RECENT FEDERAL GOVERNMENT ACTIONS
  • Loan Forgiveness Guidance and Application Updated : The SBA has updated the loan forgiveness application and guidance for small businesses that received Payment Protection Program ("PPP") loans. The revised application and new EZ application reflect the changes made by the Paycheck Protection Flexibility Act of 2020, which became law on June 5. The SBA also issued rules for calculating payroll costs and owner compensation in relation to PPP loan forgiveness under the new 24-week covered period.
  • CDC Continues to Provide Guidance : As re-opening continues, the CDC, and in certain cases the Occupational Safety and Health Administration ("OSHA"), provided guidance for specific professions, including veterinarians, dental and healthcare providers, meat and poultry processors, and nursing homes. The CDC also provided suggestions for youth and summer camps. In addition to these more specific documents, the CDC provided information for Health Departments regarding contact tracing with confirmed cases. All of the latest CDC guidance is available at their website.
  • OSHA Issues Guidance : OSHA issued guidance to assist employers and workers in safely returning to work and reopening businesses deemed by local authorities as "non-essential" during the pandemic. OSHA notes that the guidelines may supplement state- or locality-specific information and re-opening requirements.

LOCAL GOVERNMENTS ARE TRENDING TOWARDS MANDATORY FACIAL COVERINGS

In acknowledging the recent uptick in positive COVID-19 cases, many local governments are now requiring the use of facial coverings while in public spaces, unless an exemption exists. While the southeast Florida region has required facial coverings since April, other local governments are now mandating facial coverings, such as Orange County and the City of Tampa. Additionally, other local governments have scheduled meetings to consider facial covering mandates, such as Leon and Hillsborough Counties. The mandatory facial covering trend will likely continue throughout the upcoming weeks.
