CPDA Engages with California DPR at WPH Regulatory Conference

CPDA commends Renee Pinel and team for once again putting on a top-notch WPH Regulatory Conference. CPDA values the opportunity to continue collaborating with Dr. Tulio Macedo, Chief of the Pesticide Registration Branch at the California Department of Pesticide Regulation (DPR), on shared regulatory priorities associated with his Branch.

By working together to reduce registration backlogs for crop protection products and adjuvants, CPDA and DPR can help improve regulatory efficiency, expand grower access to critical technologies, and strengthen the science-based regulatory system that supports agriculture and the domestic food supply.

California DPR Highlights Progress Reducing Registration Backlog

At the WPH Regulatory Conference, California DPR Director Dr. Karen Morrison, Deputy Director and Chief Science Advisor Dr. JT Teerlink, Pesticide Evaluation Branch Chief Dr. Jill Townzen, and Pesticide Registration Branch Chief Dr. Tulio Macedo highlighted progress in modernizing the state’s pesticide registration program.

DPR reported a 40 percent reduction in the evaluation backlog since November, with nearly 90 percent of registrants now using CalPEST. DPR also reported that CalPEST is delivering product reviews approximately twice as fast as the previous process, while improved staffing and workflow efficiencies are helping streamline scientific evaluations.

Despite these improvements, DPR recognizes that additional progress is needed to further reduce Registration Branch backlogs and meet the processing timelines identified in AB 2113.

CPDA appreciates DPR’s commitment to improving timelines while maintaining rigorous scientific standards and looks forward to continued collaboration with Dr. Morrison, Dr. Teerlink, Dr. Townzen, Dr. Macedo, and the entire DPR team to improve timely access to crop protection technologies for California growers.

The Active Ingredient Series

CPDA has launched The Active Ingredient, a new video series featuring industry perspectives from CPDA members and partners on the issues shaping agriculture, crop protection, and product development.

In recognition of this week’s WPH Regulatory Conference, CPDA is highlighting Renee Pinel, President and CEO of the Western Plant Health Association. In this video, Pinel discusses why California’s PFAS debate is about more than science and why agriculture must engage now to protect access to safe, essential tools for growers.

Due Today: First Reporting Deadline for PRIA 5 Bilingual Labeling – RUPs and Acute Tox 1 Ag Products

The U.S. Environmental Protection Agency (EPA) released on June 26 instructions and a schedule for reporting compliance with the bilingual labeling requirements under the Pesticide Registration Improvement Act of 2022 (PRIA 5). View EPA’s June 26 announcement here. The first bilingual labeling reporting deadline is today, July 31, 2026, and will follow a rolling reporting schedule, similar to the rolling statutory compliance schedule that is available here. If you have not already done so, please log onto MyPeST today to complete the required reporting and certifications for applicable products, and to confirm that your compliance reporting has been recorded.

As of 7:00 a.m. Yesterday morning (July 30), reporting stood at 675 of 950 RUPs, or only 71%. Let's push it over the top.

As a reminder, back in October 2025, EPA had added a voluntary function in EPA’s MyPeST system to report compliance with the PRIA 5 bilingual labeling requirements. That reporting is now mandatory for RUPs and certain other products!! At that time, an EPA webinar featuring Dan Schoeff was recorded detailing how to report compliance in the MyPeST system. The recording is available here.

For instructions, deadlines, and resources, visit EPA’s Bilingual Labeling webpage. Additionally, EPA’s updated MyPeST Application User Guide, which can be found after logging into the system, includes instructions on compliance reporting.

Some products that have zero cases related to them in Salesforce may not display in the MyPeST Products Tab. If you are unable to find a particular active product and need to report compliance, send an email to OPP Support and Dan Schoeff with the product number and its designation ("labeling added" or "not to ship").

CPDA Joins Agriculture Coalition Letter on Executive Order Implementation

CPDA joined 40 agricultural organizations in a letter to President Trump, EPA, USDA, and HHS regarding implementation of the recent Executive Order on regenerative agriculture and farm resilience.

The coalition expressed support for the Order’s direction to expedite EPA review and registration of new and alternative crop protection products. At the same time, the letter emphasized that new registrations must complement, not come at the expense of, the proven crop protection tools farmers rely on today.

The letter also urged the Administration to implement provisions related to pre-harvest uses, cumulative exposure, and crop protection research through existing FIFRA processes, with transparent, science-based review and meaningful stakeholder engagement.

CPDA Engages with U.S. International Development Finance Corporation

CPDA members recently met with leaders from the U.S. International Development Finance Corporation to discuss the U.S. crop protection input manufacturing and supply chain and explore ways to strengthen supply chain resilience.

The discussion focused on how crop protection products are manufactured, sourced, formulated, packaged, distributed, and delivered to farmers, as well as where the system may be vulnerable to disruption. CPDA emphasized that crop protection supply chain resilience is directly tied to food security, economic security, and national security.

The meeting also provided an opportunity to better understand how DFC evaluates projects and whether its financing tools could support practical public-private approaches that help U.S. companies build more secure, diversified, and U.S.-aligned supply chains.

CPDA Participates in USDA Stakeholder Meeting

CPDA participated in a USDA stakeholder meeting this week with grower organizations and agricultural industry associations to discuss challenges facing farmers and opportunities for USDA and industry to work together.

The meeting provided an opportunity to share perspectives from across the crop protection value chain and reinforce the importance of practical policies that support grower productivity, input access, and a resilient agricultural economy.

CPDA Meets with Congressional Candidate Ben Butler

CPDA had the opportunity to meet with Ben Butler, a Florida farmer and congressional candidate, to discuss issues impacting agriculture, crop production, and the broader crop protection value chain.

Butler has received support from members of Florida’s congressional delegation, including Representative Greg Steube, who joined the discussion.
