New York Forward
Today, Governor Cuomo announced the New York Forward plan to being reopening. The state will reopen on a regional basis, as long as the region meets 7 different metrics, including hospitalization rate, death rate, available hospital and ICU beds, testing, and availability of contact tracers. Of the 10 regions across the state, none currently meet all 7 criteria and they range from 2/7 (Long Island) to 5/7 (Central NY, Finger Lakes, Mohawk Valley, North Country, and Southern Tier).

There are four announced phases of priority for business reopening, as follows:
  1. Construction, manufacturing, wholesale supply chain, select retail using only curbside pickup
  2. Professional services, finance and insurance, retail, administrative support, real estate and rental leasing
  3. Restaurants and food service, hotels and accommodations
  4. Arts, entertainment, recreation, education
Every business is required to have a plan to protect employees and consumers and lower the risk of infection, including plans to:
  • adjust workplace hours and shift design to reduce density;
  • enact social distancing protocols;
  • restrict non-essential travel for employees;
  • require all employee and customers to wear masks if in frequent contact with others;
  • implement strict cleaning and sanitation standards;
  • enact a continuous health screening process for individuals entering the workplace;
  • continue tracing, tracking, and reporting cases; and
  • develop liability processes.
