A Roadmap to Reopening

Summary

This report provides a road map for navigating through the current COVID-19 pandemic and outlines the steps in adapting public-health strategy to meet the challenges of this disease. It covers the 4 phases of the pandemic and the criteria for moving from one stage to the next.

The phases are:

Phase I: The stage we are in now and covers how we can slow the spread with social distancing and workplace and travel restrictions.
Phase II: State-by-State Reopening when states are able to safely diagnose, treat, and isolate COVID-19 cases and their contacts. During this phase, schools and businesses can reopen, and much of normal life can begin to resume in a phased approach.
Phase III: This phase is when we can establish Immune Protection and then lift physical distancing. This can happen when safe and effective tools for mitigating the risk of COVID-19 are available, including broad surveillance, therapeutics or a safe and effective vaccine.
Phase IV: Rebuild our readiness for the next pandemic.
