Description of Phase 2 Construction COVID-19 Job Site Requirements

The following describes the evolution of the construction requirements under the state’s COVID-19 construction restrictions and the differences between the Phase 1 and Phase 2 Construction Requirements. The Governor’s Business Reopening Plan also has four phases that are described below.  

PLEASE NOTE:  Phase 2 Construction Requirements will ONLY be used in counties that have been approved for Phase 2 Business Reopening plan. If a county is still in Phase 1 under the Safe Start Business Reopening plan, the Phase 1 Construction Requirements must be used unless the Phase 1 county opts to get approval for a Phase 1.5 reopening. Phase 1.5 could allow use of Phase 2 Construction Requirements if the county asks for it. (This is explained more fully below.) 

At this point, there is no Phase 3 or Phase 4 Construction Requirements that can be used with Phase 3 and 4 for Business Reopening. You should assume Phase 2 Construction Requirements will continue. We will let you know when and if there are more changes to construction requirements.
IMPORTANT UPDATE on Reopening Business Plan: 
On May 29 the Governor announced he is not extending his “Stay Home – Stay Healthy” order . Instead he announced a revision to his Four Phase Reopening Business plan. The New Safe Start plan revises the metrics counties must meet to qualify for the four Phases that progressively allow more activity to occur in business and social settings. The new criteria will make it easier for more counties to move to Phase 2 and 3. 
 
As part of this more flexible approach, the Governor is giving Phase 1 counties the option of getting permission from the state to allow some Phase 2 level Reopening Business activities in their counties. The Governor characterized this as Phase 1.5.  Note—A  Phase 1 county seeking Phase 1.5 status can ask to use Phase 2 Construction Requirements. See link to Safe Start .
Two of the three Puget Sound counties, Snohomish and Pierce Counties plan to apply for Phase 2. King County announced it will be applying for the Phase 1.5 option and intends to ask for all of the conditions that are permitted, including having construction use Phase 2 Construction Requirements. You can check the status of the counties on Safe Start map. The map is updated regularly. See a map of the counties here .

The Governor revised the mask protocol for employees. The major change is employees must wear a mask at all times except then they are working or traveling alone. The new protocol will be effective June 8. Links to the current and updated mask protocols are provided in the chart below. Read more .
