The Illinois Asphalt Pavement Association continues to monitor the impact of coronavirus (COVID-19) on our industry. The impact of the COVID-19 outbreak remains extremely fluid and any status may change rapidly. Here are updates as of April 13, 2020:

The National Asphalt Pavement Association released its
COVID-19 Health & Safety Alert
outlining current safety resources and recommendations regarding the pandemic including 6-ft social distancing and recent guidance for using respiratory protection, including simple cloth face coverings.
The Transportation for Illinois Coalition (TFIC) has developed the following chart, detailing Motor Fuel Tax (MFT) collections from FY2016 forward. The redline on the chart is current FY2020 MFT collections and the green line is additional FY2020 MFT being collected and deposited into the Transportation Renewal Fund (TRF) due to the Rebuild Illinois Capital Bill. The 2020 March collections where similar to previous years' collection. However, since MFT is collected on the wholesale level, the impact of COVID-19 will likely start with April collections. Depending on severity and length of reduced gas usage, IL DOT and local public highway agencies may need to reduce program funding. IAPA will monitor the collection and provide an update once April numbers are available.
