Gov. Kevin Stitt issued a statewide emergency order to close all nonessential businesses in 19 Oklahoma counties with confirmed cases of COVID-19 - please note the county confirmed cases will change daily. At this time, this closure order includes Tulsa County and several others in northeast Oklahoma and currently does not include Rogers County.
Businesses explicitly listed in the order include hair salons, gyms, theaters, massage and tattoo, parlors, and museums. Restaurants may remain open in these counties but must close their dine-in areas, offering curbside pickup and delivery instead.
Businesses must come into compliance by 11:59 p.m. on Wednesday, March 25.
Additional clarification from the governor's office is expected on essential versus nonessential businesses. At present, the Governor's office is following recommendations from the Department of Homeland Security. To view that guidance,

The governor's statewide order also prohibits gatherings of 10 or more people and includes a statewide “Safer at Home” provision, which requests elderly and immuno-compromised individuals, as well as those with pre-existing conditions, to shelter in their homes, leaving only for essential needs like groceries or prescriptions, until April 30.
