Revised COVID-19 guidance related to visitation, community outings, in-person day services, staffing and return to work

Consolidated Fiscal Report review reminder
As you may be aware, the Office for People with Developmental Disabilities (OPWDD) and the
Department of Health (DOH) are currently reviewing concepts for a Rate Reform methodology which is expected to be implemented within the next several months. OPWDD encourages all providers to review their CFRs for the reporting periods ending June 30, 2019 and December 31, 2019 for reporting errors and to correct such reporting errors, as appropriate. DOH will not use any revised CFRs, that are submitted for any reason, after July 1, 2021 to calculate the Rate Reform rates; there will be no exceptions to this policy.

CFR training sessions on June 15, 16
OPWDD, the Office of Addiction Services and Supports (OASAS), the Office of Mental Health (OMH), the State Education Department (SED), the Department of Health (DOH) and the Office for Children and Family Services (OCFS) will be conducting two training sessions on completing the July 1, 2020 – June 30, 2021 Consolidated Fiscal Report (CFR) on June 15 and 16, from 10 a.m. to noon.
Each session will contain different content. The June 15 session will include “Getting Started, Time to do the CFR, Core Reports.” The June 16 session will include “General and Agency Specific Changes/Highlights, Steps to a Successful Submission, COVID-19 and COVID-19s Instructions, Claiming.”
Please note that you must register for each individual session that you plan to attend.

Interim guidance on ICF/IID supplement payments
Effective March 18, 2020, an emergency State Plan Amendment (SPA) establishes a supplemental payment for (ICF/IID) providers in response to the COVID-19 public health emergency. The supplemental payment will reimburse the ICF/IID provider for daytime, weekday service hours
when an individual is not able to participate in Day Treatment or ICF/IID Day Services provided
by a different agency because the Day Treatment or ICF/IID Day Services program is closed or not serving individuals due to the COVID-19 public health emergency.

DOH updates reimbursement guidance for COVID vaccine
The New York State Department of Health has updated the following policy and billing guidance document regarding Medicaid’s reimbursement policy for the administration of COVID-19 vaccines authorized for emergency use and instructions for providers to bill the cost of administration of authorized COVID-19 vaccines:

Leading Developmental Disabilities and Sexuality Training May 18-19
Registration is open for Region 1
Learn how to lead staff trainings in your area with this comprehensive training led by Katherine McLaughlin and a staff member from a NY Developmental Disability Service Provider! All attendees will receive materials to lead their own trainings including a facilitator's curriculum guide, follow-up support through quarterly webinars, and a certificate of completion for passing the assessment.
There is no fee to attend this training, but we do require you to implement these events in your community and sign a commitment form in order to attend.
