The Illinois Asphalt Pavement Association continues to monitor the impact of coronavirus (COVID-19) on our industry. The impact of the COVID-19 outbreak remains extremely fluid and any status may change rapidly. Here are updates as of April 24, 2020:
On April 23, 2020, Governor Pritzker announced that the "stay-at-home" order will be extended until May 30, 2020 with some modifications including requiring people to wear masks in public when social distancing is not possible.
The Illinois Workers' Compensation Commission (IWCC) issued an emergency rule effective April 16, 2020 that in effect would assume that any essential worker, covered by Executive Order 2020-10 and contracts COVID-19, is " rebuttably presumed" to have been exposed to COVID-19 on the job. On April 23, 2020, a Sangamon County judge issued a Temporary Restraining Order following a lawsuit filed by the Illinois Manufacturers’ Association and the Illinois Retail Merchants Association. The lawsuit argues that the IWCC exceeded its rule making authority in issuing the emergency rule. The State has until April 30 to respond and both parties will reconvene on May 4 for potential arguments. More information will be provided when available.
