectors
Play a meaningful role in building an equitable, community-led infrastructure for Washington

We estimate each IPW member’s time investment will be four to eight hours per month from August 2026-August 2027.

We welcome applications from those who:

Have direct experience writing or implementing organizational policy
Can offer insights that will help ensure policies are equitable and useful in real-word situations
Can actively participate in monthly virtual meetings as well as discussions and activities outside meetings

Virtual Public Input Walk-In

Join our virtual public input walk-in. This is a dedicated space for casual conversation where you can connect with WA CIE team members. Save the dates and bring a snack:

The WA CIE team welcomes public input to inform current and future WA CIE activities. Send a message through the Public Input Box to share your thoughts and ideas on what is happening, what is planned, and what you want to see.

Community Perspectives Survey

Share your thoughts on what success for the WA CIE looks like by completing the Community Perspectives Survey. This survey is anticipated to launch in July and will remain open through August. Keep an eye out in your inbox for the survey and take advantage of this opportunity to inform how the statewide CIE can improve care coordination.

Human-Centered Design Sessions

The WA CIE team hosted two human-centered design sessions this past month. The goal was to hear from the community about how the WA CIE can and should meet them where they are. Participants addressed two questions:

What functionalities does the WA CIE need to have to better connect systems of care from a Community Care Hub to a partner agency?
How can the WA CIE improve care coordination workflows to better support systems of care from a community-based organization to a community member?

The first session was held with Community Care Hub supervisors and staff. Participants focused on discussing functionalities that might be useful. These ideas were then prioritized to determine which functionalities were important to include in the initial launch.

The second session was held with care coordinators across different partner organizations, including community-based organizations and federally qualified health care systems. Participants focused on creating workflows that better address barriers to successful care coordination.

Learnings from these sessions help us understand how future users will interact with the CIE and inform design decisions grounded in their goals, behaviors, and pain points.

WA CIE Advisory Groups

To demonstrate our commitment to community co-design that will improve care coordination across health and social care sectors, we are building community engagement into the foundation of our activities. Co-designing the governance of the WA CIE is foundational to realize HCA’s vision for the WA CIE. So, to engage and build trust with community members early in the process, we have formed two advisory bodies made up of community partners to support the work of the WA CIE team. We chose to start with an interim governance structure to build a roadmap for generating awareness, interest, trust, and engagement.

WA CIE Interim Advisory Committee (IAC)

The IAC continues to engage deeply in the design of the WA CIE governance structure. In addition to their regular monthly meeting, members have participated in ad-hoc sessions with IDATA members to collectively draft WA CIE values and guiding principles to lead our work and co-design future advisory board and committee structures.

We are also welcoming a new member this month — Elaina Perry from the Washington State Department of Health — who will fill the seat previously occupied by Maria Courogen. Congratulations on a well-deserved retirement, Maria, and thanks for your service on IAC!

WA CIE Interim Data and Technical Advisory (IDATA) Workgroup

This past month, IDATA members continued strengthening a shared understanding of core CIE concepts while advancing toward the initial WA CIE launch. This will be a first version that includes the main CIE features, and allows us to improve and expand them later with feedback from early users. The initial launch capabilities and functions will align with the feedback received from the community and are being prioritized with input from the IDATA workgroup. A consistent theme across discussions was the importance of delivering value and flexibility through an interoperable data exchange while maintaining trust, safeguarding privacy, and avoiding overly complex or burdensome workflows for participating organizations.
