The Illinois Asphalt Pavement Association continues to monitor the impact of coronavirus (COVID-19) on our industry. The impact of the COVID-19 outbreak remains extremely fluid and any status may change rapidly. Here are updates as of March 24, 2020:
PA 100-1177 requires filing certified payrolls online directly to the Illinois Department of Labor (IDOL) rather than through the governmental agency where the work is performed as of April 1, 2020. The online system will not be ready for use by the April 1, 2020 deadline. Therefore,
IDOL has issued a notice
delaying the implementation of this requirement until the online system is ready and training has been offered.
As a reminder, the Illinois Department of Transportation has adjusted its prequalification procedures. Prequalification ratings set to expire March 31 through July 30, 2020 will be extended through July 31, 2020 which will allow currently prequalified firms to bid on the April, June, and July lettings. Contractors must still submit a Request for Authorization to Bid (BDE 124) and the Affidavit of Availability (BC 57) in order to bid on the IDOT letting as usual.
Thank you to all members that have donated Personal Protective Equipment (PPE) for hospitals and emergency responders. IL DOT and the IL State Emergency Operation Center have established a system to more efficiently manage offers to donate PPE. All offers to donate PPE, regardless of where these donations are coming from, should be forwarded to the following email: ppe.donations@illinois.gov. In the email, the donor should include the following information: Type/No. of PPE; Location of PPE; and Contact (Name, Cell# and Email). Following the receipt of each offer, State staff will reach out to contact to process the offer.
Emergency Truck Overweight Exemption Clarification. Truck operators providing emergency relief and supplies in response to the COVID-19 pandemic are granted a blanket permit allowing certain over-dimension and overweight loads to be moved on Illinois roads. This does not apply to construction material or other loads.
