Last week, Indiana Governor Eric Holcomb issued Executive Order 20-08 which went into effect at 11:59 pm on March 24, 2020 and shall remain in effect until 11:59 pm on April 6, 2020 (although it is likely to be extended).
This memo is not intended to be a legal document, but to be used as a tool as you safely work during the “Stay At Home Order”.
I have attached three documents for your reference:
- Indiana’s Executive Order 20-08
- NAHB Essential Industry Employee Template
- U.S Department of Homeland Security Advisory Memorandum (March 28, 2020) on Identification of Essential Critical Infrastructure Workers During COVID-19 Response
Indiana’s Executive Order 20-08
- #11 (Essential Infrastructure – Page 5) of the Order clarifies that home construction has been deemed an essential service and allowed to continue operating
- #12 (Essential Governmental Functions – Page 5) of the Order clarifies that local government offices must support essential services
- #14 (Essential Businesses & Operations – Page 5 &6) of the Order includes (i) “Hardware and Supply Stores” and (j) defines “Critical Trades” as allowed to continue operating
NAHB Essential Industry Employee Template
- The attached template can be used by IBA Members to customize to their respective businesses/employees for use in the field or with their customers
U.S Department of Homeland Security Advisory Memorandum (March 28, 2020) on Identification of Essential Critical Infrastructure Workers During COVID-19 Response
- The attached memo is advisory in nature. It is not, nor should it be considered, a federal directive or standard. However, it does include housing construction related activities under “Residential/Shelter Facilities And Services” as “Essential Critical Infrastructure Workforce”.
It would be prudent for each of our members to provide a copy of the relevant state order to workers if they are questioned. A letter naming the worker and describing the location of the job-site might also be useful for the worker to have in his or her possession.
Finally, we must be vigilant to ensure that ANYONE on our job-sites abides by the “social distancing requirements” and the other COVID-19 safety precautions (more details can be found in the COVID-19 section of our website at
www.buildindiana.org
).
What is given can easily be taken away if we do not exercise appropriate supervision and common sense. Stay safe and observant!
