Please note: Case counts do not include patients with COVID-19 symptoms that were not tested. Those with mild symptoms are most often directed to self-monitor at home without testing.
** Each individual test is manually processed by the Winnebago County Health Department. Processing positive cases is our first priority to ensure quick notification and investigation to help prevent spread of COVID-19. Recent negative test results may not have been processed yet. This will not affect our weekly report on percent positivity. Any unprocessed negative results will be accounted for in our weekly data summary that reports the average percent positivity across a two week period.

- Currently in Winnebago County the burden of confirmed COVID-19 cases is high and the activity level is high. Numbers of new cases continue to trend upward. A lack of physical distancing, inadequate mask wearing and attendance/hosting of group events are driving this trend.
- Case rates continue to remain high in Winnebago County. Our past 2-week confirmed case rate is 139.3 cases per 100,000 population, an increase from the 103.6 per 100,000 reported last week. For all of Winnebago County the case rate over the past two weeks is 150 and for the Fox Valley HERC region it is 210.*
- Over the past two weeks, individuals aged 50-59 had the highest confirmed case rate (228 cases per 100,000).
- While testing percent positivity is at 5.0% for the past two weeks, the amount of testing remains inadequate. A new regional COVID-19 testing site started on September 1 at Sunny View Expo Center in Oshkosh.
- Fox Valley area hospitals have adequate capacity given the burden of disease in our community at this time. There were 24 COVID-19 patients hospitalized in the Fox Valley area, an increase from the 15 hospitalized patients last week. As of September 1, there was 1 COVID-19 patient in the ICU. The region has averaged 19 hospitalized COVID patients per day in August compared to averages of only 11 in May, 16 in June and 13 in July.
- Disease investigation capacity is adequate. All confirmed cases are reached out to within 24 hours of being communicated to the health department.
- Increased physical distancing and mask wearing are needed now to reduce case counts and decrease community spread. Keep your social circles small and avoid crowded indoor spaces. Schools and businesses are depending on your cooperation to help keep them open.

Who should get tested? Anyone who is experiencing symptoms of COVID-19 or has been in close contact with someone who has tested positive. The community testing site is available to any Wisconsin resident, five years of age and older.
STAY HOME WHILE WAITING FOR YOUR RESULTS. While you're waiting for your test results, it's important that you isolate yourself. Do not have contact with others. Do not go to work, meet up with friends or attend gatherings. Isolating yourself will prevent spread of the virus should you test positive.
When will I get my results? You should receive a phone call or email within 3-7 business days. If you test positive Public Health staff will call to guide you.

Mortgage Assistance for Winnebago County: Homeowners in Winnebago County who were impacted financially by COVID-19 may qualify for assistance to pay their mortgage. Applicants must demonstrate that they were current on their home loan as of March 1, 2020 and due to the pandemic, they have fallen behind. To qualify, they must live full-time in the home within Winnebago County, and be the person responsible for the mortgage. Applications will be accepted between September 1 – October 15, 2020. New Federal Eviction Moratorium Through End of 2020: On late Tuesday afternoon, the Centers for Disease Control and Prevention (CDC) , Department of Health and Human Services (HHS), and the Trump administration announced an order to stop residential evictions to halt the spread of COVID-19. The order will be effective on September 4 and will last until December 31, 2020, unless extended. Under the directive, renters must prove they tried to pay their rent and sought to take advantage of existing housing support aid to be eligible for the eviction moratorium. To be covered under this order, each adult tenant, lessee, or resident on the lease “must provide an executed copy of the Declaration form (or a similar declaration under penalty of perjury) to their landlord, owner of the residential property where they live, or other person who has a right to have them evicted or removed from where they live.” A declaration that tenants can complete to satisfy this requirement can be found here. - Q: I have heard that 6% of deaths are attributable only to COVID-19. What does this mean?

A: Of all deaths reporting COVID-19 on the death certificate, 6% were attributed only to COVID-19. The high majority of COVID-related deaths also note comorbidities or pre-existing conditions (94%). This is to be expected as chronic diseases (comorbidities) are common in U.S. adults—this category includes chronic conditions such as diabetes (9% of adults in WI), heart disease (31% of adults in WI), and obesity (32% of adults in WI) which are quite prevalent in our state. It is important to note that COVID-19 is causing an excess in death far beyond what we’ve seen in previous years. This is to say that individuals with comorbidities would likely not have died if they didn’t have COVID-19. Comorbidities and underlying conditions are worsened by the presence of COVID-19. Furthermore, there are still people without any underlying health conditions who die from COVID-19—even though they don’t comprise the majority of deaths. If people without any underlying health conditions contract COVID-19, they can still spread the virus to more vulnerable groups (those with underlying health conditions or those who are elderly) whether or not they have symptoms. It is also worth noting that death percentages do not account for the full spectrum of negative COVID-19 outcomes including missing work or being hospitalized.

Call the Wisconsin COVID-19 Results Line at 866-419-6988, Monday-Friday, 8 AM–6 PM. Please wait to call the Results Line until 5 days after your test. If you call before the 5-day mark, they cannot guarantee your results will be ready.

How to Protect Yourself from COVID-19
- Wear a mask.
- Stay at least 6 feet apart from people you do not live with.
- Wash your hands often with soap and water for at least 20 seconds, especially before eating and after going to the bathroom, blowing your nose, coughing or sneezing.
- If you do not have soap and water, use an alcohol-based hand sanitizer with at least 60% alcohol.
- Avoid touching your eyes, nose and mouth.
- Avoid close contact with people who are sick.
- Do not attend gatherings with people you do not live with.
- Cover your cough or sneeze with a tissue, then throw the tissue in the trash. Cough or sneeze into an elbow if no tissue is available. Wash your hands.
- Clean and disinfect frequently touched objects and surfaces using a regular household disinfectant cleaning spray or wipe.
