OPWDD issues COVID-19 Vaccination resources
For information regarding New York's phased-in approach to vaccine distribution, click here.
In the message from Commissioner Theodore Kastner, he said, "As valued members of our OPWDD community, I appeal to each and every one of you to help educate others about the importance of vaccination and do your part to encourage widespread vaccination. Each person eligible for vaccination will need to consent to being vaccinated. OPWDD will soon be issuing guidance on the consent process and will be sharing it via our email delivery system and on our website."

State launches dedicated COVID-19 Vaccination website
New York State has launched a dedicated vaccination website at https://covid19vaccine.health.ny.gov, where you can find information on the Clinical Advisory Task Force, the Vaccine Distribution and Implementation Task Force, several other task forces, the Vaccine Distribution Plan, and more.

DOL: $15 minimum wage phase-in to continue
The New York State Department of Labor on Wednesday announced the state’s $15 minimum wage phase-in will continue, with the next stage taking effect Dec. 31. The minimum wage rose to $15 per hour for companies with 10 or fewer employees in New York City last year and remains at that level. It will rise to $14 per hour on Long Island and in Westchester, and to $12.50 in the rest of the state.

Hospitalizations on the rise, Gov. advises against gatherings
Governor Cuomo at his press briefing today encouraged New Yorkers to avoid small gatherings around the holidays in order to save lives and avoid a shutdown. He assured that the storm would not impede vaccine delivery.

Flame to hold free holiday concert Saturday, 12/19
The band Flame will host a free concert and dance party this Saturday, December 19, 6-7 p.m.
Flame was formed in 2003 as a program of the Arc Lexington and consists of musicians with intellectual and developmental disabilities. This Saturday, they will provide live music and be the DJ to get everyone dancing!

DOH COVID-19 Vaccine Informed Consent Form and Fact Sheet
There are two groups of residences in OPWDD that will receive vaccines:
- Statewide 414 homes are deemed part of the long term care group – homes (IRA or ICF) of 5 or more people with an average age over 65 – that will be receiving the Pfizer vaccine through a pharmacy distribution plan. Pharmacies are likely to work directly with providers and we have heard they’ve done that in some parts of the state.
- The Moderna vaccine will be for all other certified OPWDD residences (IRA, ICF, supported IRAs).
Both vaccines require two shots and informed consent forms, and are for residents and staff who have regular contact in the homes. Residential programs can begin to inform those who can make decisions about the vaccines, as well as look at health records/status of residents to determine clinically who may not be eligible/a good candidate for the vaccine.
While vaccination cannot be mandated, it is critical that use of the vaccine is encouraged and that all parties are informed on the facts of the vaccine and the vaccination program. We encourage all Affiliates to familiarize themselves with the screening forms and fact sheets. This will help expedite the informed consent process for those who are presented with the Pfizer vaccine as an option.

National Task Group on I/DD and Dementia advocates for priority vaccine placement
The National Task Group on Intellectual Disabilities and Dementia Practices has issued a statement on placing adults with intellectual disability affected by Alzheimer’s disease and other causes for dementia on priority lists for receiving special consideration in mitigation strategies for managing the spread of COVID-19 and for receiving inoculation by vaccines designed to inhibit infections by the COVID-19 virus.

OPWDD Division of Quality Improvement hosting IRMA webinar on December 18
On December 18, 10 a.m., DQI will host the webinar "COVID-19 Reporting and Entry into the Incident Report and Management Application (IRMA)."
This will be a “soup to nuts” overview of COVID-19 reporting and IRMA entry.

CHOP grants have helped more than 1,000 people!
CP State’s Community Health Outreach Project has made life easier for more than 1,000 people with disabilities this year!
The Community Health Outreach Project, or CHOP, was established in January 2020 to provide financial assistance for the purchase of equipment, services, supplies, and other supports needed by individuals with intellectual, developmental, and other significant disabilities when all other funding opportunities have been exhausted.
The grant, under the administration of CP State’s Cindy Morris, has awarded approximately $680,000 to date.

Call for focus group participants
Restraint and Seclusion Landscape Analysis, Technical Assistance Resource Center, and Advocacy Project
Beginning in April 2020, The Center for Discovery, Inc., in partnership with the Developmental Disabilities Planning Council (DDPC) began a two-year, multi-faceted project to include a landscape analysis, stakeholder engagement, and the establishment of a technical assistance and resource center to provide best practice solutions to reduce the use of restraint and seclusion (R/S) practices across New York State agencies.
Please join one of their focus groups - providers, staff, parents/advocates, or individuals. The confidential surveys for each focus group can be accessed on the project's webpage.
