Click here to find a fact sheet outlining the new NC DHHS COVID-19 Support Services Program and Community Health Worker Initiative as announced in late August (press releases are available online here and here). This document provides an overview of NCDHHS-covered services and the community health worker program in target counties, including:
- What are the CHW and Support Service programs
- What support services are available at no cost to individuals
- Who is eligible for support services
- How you play a role in connecting residents to support
- Who to contact for more information
We urge you to send this around your organization to ensure our partners have the most updated information and can refer our residents to the support they need to quarantine and isolate safely and effectively.
Thank you for all you are doing to help slow the spread of COVID-19 in North Carolina!

Individual Provider Applications Returned for Request of Transcripts; New NCTracks Provider Data Collection FAQs
Individual Provider Applications Returned for Request of Transcripts
In order to process your application, we must verify your education. Contact [School Name] and request a transcript be emailed to ProvEnrollSuppData@gdit.com. If the school is unable to electronically send the transcript to an email address, request the school send a sealed transcript to: Provider Enrollment, PO Box 300009, Raleigh, NC 27622.
*Note: For Transcripts ONLY, please disregard the standardized text below with instructions to upload an electronic copy of the required documentation to the Provider Portal. The transcript is an exception and must be sent via certified mail or emailed from the school.
Due to the potential delay depending on schools returning the transcripts, an adjusted time frame will be offered for applications in this circumstance. Providers will initially have 30 days to submit the transcript. If NCTracks does not receive it within 30 days, another 30-day notice will be sent requesting the transcript, prompting the provider to follow up. This will allow a total of 60 days for receipt of the transcript. If the transcript has not been received within 60 days, the application will be abandoned and the provider must resubmit the application and pay all applicable fees.
As mentioned in the note above: School transcripts are an exception to the typical instruction of uploading the applicable documents on the Upload Documents page. The official nature of school transcripts requires them to be submitted via the secure email address or mail only; they may not be uploaded by the provider.
Additional Q&A Added to NCTracks Provider Data Collection FAQs
More questions and answers have been added to the NCTracks Provider Data Collection FAQs page, including commonly asked questions about work history and school transcripts. Providers are encouraged to review these updates and check back often as more FAQs are added frequently.

Today, the Centers for Medicare & Medicaid Services (CMS) issued guidance to state Medicaid directors designed to advance the adoption of value-based care strategies across their healthcare systems and align provider incentives across payers.
Value-based Care State Medicaid Directors Letter-Fact Sheet
The Centers for Medicare & Medicaid Services (CMS) is releasing guidance for states on how to advance value-based care (VBC) across their healthcare systems, with a particular emphasis on Medicaid populations, and to share pathways for adoption of such approaches. CMS has made a strong commitment to advancing VBC in Medicare for its 61.7 million enrollees. This guidance is designed to ensure that this same commitment can be made at the state level through Medicaid with its nearly 74 million beneficiaries.
This guidance includes an assessment of key lessons learned from early state and federal experiences in implementing VBC reforms, as well as a comprehensive toolkit of available federal authorities for states to adopt for innovative payment reform efforts within their individual programs. The guidance stresses the importance of multi-payer alignment in VBC to drive care transformation, and supports state efforts to align new payment models in Medicaid with Medicare and other private payers.

Child Welfare in the News
NC: Human trafficking exploits vulnerable populations (Commentary)
Mountain Xpress - September 11, 2020
Angela Bradley was 10 the first time she was paid to have sex. A neighbor who was a gang member introduced her and became her "manager," and when he paid her $100 after the act, she thought it was an incredibly easy way to make money. "I had already been molested by an older man who gave me candy and presents, so this was nothing new, really," says Bradley, who today works for Legacy of Hope International, a South Carolina-based nonprofit.
NC: There's a Simple Solution to End Child Marriage in North Carolina
Ms. Magazine - September 11, 2020
Child marriage, or any legally binding marriage where one or both parties are below the age of 18, occurs at particularly high rates in North Carolina, which ties with Alaska for the youngest legal age of marriage. (The top three states for child marriage as of 2017-Texas, Florida and Kentucky-have all reformed their legislation and significantly reduced child marriage rates since.) According to state law, a child can legally get married in North Carolina at age 14-though some marriage records show legally binding marriages involving girls as young as 12.

Protecting Our Children: COVID-19's Impact on Early Childhood and ACEs: Webinar Recording
While children are not at high risk for contracting COVID-19, the pandemic has disrupted their lives and exacerbated challenges to children's health and well-being. Children's poverty rates could increase by 53% during the pandemic. The economic consequences include increased food insecurity and housing instability. Additionally, school closures are putting kids at risk for toxic stress, with 1 in 3 public school students lacking adequate access to the resources necessary for remote learning. The short- and long-term impact of this constantly evolving situation is not evenly distributed and may have massive consequences for the most vulnerable children. This webinar brought together experts to provide information and guidance on early childhood development, adverse childhood experiences (ACEs) and COVID-19's impact on children.
- The importance of early childhood experiences in lifelong health and how adversity affects both the developing brain and other physiological systems
- What ACEs initiatives are doing to respond to COVID-19 and the opportunities and challenges the pandemic has produced for professionals in the field
- Lessons from a health plan's investment in programming that addresses ACEs, including education on ACEs for teachers, policy makers and health care professionals

First-of-its-Kind National Partnership Aims to Redesign Child Welfare Into Child- and Family Well-Being Systems
This first-of-its-kind partnership - Thriving Families, Safer Children: A National Commitment to Well-being - will work across the public, private and philanthropic sectors to assist jurisdictions in creating more just and equitable systems that benefit all children and families and break harmful intergenerational cycles of trauma and poverty. "Having invested heavily in elevating the voices of parents and youth with lived experience in child welfare, we now have not only the opportunity but the obligation to act on what they've told us they need to stay strong and healthy," says Jerry Milner, associate commissioner for the Children's Bureau at the U.S. Administration of Children and Families. "Our four organizations are uniquely prepared and driven to do just that, by transforming child welfare into a child and family well-being system." The Thriving Families Initiative will help select jurisdictions move from traditional, reactive child protection systems to systems designed to proactively support child and family well-being and prevent child maltreatment and unnecessary family separation. STOP SV: A Technical Package to Prevent Sexual Violence
This technical package represents a select group of strategies based on the best available evidence to help communities and states sharpen their focus on prevention activities with the greatest potential to reduce sexual violence (SV) and its consequences.
These strategies focus on promoting social norms that protect against violence; teaching skills to prevent SV; providing opportunities, both economic and social, to empower and support girls and women; creating protective environments; and supporting victims/survivors to lessen harms. The strategies represented in this package include those with a focus on preventing SV from happening in the first place as well as approaches to lessen the immediate and long-term harms of SV.
Though the evidence for SV is still developing and more research is needed, the problem of SV is too large and costly and has too many urgent consequences to wait for perfect answers. There is a compelling need for prevention now and to learn from the efforts that are undertaken. Commitment, cooperation, and leadership from numerous sectors, including public health, education, justice, health care, social services, business/labor, and government can bring about the successful implementation of this package.
