Dear Early Learning Provider,
I want to express my deepest appreciation for all of your continued efforts during these ever-changing times. As always, you have remained steadfast in your commitment to the health, safety and education of young children and their families. Delaware continues to make progress fighting this pandemic due to your commitment. For that, I continue to applaud your efforts!
As Delaware approaches Phase II operations, child care providers are being required to change their daily routines in order to meet the new regulations and guidance. I am pleased to share that a collaborative effort among all state agencies and partner groups have resulted in the attached document. 
Re-Opening Child Care Safely in Delaware provides programs with current guidance, best practices and other resources in a  single  document that has been developed specifically for the child care community.  We have also developed a four-part webinar series to guide programs through the interpretation of this document and to support programs in implementing Phase II requirements.
The first webinar will be scheduled on Thursday, June 11 th  and will be co-hosted by OCCL Administrator Betty Gail Timm, Division of Public Health Chief of Health Systems Protection Jamie Mack and Delaware Stars Director Kristy Sheffler. 
  • This will be an introduction to the document, provide practices for success and will focus on particular areas for a more in-depth conversation. 
  • This webinar will be geared toward family child care providers from 1 to 2 p.m. and toward center-based programs from 2:30 to 3:30 p.m.
  •  The webinar will be recorded and minutes will be available for those who were unable to attend. It will be emailed to the OCCL email listserv and posted on the Delaware Institute for Excellence in Early Childhood (DIEEC) COVID-19 website when available. 
  • Please note that this webinar will not provide any additional information on enhanced reimbursement or Purchase of Care. Those topics will remain on the agenda for the on-going child care provider calls.

I want to personally thank DIEEC and the Delaware Association for the Education of Young Children (deaeyc) for their assistance and feedback as we developed this document. The deaeyc taskforce was instrumental in capturing provider feedback and voice, which is woven throughout the document and especially seen in the staff wellness section. Although this document is being presented from the Delaware Department of Education, it truly embodies the collective and collaborative efforts that the State of Delaware has taken to ensure that young children, their families and the professionals working in programs remain safe and adequately prepared.
