Ensure Your Information Displays Correctly in NC's Provider Directory Tool
As NC Medicaid moves forward with its planned implementation of Medicaid Managed Care, it is important for enrolled providers to act now to thoroughly review their individual and organization provider enrollment record in NCTracks.

Correct information on the NCTracks provider record will assist beneficiaries with the search for primary care providers in the new NC Provider & Health Plan Look-Up, expected to be available Jan. 1, 2021. Providers are encouraged to begin the Manage Change Request process to make necessary corrections and updates.

Pandemic Electronic Benefit Transfer (P-EBT) Program
Today, the North Carolina Department of Health and Human Services (NCDHHS) announced that it will provide additional benefits through the Pandemic Electronic Benefit Transfer (P-EBT) program to help families purchase food for children whose access to free and reduced-priced meals at school has been impacted by remote learning this fall due to COVID-19. The program provides a benefit on an EBT card that can be used to buy food at authorized retailers, including most major grocery stores.

In the P-EBT program this fall, children are eligible if they had access to free or reduced-priced meals at school last year, their school district or charter school is eligible to provide free or reduce-priced meals at school this year, and their school district or charter school utilized remote learning for all students for at least five consecutive school days between August 17th and September 30th.

This is different than the eligibility criteria for P-EBT benefits in the spring, which was available to all children who normally access free or reduced-priced meals, regardless of school circumstance. The new eligibility criteria are based on requirements from the US Department of Agriculture. To find out whether a school district or charter school is receiving fall P-EBT benefits, view the list HERE .

Families do not need to apply for P-EBT. Eligible families already receiving Food and Nutrition Services (FNS) benefits will receive an additional benefit on their existing EBT card. Families who received P-EBT in the spring and are eligible under the new criteria will receive additional benefits on their original P-EBT card. Eligible families who do not have an FNS or P-EBT card will be mailed a card. Families being mailed a new card will receive the card within the next two to three weeks.

More information about the P-EBT program can be found at  www.ncdhhs.gov/PEBT.

Testing Strategy Paper
Access to testing is essential to supporting and protecting our communities and to understanding the prevalence of the virus in our state to inform public health policy. Our new paper, Overview of North Carolina's Testing Approach, outlines the high-level priorities that drive the state's testing strategy, including:
  1. Ensure access to testing, especially for high-risk populations
  2. Diversify testing modalities, using scientifically and technically diverse methods
  3. Build testing capacity, relying on a diverse ecosystem of labs for sufficient volume
  4. Leverage public and private funding
  5. Monitor, learn, and adapt
As always, we welcome your feedback.  Please send feedback to  COVIDStrategy@ncdhhs.gov.

Guidance on Visitation and NC Medicaid Receives Approval for Expanded Flexibilities for Home and Community Services
North Carolina Department of Health and Human Services (NCDHHS) released Secretarial Order No. 6 and "Guidance on Visitation, Communal Dining and Indoor Activities for Larger Residential Settings" which are focused on indoor visitation for long-term care facilities.  The Order applies to long-term care facilities: nursing homes or skilled nursing facilities and other large residential settings (7 or more beds) including adult care homes, behavioral/IDD, intermediate care facilities, and psychiatric residential treatment facilities.  The Secretarial Order is effective immediately.
New CAP Respite Service History Inquiry Tool
2021 Checkwrite Schedules Now Available
Effective Oct. 25, providers will be able to conduct a new inquiry for respite care services. The new inquiry will inform providers of all respite services authorized and used to date for a recipient within the requested State Fiscal Year period. For eligible providers performing the inquiry, the results will reflect authorization details for all providers, not only the provider performing the inquiry.

The new CAP Respite Service History tool can be found on the secure provider portal and accessed through the drop down menu of the Prior Approval tab on the home page. The inquiry can be performed for the current and prior two State Fiscal Years. The provider will need to select the year desired, as an inquiry can only be performed for a single year period at a time.

Please note that only providers associated with approved CAP respite authorization during the inquiry period will be able to obtain recipient information. The inquiry results are informational only and not a guarantee of payment.

US: 'Youth were abused here': More than 40 states have sent their most vulnerable kids to facilities run by a for-profit company named Sequel. Many of those kids were abused there.
APMReports - September 28, 2020
A yearlong investigation led by APM Reports finds the company took in some of the most difficult-to-treat children while keeping costs low in pursuit of profit and expansion. The result was dozens of cases of physical violence, sexual assault and improper restraints. Despite repeated scandals, many states and counties continue to send kids to Sequel for one central reason: They have little choice.
The Neurosequential Model of Therapeutics is an approach that aims to build capacity for clinicians, systematically assess children, and inform treatment plans for families. NewChild Trends research on the integration of this model with Tennessee's adoption support and preservation services finds positive reviews from clinicians and adoptive families. The research also highlights the importance of using flexible, tailored, and trauma-informed services for adoptive families with intensive needs.

Recording of Addressing FFPSA Requirements: Tools for Selection and Sustainable Implementation of Evidence-Supported Programs webinar
