†Group housing facilities include city and county jails, homeless shelters, dormitories and group homes. As of October 3, 2020, confirmed cases among those living in Wisconsin Department of Corrections facilities, which includes the Oshkosh Correctional Institute, are no longer included in WCHD data reports.
**Each test result is manually processed by the Winnebago County Health Department. Processing positive cases is our first priority to ensure quick notification and investigation to help prevent spread of COVID-19. Recent negative test results may not have been processed yet. This will not affect our weekly report on percent positivity. Any unprocessed negative results will be accounted for in our weekly data summary that reports the average percent positivity across a two week period.

Oshkosh-Neenah is listed by the NY Times as the #1 worst outbreak area in the Nation. Appleton and Green Bay are in the top 5. We have uncontrolled spread that is threatening all aspects of community life. Reliance on voluntary compliance to slow the spread of disease has, to date, failed.

Stay at Home. There are thousands of people currently infected with COVID-19 in Winnebago County and thousands more that have been exposed and may develop the disease. Many do not know they are infected and others are knowingly breaking isolation and quarantine. Assume that every public place you are in has a risk of exposure to you. Wear a mask and keep your distance at all times in public, minimize your time in any indoor environment outside your home. Assume household members that are active outside of the home can infect you.

COVID-19 hospitalizations are at record levels across the state. In our region, COVID-19 hospitalizations are at the highest level to date - more than 4 times as high as they were one month ago. As of 10/7/20, Fox Valley Area hospitals had 138 COVID-19 patients hospitalized, an increase from the 112 hospitalized patients last week, with 13 of those patients in the ICU.

Hospitals in the Fox Valley area are being overwhelmed and their capacity is being exceeded. At the request of hospital systems, Gov. Evers announced Wisconsin State Fair Park Alternate Care Facility will begin accepting COVID-19 patients starting October 14, 2020.

The extraordinarily high rates of cases have caused school closings, business closings and are challenging available hospital capacity. We need everyone to stay home when ill, mask, and physically distance.

The number of new cases continues to accelerate upwards and has exceeded the ability of testing and case investigation to control the spread of illness. The number of cases in the first week of this 2-week timeframe was 994 and for this most recent week is 898.

The confirmed case rate over the past 2 weeks for our jurisdiction is 1225.6 cases per 100,000, a 7% increase from the 1143.9 per 100,000 reported last week, and the highest biweekly case rate for our jurisdiction to date. The doubling time for our cases is 18.5 days. For all of Winnebago County, the case rate over the past 2 weeks is 1,488.1, and for the Fox Valley HERC region it is 1,283.3*, putting both at a very high burden level.
- Individuals aged 25-29 had the highest confirmed case rate of 1648 per 100,000 over the past 2 weeks.

Testing percent positivity is at 12.4% for the past 2 weeks, which is slightly down from 14.9% last week and still far away from our goal of remaining below 5% positivity. The regional COVID-19 testing site at Sunnyview Expo Center in Oshkosh has averaged performing 925 tests per day over the past 2 weeks.

Contact tracing capacity has been overwhelmed. Our goal is to reach out to all confirmed cases within 24 hours of being reported to the health department, but due to the current surge in cases we are days behind this goal. Additionally, only the highest risk close contacts are being contacted directly by public health – we are asking confirmed cases to reach out to all other close contacts themselves. This is despite our department having expanded our COVID -19 response staff four fold in recent weeks.

Older adults and people with underlying medical conditions are most at risk. If you have cancer, chronic kidney disease, COPD, obesity, serious heart conditions, sickle cell disease, or diabetes, you should take these warnings very seriously and take extra precautions to stay safe.

Due to increased hospitalizations in the Fox Valley and record COVID-19 surges throughout the state, Gov. Evers announced that the Alternate Care Facility at Wisconsin State Fair Park will begin accepting COVID-19 patients within the next week.
- Gov. Evers issued Emergency Order #3 limiting public gatherings to no more than 25% of a room or building’s total occupancy. This directive is effective at 8 a.m. on Oct. 8, 2020, and will remain in effect until Nov. 6, 2020. It applies to any gatherings at locations that are open to the public such as stores, restaurants, and other businesses that allow public entry, as well as spaces with ticketed events.

How to Protect Yourself from COVID-19
- Wear a mask.
- Stay at least 6 feet apart from people you do not live with.
- Wash your hands often with soap and water for at least 20 seconds, especially before eating and after going to the bathroom, blowing your nose, coughing or sneezing.
- If you do not have soap and water, use an alcohol-based hand sanitizer with at least 60% alcohol.
- Avoid touching your eyes, nose and mouth.
- Avoid close contact with people who are sick.
- Do not attend gatherings with people you do not live with.
- Cover your cough or sneeze with a tissue, then throw the tissue in the trash. Cough or sneeze into an elbow if no tissue is available. Wash your hands.
- Clean and disinfect frequently touched objects and surfaces using a regular household disinfectant cleaning spray or wipe.
