County Reduces Restrictions on Ocean Beaches, Ocean Waters

San Diego County officials, in cooperation with coastal cities, announced today that restrictions will be lifted in phases regarding access to ocean beaches and ocean waters.

As a result, beginning at sunrise on Monday, April 27, Coronado will open its beach to walking and running. Beachgoers may enter the water for swimming, kayaking, paddle boarding and other recreational water sports. However, people may not loiter, lay on the sand or gather in groups of any size at the beach. The beach will close at sunset.

Coronado’s Dog Beach and the nearby fire pits, as well as Sunset Park, will remain closed due to the difficulty visitors have had in adhering to social distancing requirements and the risk that places on public safety officials.

The City will begin removing yellow caution tape, barriers and signs -- put in place to advise beachgoers of the beach’s closure -- before it reopens on Monday. Additional signs will be placed at Dog Beach, and Coronado Police will step up patrols in the area to remind the community that both Dog Beach and the fire rings are closed.

Parking remains restricted around the beach and parks in Coronado, and now includes no parking on both sides of Ocean Boulevard. The bay was not included in the announcement, which means that the Glorietta Bay Boat Launch Ramp remains closed. Recreational boating remains prohibited at this time.

The Coronado Municipal Golf Course remains closed at this time. The City will open the Golf Course upon receiving clear guidance from the County allowing Coronado to do so.

On Wednesday, April 22, San Diego Mayor Kevin Faulconer announced plans for a phased reopening of coastal beaches once the region met certain county public health goals regarding COVID-19. The County announced that they had met the milestones necessary to reopen the beaches.

The countywide plan will be a multi-phase reopening across the region, beginning with the beaches. The next phase will include permitting activities that allow for social distancing, which is still required.

The County also announced that beginning Friday, May 1, that its public health order also will include mandatory use of face coverings when out in public and within six feet of others.

City Offers Business Lifeline Loan Program

The City Council approved a lifeline business loan program at its Tuesday, April 21, meeting that will portion out $2 million in City funds in no-interest potentially forgivable loans of up to $15,000 each to eligible businesses.

Council members said they want the program implemented as soon as possible to help local businesses that have been forced to close or vastly reduce their operations due to the coronavirus pandemic.

The City will reserve $2 million in General Funds for the loans and enter into an agreement with CalPrivate Bank, with an office in Coronado, to assist with the loan administration and marketing. The bank is partnering with the City to facilitate a process by which loans can be made quickly to qualified businesses. Applications are available now at the Coronado Chamber of Commerce Office, 1125 Tenth St.
 
The loan terms for three tiers of Coronado businesses are $15,000 maximum for each business, defined as a discrete individual storefront; a maximum loan term of 5 years; zero percent interest with consideration of loan forgiveness depending upon circumstances; no loan to collateral percentage; evidence that a business has applied for federal or state COVID-19 related business assistance; and evidence of paid local sales tax.
 
“We should be able to set up the entire program within a few short weeks,” City Manager Blair King said. “Our goal is to qualify applicants and get the loans out. We want the process to be simple and efficient, so tax-paying businesses get the help they need as quickly as possible.”

The Council directed that Tier 2 businesses be allowed to apply 30 days after the Tier 1 businesses and reserved the right to suspend the Lifeline Loan Program if the $2 million is not totally subscribed within two months of initiation. The Council will review the program in 30 days.
 
Tier 1 businesses number 124 and include those considered to be small and locally owned that generate tax revenue for the City and are located anywhere in Coronado. Tier 2 businesses are those considered to be small, locally owned that generate sales tax revenue for the City, and are permitted on the second floor per the Orange Avenue Corridor Specific Plan.
Fourth of July 2020 Events Canceled

In a joint decision made this week, the Coronado Fourth of July Committee and the City have decided to cancel the 72 nd  annual Fourth of July Parade as well as the fireworks display due to the coronavirus pandemic. All other July 4 events have been canceled.

Due to existing local and state health orders advising people to stay home and practice social distancing, the City and Committee members came to the conclusion that they would not have the proper lead time to acquire the needed equipment, such as barricades, grandstand seating, signage and portable toilets, as well as to make arrangements for and properly regulate the fireworks show by July 4. 

The annual celebration is estimated to attract, at a minimum, more than 100,000 people who gather in close proximity throughout the day at the various events around Coronado.
Promenade Concerts 2020 Canceled

 The Promenade Concerts organizer has announced the cancellation of the 2020 summer concert series. Organizers say they are disappointed to have to cancel on this, the 50th anniversary of the popular concerts. If there is a safe way to have a concert or two in the early fall, they may explore the possibility.
Council OKs COVID-19 Testing

The City Council directed staff at its April 21 meeting to develop and implement a cost-neutral independent Coronado-centered community COVID-19 serology testing program in partnership with a health care provider and that staff collect pertinent aggregate data.

The testing program would be a convenient way to have residents, some of whom have expressed an interest in a local test, to take the test in Coronado. The FDA is expected to approve several rapid serology tests within the next several weeks.

Sharp Coronado Hospital has said it is willing to explore partnering with the City. Costs would be recovered via fees charged to those taking the test.

Neighbor to Neighbor

The Neighbor to Neighbor, or N2N, program is a new venture created through a partnership of local volunteers and your neighbors along with the support of the City to help people look out for one another.The program is run by local volunteers and services four areas in Coronado -- the Cays, the Shores, the Village and Navy Housing. Make Some Noise

On Saturdays at 7p.m. all Coronado residents are encourage to step out of their homes and make some noise for our first responders and hospital heroes. An event that is happening around the country, local workers are thankful for the support of the community as they work to meet the demands of this emergency.
PAWS Needs Foster Volunteers
PAWS Helping Paws is a program that PAWS of Coronado is providing to support local pet owners during the COVID-19 outbreak in the event that they become too ill to care for their animals. If you are not well enough to care for your pet, PAWS is available to provide temporary housing and coordinate foster families as needed to make sure your pets are cared until you are able to do so yourself. Please refer to the program application and checklist for more information or contact us at 619-522-7371 or  [email protected] .

Safe at Home but Not Alone
The Safe at Home But Not Alone program was created to let the community know that just because we cannot physically gather does not mean we cannot connect, be enriched and get fit at the same time. Recent additions to the Coronado TV line-up include various yoga sessions, including strength and flexibility, restorative and chair yoga, as well as Tai Chi. The videos are led by local instructors who offer the classes through Recreation Services and the John D. Spreckels Center or at local studios. The City is working to align the airing of the fitness videos to the actual class times at the Spreckels Center so students can feel like they are back in class. The City also produces arts programming in partnership with the Library and Cultural Arts Commission. Be sure to watch Coronado TV on Spectrum 19 or AT&T 99. You can also watch online. New content is being created every week. Tune in to see Library Storyhour and Cultural Arts videos. The City is engaging staff, local creatives and teachers to provide programming that otherwise would not be available to our citizens during this time.

The Coronado Chamber of Commerce and Coronado MainStreet have pages dedicated to local restaurants and businesses, those that are open, their hours, addresses and websites. Check it out if you need a meal or want to know the hours of gas stations, pharmacies and grocery stores. As things are changing hourly, call in advance to be sure a business is open. Thanks to the Chamber and MainStreet for this service.
